ra SE TT THE EVENING STAR, | [A?™¥ samomane WAS HINGTON. ERIDAY..............0ctober 29, 1890. CROSRY S. NOYES....Editor, ——SSS———— he Evening Star hase regular, perma- ment. bona fide daily circulation more than double that of any other daily paver gublished in Washington, and equal tothe of all the other datly payers here added to- gether. i ‘THE Braz office is connected with the Telephone Exchange. Advertisements, orders for the paper by mail an otherwise, news, or spy information or business can be sent day or night, free of charge. Double Sheet Star. THs Star will be published to-morrow in double-sheet form of fifty-six columns. The exceptionally large circulation of these favorite issues make them peculiarly valuable to adver- iisers and news dealers, who are requested to send In thelr orders for the next edition at the carllest moment practicable, A Busy Day. Next Tuesday Colorado, Connecticut, Illinois, Kengas, Maseachusetts, Michigan, Missouri, Nebraska, North Carolina, South Carolina and Texas will elect ali their state officers; Florida willelect a governor and Meutenant governor; Towa some mincr state officers; Nevada a judge of its supreme court; New Hampshire a gov- ernor and three railroad commissioners; New Jersey a governor: New York a supreme judge of the court of appeals; Pennsylvania a su- preme judge and state auditor, and Tennessee agovernor. In thirty-three states Congress- men will be chosen—tn Maine, Vermont, Onto, Indiana and Oregon having already chosen theirs, ane In every territory a delegate to Con- gress Will be elected. Legislatures that will choose each a United States Senator will be voted for in California, Connecticut, Delaware, Florida, Massachusetts, Michigan, Minnesota, Missouri, Nebraska, Nevada, New Jersey, New York, Pennsylvania, Tennessee, Texas and Wis. ccnsin—sixteen in all. On Tuesday, also, in all the thirty-eight states of the union the vote will be taken for presidential electors; and, altogether, It will be a pretty busy day. ————— In spite of ali claims made that tne “bloody shirt” is no longer an element in politics, and that civil service reform, the currency and the tariff are the Uilngs which just now most con- cern the American people, evidence accamu- lates dally that the old war issues as they were called still have a pretty stroag hold on the public mind, and that, in fact, instead of losing force they are rather galatng new vitality and strength. This is shown quite conclusively by the enthusiastic manner in which General Grant is received every where, and by the unquestion_ able influence he 1s exercising im the pendmg political campaign. General Grant 13 oct any where recognized as representing directly any other Issue than those Involved fn the late war, and of these he is on all sides considered the very incarnation. Hence his recep- tion and the power he exerts must be accepted a5 an exact and unmistakable indi- cation of the extent to wnich they continue to influence pubilc opinion north of the old Mason and Dixcn line. Another pointer in the same direction is afforded by the caseof M>. Joel Cook, who was nominated by the republicans of Philadelphia for an important municipal office, and who was obliged to withdraw from the ticket on accouatof anti-war seatiments ut- tered by him in a speech delivered in that city tm 1863. It was conceded on all sides that he would makea most excellent oMizer, but the feeling In his own party in regard to his old offence wa3 too strong to be resisted, and he ‘Was compelled to surrender his nomination to a candidate with a less vulnerable record. These circumstances show very plainly the adrift of public sentiment tn the northern states at the present time. The questions involved in and growing out of the late war have unques- tonably more prominence just now than they had four years ago, or perhaps elght years ago, when General Grant was himseit a candidate for the presidency. It may not bea healthy or hopefui sign for the couutry that this feeling exists, but that tt exists and is growing dally must be clear to every one. FRENCH UNDERWEAG, EXTRAORDINARY VALUB. If it shall now be shown, 48 ft probably will be, that the most of its claims cannot be sustained, and that every ratl- ‘Way company has the right to build and put upon its line substantially such cars as it pleases, a great point will be gained. At least ‘the excuse of royalty to bz patd can no longer be put forth for charging as much for a mere Sleeping berth for a single night as will pay for comfortable lodgings and full board in a respect- #ble hotel fer twenty-four hours, —_— ore —__ AS Was stated in yesterday's Stan the Baltt- more and Ohio raliroad has won inthe contest with the Pennsylvania road and secured an in- dependent New York connection. In this case Balttmore and Onlo and the New Jersey Central railroad companies, the latter com- Pany’sroed now forming part of the Bound Brook route to w York, fied a bill against the Junction railroad company, in Philadelphia, and the Pennsylvanta railroad company, which Operates it, to compel the Junction raliroad company to transport the freight and passenger Cars of the Baltimore and Ohio and New Jersey Central roads over the line of the Junction Yoad, and to deliver the same to the Reading Tailroad as well as to the Pennsyvania railroad company. Under the decision of the court the Junetion rallroed 1s ordered to transport the cars of the Baltimore and Ohioroad. Tats gives Mr. Garrett what he has so long needed, A direct through connection from Baltimore to New York. ————~-____ ‘The secret of the recuperative power dis- Played by France after the disastrous Franco- Germab war ts made manifest in statistics showing the status of her agricultural {aterests The total rural population ts put down at 25,000,000, of whom 23,000,000 are directly en- geged im agriculture. The land 1s largely Ow 4 by those who cultivate if, and in this respect Franc possesses a great advantage over Great Britain, where a comparatively few baronial proprietors own more than half the land ¢f the realm. In France there are 5,590,000 distinct estates or properties tn land. Of these it ts estimated that 50,000 average an acreage of 600, while 500,000 average 60 acres, and the remainder of over 5,000,000 represent ‘Small farms of six acres eacu. Tere are 5,000,000 inhabited dwellings ta France, 390,000 Uuntnhabited and 57,000 in course of construc- Uon. The entire population is 37,000,009, show- ing an average of over four and less than. five Persons to a Gwelling—not a crowded state by any Means. These figures show that nearly two-thirds of the Population of France are agriculturt='s, the pursuit which produces the Teal wealt of ® country, and also, tuat those Who are thus engaged, ag a general thing, own ‘the soll they Ull. In the face of these facts It 4s not surprising that France ts vastly more Prosperous than Great Britain. ——_—_-e--______ It is rembrked of the Episcopal convention Just held in New York that its legislation has not been restrictive but permissive, and that it thas been practical beyond any of its predeces sors. It hag discouraged change where there Was pot sufficient reason for it, and has put no bar in the way of the expansion of the working energies of the church.
