Mr. Gladstone has been carefully and thoughtfully studying the situation in Ireland, the working of the land system, operations of the laws and troubles with the tenants, and it is now asserted with some show of authority that he has devised a policy for the settlement of the Irish problem. His plan, a3 given, 1s to assemble parliament In January, instead of February, and at once submit an Irish land bill sweeping enough in its provisions to go right tothe bottom of the troudie. The Dill will relive the [rish tenantry of the oppressive features of the existing land laws. The premier, 80 it 13 sald, anticipates the opposition of the House of Lords to bis proposed measure, but if the lords reject the measure and persist in refusing to accept It, a3 a settlement of the Irish troubles, then Mr. Gladstone will appeal to the country and make his relier bill the one distinct issue of the canvass, This policy ta an aggressive one, but the Irish que-tion requires heroic treatment. In this day of advanced eiv- lization it will not do for the isritish govern. ment to undertake to rely simply upon {ts power to compe the submission of Its Irish subjects to anything that the rulers may choose to impose, Injustice tothe Irish will be quickly observed and condemned by all the natlons whose opin- fonts worth anything. Mr. Gladstone, it ap- pears, understands this, and proposes that jus- lige shall govern his poiley. The House of Lords. being made up chiefly of the land own ers, Will, from motives of selt-Interest, endeavor to maintain the system that makes the owners of acres the absolute rulers, and the tillers of the soil poor dependents. The decided aver- sion of members of Parliament to enter upon another election, with its attendant expenses, So soon, will, probably,‘obtain considerable sup- port for the premler’s Dill fin the House of Com- | mons, but the lords will, no doubt, make a hard itght to retain their aristocratic and autocratic land privileges. —_—_—__+.-______ ‘The selection of a site for the proposed world’s fair in New York is narrowed down to three places—Central park, Prospect park and Coney Island. There ts great opposition manifested to | the selection of either of the parks, on the ground that no matter how much care may be bestowed upon the preparation of the ground, erection of buildings, etc., the park would. be seriously damaged. The people do not care to destroy or injure their parks for the sake o¢ having the world’s fair, nor do they think that necessary. The general opinion is that sites just as eligible as either of the parks named | can be found. The committee admit that | there are appropriate sites outside the parks, but say that whenever they have Proposed to select acertain locality the own- ers of the property have put an exorDitaut pric= upon it, and that this spirit of speculation ts so general among property owners that the com- mittee turned to the parks as their only hope. If this is the sort of tnterest exhibited for the enterprise by the rich men, the very class who Ought to forward it, then the committee had better recommend that the project be aban- doned. if the people of New York have no higher object than money making tn connec- Uon with the proposed world’s fair tt ts likely to be a failure. The few who have undertaken to push the enterprise have met with obstacles from the outset, and really have made no pro- gress. _ Ex-governor Joseph £. Brown has been elected | U, S, Senator from Georgia to fil out the un- expired term of Gen. Gordon, by the legisla- ture Of that state, now tn session. The douvt which hapgs over the political status of the next Sepate has given rise to a report that Senator Brown would, or might, vote with the republicans, having formerly been a member of that party in good standing. If the repub't- cans depend upon Senator Brown for their ascendency In the Senate they will be left in the initority. The question of his former aMMation with the repubiican party was thorougaly dis cussed In the recent canvass in Georgla, and the democrats became so thoroughly satistied of Mr. Brown's democracy that a majority of the members-elect of the legislature were in- structed by their respective constituencies to vote for him. He received 146 votes f legis. lature to 64 for Gen. Lawton, an ex-confederate, who hes never wavered in his democratic alle- glance. The much-abused supervisor under whose direction been vindicated, and by hts assatlants, too. A local census bureau was or- ganized, under a competent man, and now, after having carefully gone over the entire city, the local census returns less population than the government census did. He holds a'$2,500 a year sitecure under the city goverament, and, it 1s believed, will return to draw his salary.
