PLANS FOR THE NRW BUILDING IN JUDKOIARY SQUAKE—REGULATIONS FOR THE USS OF TEE BOOKS. Plans and designs in several different styles of architecture have been sent to Senator Yoorhees, chairman of the joint Congressional committee, for the proposed new lbrary buihi- Ing, and the committee will report the bill for the construction of the building soon after the Tecees. The members of the committee, who by reason of their duties have been all through the library. fully appreciate the urgent neves- Sity of providing a new building at the earliest practical moment, and they intend to press ‘Unis important matter with all their ability. BVERY AVAILABLE INCH of space In the library rooms at the Capitol Seems to be filled, and yet there 1s a steady in- crease of the Lumber of volumes. The shelves contain double rows of books—one row behind the other—while on the floors are stacks and piles of books, periodicals, etc., as high as they can be piled. HOW THE LIBRARY GROWS. For the present year the copyright entries reach about 20,000, while in no former year did the number go above 15,000. Two copies or volumes of every copyright are required by law to be sent to the library, so that by this channel alore the increase in’ the Mbrary this year has been 40,000, Among tho copyrights are multitudes of large, fine engravings, chromos ard other works of art, which occupy much more space than a corresponding number Of books, TRE GROWTH OF Mars has been enormous, and though they are vaiu- abie all of them are unused, because of want or Spaceto arrange them for display, and they Must remain as so much dead matter untit the library 1s put In quarters where these maps can be properly displayed. Complete sets of all the books and works printed by the govern- ment are required to be kept tn the library, and by this means thousands of volumes, any of them very large, are annually added to the al ready over-crowded rooms. ‘Tien there ts an immense yearly increase of English and other foreign books ind periodicais and of the pub- Ushed transactions of learned societtes aud or- ganizations throughout the civilized world, Which are obtgined through exchanges witi the Smithsontan Tnstitution’ tor similar works of our county. The Smithsonian setds these Vast and valuable exchanges vo the Congress. lonal brary. OTHER ACCRETIONS. To these must be added thousands of volumes of decuments published annually by foreign governments, Which are obtained by exchange for the Works, documents, eic., pubitshed by our govermment. All these exchanges from all the yoveruments, making yearly of itself a Vast collection, are stored in the Congressional Mbrary. Besiaes these several chanr of col- lection and ineres there 1s the yearly pur- chase of becks and publications, ete., with money appropriated by Congress for that pur- pore. ‘This stream 15 constautly pouring in upon the library, which {s already so packed abd jammed that it 1s utterly impossible to make room for more. Everybody readily adimi's that there must a library building to aceommo- date the rapidly-growing institution, and those most familiar with the condition of the library Tealize thaf the new accormodations must be provided withcut delay, as much of the valu- able collection 13 beiug injured because of Want Of suificlent room to properly arrange the contents, The purpose of the commitiee is to provide money aud to begin work on the proposed NEW BUILDING IN JUDICIARY BQUARE aS soon as the weather will admit of that sort of work, and then to push the building to com- pleuon. Once in the new building, the ilbrary will be kept open at nights, and everybody will be welcome to tts reading rooms. The regula- tions for taking books from the Ubrary will probably remain as at present, controlled by Iembers of Congress. “The idea will be to make tt a national reading Mbrary, and not a circulating brary. The present library rooms are not provided with gas, and therefore could nat Fee open at night, even if the rules per- Initted 1f. SOCIETY OTES. Mr. and Birs. Captain Greeley was arranging the weather for to-day. He stopped in his work and gave the reporter some facts about the weather we are haviog.
