Our Idle and Dangerous Ciass. Editor Star:—Recognizing in your names of contributors 80 many of our good old generous contributors of twenty-five years ago, when St. John’s parish of this city established a home and gave from three to five thousand dollars a year tn charity, I could but think, and ali these years you've been giving and giving gener- cusly, and the children of those same families are’ still coming year after year for charity, done. that something better ‘might be Circumstances: (owning the property) ago not far from the s The business of Dutider has compelled the employment of many of these poor.and from my knowlege of “Hell's Bottom,” and the agjacent neighbornood, I pro. nounce It a foul blot upon our nation and peo- ple that such a people and such places exist tn our midst. It 1s unworthy a civilized race, oar time, and place, as the capital of the nation. ‘Twenty years ago, when Une thousands of eman- cipated slaves were let loose upon us. the gov- erpment established a “Bureau” to take charze of them; which died a natural death, from gea- eral debility. The colored people thronging here hen had been slaves, reared under discipline, with the habit of work. This went a great way wiih them, and for us. Thetr children, I mean the tue jority, not excepuonal cases, have grown up in the gutters and hovels, idle, ignorant, anid worse than useless; an unhealthy, discontented nass of humanity, packed worse than bogs In hovels of such filthy ktud that should a ¢ household take one from them as a domestic, It Isa well established fact among housek epers (bat you take their vermin and all to clean and pibe at your own expense, if you wish them udy. Twenty years ago drankenness among our colored women was an uoheard of fault, but of this generation now tn the field, from four- teen to twenty years old, the daily consumption ot whisky seems a posiiive necessity to them. This outgrowth of the past flfteeu years or idie- ness, hunger, dirt, and a total lack of discipline, golng to make Itself heard from; it cannot be Within a circle of five squares, just around the home of Bedford, Queenan & Co., some 30 houses were entered and robbed last winter at night, losing all the way from $150 to $500 worth. Tao not know of a dime’s worth being recovered. People dwell in terror of their lives under such circumetances, for In any of these cases, what Would our lives been worth had we wakened and attacked them? Now the negro race from a study of its general character are not a people prone to murder or violence. I belfeve them a ‘wonderfully patient and’ forbearing people: ompared with the emigrant class of laborers of like calling they are far more honest, I have generally failed to discover gratitude among tem, but they are not revengefui, a character- iste almost invariably found with poverty, Ignorange and vice. Thrift and industry are en- urely Wanting: how could It be otherwise? A people who fora number of generations had jound no benetits arising from industry and economy would in the course of nature drop it out of their betng. And they have not only dropped out industry ano economy from tueir being, but verily have they kicked the bottom out of it. I belleve the great need {sto catch the coming up generauion aud compe! them to learn some good, industrious means of procuring a living, $0 living that the world shall be the better heir lives; not worse. ‘The first great need of our city isa good nursery, where the litile children of lubcring people can be properly red for while their’ motuers are at work, like se In Berlin, for five cents a day If the par- is earning wages; for notulng if out of em- Poyment. Children in clean rooms with clean clothes, good exercise in the pure air and unshine, do not naturally tncltne to the state's On. ‘The government might de worse than spond atew thousand dollars in purchastug some of the waste clay fieids stata aud Marylan where every grade of clay Gan be found, from tuion brick to tine earthen ware), establish © Workhouses there aud send these young Vagrants there for three years at a ume, tila xocd trade shall be the result. Houses of industry shouid be provided for these wretched girls who crowd 1a dens of th and disease, to which tbey must all “go me of a night,” and they must too steal ‘ugh from thelr employers to provide for eae or more idle men with whom they live and bave children as fast as possible. WOMAN AND GRANDSON FROZEN TO DEATH. A dispatch trom Middleburg, Loudon county, va., says: The snow in this vicinity has been on the ground for the past three weeks to the depth of forty-two inches on alevel. It has dritted over the fences, hiding them trom view, and blocking up the roads entirely. ‘The farmers have been obliged to cut down shade {ices near thelr farm houses and use them for Hrewood, as the snow prevented them hauling om the woods. Great suffering 1s said to ve prevalled among the poor peopie, In one sec- 8 near the foot of tne Blue Ride, jast where the Leesburg turapike cro: the lntains, san aged woman lived with her voung grandson {ua smail house a mile away from the nearest dwelting. The man rode toward the house until the horse was sttick tn the snow, and then could ge no turther. He managea with dificulty to get back home, and his employer summoned oui all the hands on the place. They got as near tothe old woman’s house as they could, and then worked with shovels until they’ cat through into the cabin, but they were too late. The woman and her grandson were both frozen to death, SEQUEL TO AN ELOPEMENT.—Nearly two years ayo Stella Hart, a pretty daughter of an optician of Montreal, robbed her father of $2,750, and eloped to New York with Richard Lesion, a bar txder of doubtful reputation. He returned with her to Montreal, and she forced him to hiarry her by having him convicted for stealing the money she carried off. The marriage was & novel one. as he was a Catholic, shea Polish Jew and the oftictating clergyman a Presby- terian. ‘The marriage has not been a happy one, and ended tn his inilicting a brutal beatin on Friday nigii, which would have been fat: | to ber but for ‘the interference of her parents. He was arrested and will be tried forthe as- sault, besides which he will be sentenced for robbing his wife of the money she carried off. FRANKING EXTRAORDINARY.—Arthur L. Lov- ell, an Engiishinan, who arrived in this coun- try 1a October last, was before United States Commissioner Shields yesterday to answer a charge of unlawfully using envelopes of the d-partment of the Interior for unofti bust- ness, Shortly after his arrival in America he Gbtained a position as stenographer with Dr. Henry Randall Waite, spectal census agent, at Petbam Manor, Westchester county. The Doc- lor had frequently left Lovell in charge of nis oilice while visiting Washington city on offictal business. On the 29tn of December, Lovell matled a leather hatbox at the post ofice at Pelham Manor, pasting part of an official en- elope thereon, thus, as he thought, “franking” 1. In Washington city tt was stopped, and Lovell was subsequently arrested. There 1s every Indication that it was a case of ignorance, but the penalty is $300. After a short consulta: lon with the district attorney Lovell waived examination, and the case was left for thegrand jury. Lovell was allowed to on bis own Tecognizances—N. Y, Herat, Sth. Two Lapigs KILLED WHILE SLEiGH-RIDI A dispatch to the Cleveland Heraid froin Nor- Walk says: A shocking accident happened at, Havana, ten miles from here to-day. Mrs. C. G. Galley, and Mrs. E. O. Eilis, wives of promi- nent men of that section, were riding in a sleigh. Approaching the Baltimore and Onio railway track through @ cut ip the road the bells of the sleigh drowned the nolse of an approaching locomotive with a caboose. The,cutter and the locomotivejreached the cross- ing at the same time. Mrs. Galley, seelag her peril, stood up in the sleigh, abd was struck by the pilot in such a manner that she was thrown over the cab of the engine, and fell into the armsof the fireman, who was standing on the tender. Mrs. Ellis was thrown over forty feet. Both ladies were killed. though Mrs. Galley showed signs of life for some min- utes. The horse was ‘also killed, and the cutter ground to fragments. A CnILp’s Joy Points OuT a CRIMINAL. — B. Dole Bryant, formerly a manager at Albany of ‘he Wheeler and Wiison Sewing Machine Com- pany, has been arraigned in Jersey City for the embezzlement of more than $3,000. After nis guilt became known he disap] |, and the detectives shadowed his wife in order to secure bis arrest. Bryant communicated with his wife and made its for her to take a train at Jersey City, but was cautioned not to re ize him if she saw him. The wife has two little girls, 4 and 7 years old, and they were also cautioued, but the youngest girl in her joy at seeing her father, though he was disguised as @ tramp, made a loud exclamation and rushed towards him, in spite of the mother’s efforts to restrain her. The father attempted to laugh it off asa mistake, but it was enough to warrant the detective in the arrest, and be 1s now held to answer. A GIRL ATTACKED BY A SLOODHOUND.—At Mount Pleasant, N.
