There can be no question as to the authenticity of the address; it was signed by Gen. Manone and published In the recog- Bized organ of hims+if and his party. There ts not a single word in the document tnat oan be construed into a purpose or desire to unite the | Teadjuster and the republican parties of Vir- ginia. On the contrary, Gen. Mahoae’s strict- ures upon “zrip-saek republicans”—as he terms them—are as severe as his condemnation of “bourbon-democrats.” He classifies both alfke as enemies of readjustment and of readjusters, and warns the latter that they will have to fight against the republicans and democrats in the next state election. The whole tenor of the address ts tn behalf of a reorganization of the readjuster party with the view of carrying the state elec- tion next fall. That ts thes purpose General Mahone bas tn view, and his political course and actions will undoubtedly be shaped so as to aid that purpose. Instead of endeavoring to refute the accepted theory that he and his party are committed to a readjus'ment or seal- ing down of the state debt, this address defl- nitely proclaims that as the chief object of the party and declares that that object will be rigidly adhered to. In speaking of the duties devolving upon the next legislature tu relation to the debt question, Gen. Mahone asks: “Shall a settlement be enforeed which shal recognize the last dolar Virginia justly owes, and secare to the creditor the certain payment of the highest rate of interest her revenues can meet?” He deciares that this s all that should be done or ought to be attempted; and right here is the point on which he and ui3 followers differ from the general sentiment of the coun- try. The readjusters maintain tnat it is hoaest for the state to pay as much as she can; that that fs not repudiation. Public sentiment in- ‘sists that 1 ts wrong for the debtor to deter- mine the extent of his ability to pay, and to say to the creditors that fs all you shail have. Tne creaitors are not allowed a voice in the settle- ment at all. Public opinion pronounces this policy repudiation, in part, at least, <o2@ ft is this that has fixed the taint of repudiation upon the Virginia read- Justers. Gen. Mahone very positively declares that his party intends to abide by this policy and make it rule the state, if possible. Conse- quently the barrier of alleged repudiation which hitherto ts said to have prevented the Teadjusters and repubifcans from coming together has not only not been removed by Gen. Mahone but. on the contrary,he has marked Its position more plainly than before. He says in effect to republicans and to democrats too: “The readjusters believe in and intend to con- tend for an enforced readjustment of the state debt at the hands of the next legislature; if you want to join us in the fght, come on.” ‘That fs as far as he goes towards opening the e other dally papers here added te- | Toad toany new political affiliations. There | is undoudtedily a large element of the white population of Virginia which believes with Gen. Mahone that the state cannot possibly pay all her debt, and that an honest policy moves her to pay as much as she can. Itis quite probable that with his ability and power of organization, Gen. Mihone can Increase his element of strength, but to do tts he must continue bis adherence to democracy— to the name, at least. A large majority of the white people of the state belleve ta democracy, and should Gen. Manone cut loos? eatirely from that party and join the repabilcaas, he Would be left with but little white support in the state. He knows this, and knows further ‘that his success in his present purpose of build- ing up a party that will control the state de- pends upon bis clinging to the name of demo- crat. He has shown himself to be more lib2ral than that party in Virginta, it is true, and he will endeavor gradually to recruit and liberal. ize his readjuster party, no doubt; but he will not yet abandon his right tocall himself a democrat. Tax Stak ts rot in the business of Cabinet- Making, but we take the liberty of observing that those persons who suppose the chances of Mr. A. W. Campbell being called into the Cabinet of President Garfleld rest entirely on his relationship to the founder of the religious denomination to which the President-elect happens to belong are very much mistaken in thelr estimate of both the President and Mr. Campbell. So faras the endorsements of tne presss count for anything, Mr. Campbell is more universally recommended for such a po- sition than any gentleman who has yet been named in that connection. Tnis general and favorable expression may be, to be sure, due in part to the fact of his long and honorable con- nection with the press, but not entirely. Where Mr. Campbell 1s best known he ts recog- nized as a gentleman of very decided ability and accomplishments, and one who ts on that ground alone entitled to the support of his friends. In brief, he ts about as well fittea for aCabinet position as any of the gentlemen whose prospective connections with the new administration have been so generally can- | vassed. Then, too, he comes from the southern Section of the country, for which a represeata- ton will be claimed, on the grounds alike of geography and expediency, witn the added advantage of having a record for political Soundmss“and consistency both befoie and after the war, and for loyalty during that period, about which there cannot be any doubt Or question. These are the things, and not what church a man attends, which the Prest- dent-elect will be likely to consider in select- ing his constitutional advisers. —e-—___ “The correspondent of a western paper writing from New York, says: “A great crash is pre- dicted a few years hence in raliroad affairs, and some say that the Mexican raliroad schemes to cart goods nine thousand feet above the level, and thes bring them down avatn, ts ex- pensive and idiotic, most of the products of Mexico growing along the flat sea coast.” It #8 not at ali Improbable that the crash pre- dieted will come, and even earlier than ex- Pected; but it 1s not easy to see why the pro- posed Mexican railway should be connected with the matter in the way ic is What Is said about that enterprise could be sald with equai truth and force in regard to the Pacific railway now in operation.
