The Dietriet code, as reported back by the Senate committee, does not contain any amend- | ments calculated to meet with any decided op- position in the House unless, perhaps, the one in relation to the selection of policemen from discharged soldiers and sailors be excepted. ‘Therefore, there ts no reason, apparent, why any conflict In the two houses should arise in the final passage of the code. The Senate com- mittee have, as arule, Mberallzed the code in itg provistons governing or regulating busines: affairs. In other words they have en- deavored to make the hand of law touch a3 lightly upon business, in all its branches, as fs consistent with proper considerations of revenue and protection. For instance, the Senate committee struck out the section fixing commissions to be charged by auctioneers, | leaving that to be regulated by that line | of business) When the code was under consideration, Senator Harris expressed him- self tn favor of allowing the people of the District as much Mberty in the management of their affairs 23 was practicable, and this view | has evidently obtatued with the committee. | Provisions that might have been made to bear heavily upon or interfere with the affairs of trade or business have either been stricken out or moditied. For several years past the District Commls- Sloners have been earnestty appealing to Con- gtess to repeal the existing law requiring the Soldiers and satlors to be glvea the prefer- ence as policemen. The Commissioners de- clare that the restriction limits them to too small a field toenable them to make up a police force of active, healthy and vigorous men; that the average soldier of the rebellion 13 now growing too old to make a good policeman. ‘The Senate, at the last sesston of Congress, | passed a repealing enactment, but it was de- feated tn the House.
