Not Valid Objections. It is stated that the objection is made to an appropriation in the river and harbor bill for the reclamation of the Potomac flats, that the work is a sanitary measure and notin the interest of commerce, and therefore that the appropriation has no place to that bill, ‘This seems to be rather a nice distinction in view of the liberal appropriations made yearly by thecominittee for the improvement of the navigation of mountain trout stream; and alligator-haunted bayous. By filling up the flats and making them solid ground the Present wash of sediment from-them will be stopped. At the same time the river that now sprawls sluggishiy over a mile width of flats will be reduced to &@ straight narrow course, and will plough itself out a deep and permanent channel. The present tinkering upon the channel through the small annua! appropriation made in the Tiver and harbor bill, is worse than useless, a3 the excavations instead of being depo=ited on the adjacent flats, where they would ald both ig the work of reclamation and in making a nt channel, are taken by scows down the Potomac, below Alexandria, and deposited in the river again, to the injury of navigation there. It seems that In the bids for the dredg- ing, the of depositing the excavations upon the flats was a trifle more than it was to dump them down river, and the governmeut enginéer Officers in charge of the work thought them- Selves bound to accept the lowest bid. The re- sult was, as stated, that not only was the money virtually wasted, Dut a real injury was done to the navigation of the river loi dowa. Again, it 1s said that ther® ts objection to appropriating money for reclaiming the flats, because there are private claims of ownership banging over theground,—the Kidwell bottom’s claim, ce. It seems scarcely possibiv that such shadowy claims as these should be allowed to ‘Stand in the way of this needed work of improv- tng the Potomac navigation and abating a great nuisance right in front of the capital city. ‘These claims of title could be disposed of readily by condemnation; assessing the ground claimed at its present raive, The sum to be paid under sueh valuation would not be very heavy. —_—_.-_______ Rev. + Pitzer yesterday called upon the Commissioners to express his confldence in their integrity and ability to honestly administer the municipal affairs of the District, and to shy that in consequence of this belief he had deciined to Participate in the public discu: “gs of the preachers regarding the execution of the laws.
