THE EVENING STAR. | WASHINGT( WEPNESDAY....December 29, 1980. CROSBY 8. NOYES......Editor. SSS ‘The Evening Star has a requinr, perma- ment, boun fide dally circulation more than | double that of any other daily paper lished in Washington, and equal to t! of, all the ether daily papers here added te- «ether. ‘Tnx STAR office is connected with the Telephone Wachange. Advertisements, orders for the paper by mail and otherwise, news, or any information or ‘susiness can be sent day or nixht, free of charge. The Telegraph-pole Nuisance. it Will be seen by the em in amother part of tue paper that a new telegraph company bas applied to the District Commissioners for per- | 4 mission to erect a line of telegraph pole; and | wires through various streets tm the clty,—Tth Street, Mount Vernon Square, 9ih street, I street, New York avenue, and soon. Is {ft not about time that a stop should bs put to this disfigurement of the city and injury to private property, involved in giving permission to the thousand-and-one telegraphic companies, new and oid, to set up poles and string wires at their sweet will along the streets? Tue plan of the city, In baving beautiful vista views along streets and avenues radiating from various pointa, has already been sadly marred by lines of huge unsighily, crooked telegraph ‘poles’ (really unshapely tranks of trees) Dearing im mense webs of wires. The charming shade treeffeature of Washington ts also mangled aad disfigured by these poles and wires; which bave the right of way over every other consid- eration. But beyond ail cise the rights of ci'{- zens—property Owners and business men—are invaded by these telegraph companies. They cut down & man’s shade trees and plant poles as big as ship’s masts directly In front of his premises, to the Injury of his property or his busineas, not only without his consent, but against bis protest The Commissioners, mm thetr late report, express themselves fa favor Of legisiation requiring the telegraph com- panies here to lay their wires under ground, and Lieut. Greene shows conclustvely by the light of expertence in European cities that this mode can and ought to be adopted here. Wonld it not be well, therefore, for the District gov- ernment to decline permission for the erection ‘of any more telegraph poles, and ask legtslation requiring all telegraph wires in Washington to we lata under ground? The inaugural meeting for the reorganization of the democracy of New York city was held last might, and was respectabie both fa num- bers and character. Many of the mea who have been conspicnous in the past history of ; the party Im New York were present, and some | of them fook an active part in the proceadings, Both Tatomany and Irving Halls were virtually repudiated, and the resolutions adopted indl- | cate a purpose to make free trade and frea ships prominent party Issues. {t ts evident that the Tilden tnfience controlled the meet- ing, though no reference was made to the fac- tional fzhta beyond ascribing the defeat of | Hanccek to that eause. It 13 plain, too, that the Tildenttes do not intend fo permit the pro- | posed reorganization to pags Into other hands. | ‘This was clinched by providing that the com- mittee of Atty on reorganization must consult with the democratic state committee, a body | cally owned by Tilden. No Tam- | names ilzured among those of the meet- While John Kelly's power in Tammany is. evidently weskeuirg, his iinmediate followers are loyal to thelr organization and will not ba kel) to desert 1% The reorganization begun iast night will, in all probability, result inthe | butlding up of a strong faction of the democ- | racy, but whether it can be brought to work in harmony 4 the Tainmany faction remains to be seen. Such a result is not probable while ‘Tilden lives and Kelly rules Tammany. a We are afraid the notion will become preva. jJent by and by that Mr. Thomas Hughes, the founder of Rugby colony in Tennessee, 13, with all bis good points, iderable of a jackas3. | While tu this country last fall he wrote to a friend in London growling furlously about the 8 he hai to pay for certain articies Ing, among other things: “It was very hot When I arrtved three mouths since, and I forgot to provide myself #ith a straw lat, and did without one rather than make such an ex- traordinary ontlay as it would require here.” ‘The first thought Mkely to arise after reading his [sult-fndi.g letter is why Mr. Hughes Drought a colony of his countrymen to setts in the United States, if tt ts such a “dlawsted place, you know;” and the second would prob- ably be a questicn as to how far the mam who Would write such rot as this iy it to lead any body of men, im any country, and for any pur- pose. Dunne, the rafMan poiltician, who assaulted | and Drujally beat ex Judge Morris, in Brooklyn. has surrendered himself to the authorities, and | now there is to be a tilt between the poiltical machine and justice (59-calied) in that chy. Dunne relies upon the machine to protect him from the peuatty of his brutal act. He as- saulted Morris beeause the latter opposed the machine and ts methods, and the power of the politicians will be exerted in bis behalf. It turns out that Dunne was hiding within the city of Brooklyn, and though large rewards were offered for bia apprehension, the police Could not, or rather, would not flad him. If! als rufilan can, through the ald of political bosses, bid deflance to tue courts and escape punishment, then “Justice” will become a mockery in the city of churches. —_+-e-__. { the fellow who shot Mrs. Shipley on Christ mas shall be bung for It, as he deserves to be, even though the killing was not intended, that result would. we venture to hope, have one | good efe It would likely lead to abandon- | img the use of bullets tn the firtng of holiday | salutes. Pistol shocting as a popular amuse- | ment we shall probably never get rid of im Washington, untiia District Commissioner or two and a squad of polleemen are killed by It; | but surely 1t ts not too much to ask the boys, both black and white, to restrict thetr enjoy- | ment in that way Ww the use of blank cartridges, | aud a bangtog or twowill help the matter | along. —___—__++- Congress ts asked to remove the internal reve- | hue tax ob matches on the ground that the | revenues of government “should be raised | from something that t3 not used by every poor | family.” The argument wouid be very good If any Sssurance were given by competent au thority that the price of matches would be reduced one cent per box to consumers after the tax ts remeved. There has been no such result In Itke cases heretofore, and should thi; lax be removed. as 1s requested, the public Ireasury would lose some $5,000,000 per year | ‘Without any benefit to poor customers and con- Sumers. The manufag@urers and their lobby would bag the whole amount. A fair sample of newspaper statesmanship 1s furntshed by the Springtieid Republican, which serfously makes this after-Christmas-dinner Suggestion: “If any corporation but the gov- ernment was trying to pass on a quarter of @ Million pension cases, for instance, 1} would simply draft a force of idle clerks from other departments and Keep them working overtime | Mii the work was done.” And {t would be alcely “done,” too,—much after the manner tn which they keep tavern fn Indiana. oo Interest in the laie presidential election bas Rnally tapered down to a fine potnt, whether Garfield got 3,000 or Hancock received 2,000 popular majority. Inasmuch as popular ma- Jerities count for nothing in a presidential elecuon, those who are agitating this question might as well abandon it and join the in- Qumersble hosts that are amusing themselves ‘m constructing imaginary cabinets. —_.-_____.
