Not Valid Objections. It is stated that the objection is made to an appropriation in the river and harbor bill for the reclamation of the Potomac flats, that the work is a sanitary measure and notin the interest of commerce, and therefore that the appropriation has no place to that bill, ‘This seems to be rather a nice distinction in view of the liberal appropriations made yearly by thecominittee for the improvement of the navigation of mountain trout stream; and alligator-haunted bayous. The present tinkering upon the channel through the small annua! appropriation made in the Tiver and harbor bill, is worse than useless, a3 the excavations instead of being depo=ited on the adjacent flats, where they would ald both ig the work of reclamation and in making a nt channel, are taken by scows down the Potomac, below Alexandria, and deposited in the river again, to the injury of navigation there. It seems that In the bids for the dredg- ing, the of depositing the excavations upon the flats was a trifle more than it was to dump them down river, and the governmeut enginéer Officers in charge of the work thought them- Selves bound to accept the lowest bid. The re- sult was, as stated, that not only was the money virtually wasted, Dut a real injury was done to the navigation of the river loi dowa. Again, it 1s said that ther® ts objection to appropriating money for reclaiming the flats, because there are private claims of ownership banging over theground,—the Kidwell bottom’s claim, ce.
