Tae question of penstoning civil officers has been frequently aiscussed in this country, partica- Jarly since tne war of the rebellioa, and there- fore the expression of the people of the state of New York on che subject will be of general in- terest, as it will indicate, to some extent, how the proposal 1s regarded by the voters and tax- payers. The proposed amendment in New York permits a judze of the supreme court of the State to retire at the age of 70 on full pay. One of the arguments against the proposition is that if adopted with regard to one class of civil offi-, cers it will induce those of all other classes to set to work to accomplish equally as liberal a provision for themselves.
