THE NEw Danish MINIsTEeR to the United States, Carl Steen-Anderson Bille, is a journal- ist, and edited for some years the leading Hberal bewspaper of Denmark. He left his newspaper to go into parliament in 1872, and his appolat- ment as minister to the United States, quite out- side the strict rule of diplomatic promotioa which prevails in that kingdom, is quite a com- piimest. PRELIMINARY PRACTICE FOR THE NaVAL Re- virw.—Rear Admiral Wyman, commanding the North Atlantic fleet, is keeping the officers and the crews of the vessels now in Hampton Roads fully occupied and getting them 1n readiness for the naval review. Tuesday night at hatt- past eleven o’clock a gun was fired trom tae flagship Tennessee, whica is the signal for all hands on deck. The Constitution was the first te respond, the Portsmouth next, followed tn quick successsion by the other six vessels of the fleet, while the crews came tumbling on deck as if asecond confederate Merrimac had got joose among them. Yesterday afternoon the crews were all mustered for a drili, which took place in the fort. The marines, some 300 strong, under command of Capt.
