Bribery and corruption have become the most active agents In elections In Great Britain, and, it may almost be said, the recognized agents of alarge proportion of the candidates for Par- liamentary honors. This state of affairs has existed, more particularly In the English con- stituencies, where thousands and evea tens of thousands of dollars have been expended in a single borough by a single candidate. In the last election the use of moncy to Influence eters was 80 boldly carried on that, after the meeting of Parliament, a commission was ap- pointed to inquire into the chavzes of corrupt Practices, which were brought spectfically agsinst a number of constituencies. Pending the report of the commission twelve members of the House of Commons have been unseated, and the indications are that one or more con- stituencies will be disfranchised as a punish- ment for the corruption of the voters therein. The charges of bribery and corruption were clearly proven against every one of the twelve unseated members. In some cases It was shown that the candidates furntshet agents money for express purpose of bri voters. Both political parties engaged in these tilegal prac- Ucee, with about equal recklessness. It was shown that in some constituencies a majority of the voters looked forward regularly to elec- tion day as an occaston upon which they could by selling their votes. Men in s, magistrates, professors, andeven cers, were connected with the shame- but this exposure will, no doubt, aid in bringing about areform. Bribery and corruption have not yet reached the extent in this country that was developed before the British commission, but there fs altogether too inuch of it in the United States. It is not un- common for a party or a candidate to pay a man—and a voter—#20, $50, and even a $100 for working at the polls on the day of election. This ts considered by both the parties to the bargain as legitimate and not at all dishonest, as it ts called paying for the man’s time and Services.
