A Curious Controversy ‘Two democratic candidates for Congress in the Loutsville (Ky.) district, agreetng that only one ought to remain in the fleld, consented to decide by lot, which should retire. A nickel Was tossed up, “heads or tafls,” and Mr. Willis, present member, won the toss and the rigut to continue in the race, and his luckless competi- tor, Judge Hoke, gracefully withdrew. The Courier-Journat, democratic organ, thought this was trifling with the voters, and in severe terms It called upon both Wilifs and Hoxe to get out oft the way and permit the party to select a better man. In an open letter to the editor Mr. Willis cites the curious fact that the constitution of the state of Kentucky and the statutes of that and numerous other states recognize and authorize the settlement by lot of public questions. For instance, the Kentucky constitution provides that the judges of the first term of a court succeeding their election shal! determine by let the length of term each shall serve. The laws of that state provide, in the event of a tle vote on presi- Gential electors, that the matter shall be de- termined by lot. Mr. Willis reminds Mr. Wat- terson, of the Courier-Journal, of an Incident’ that occurred here In Washington when the latter was a member of Congress. Messrs. Hunton and Tucker, of Virginia, were both aspirants fer a seat upon the electoral commts- ston. They agreed to refer it to arbitration. Representatives Blackburn, Phillips, Gibson and Watterson were chosen, and they selected Senator (then Representative) Hill, of Georgia, as the fifth and odd member. When they met they could not agree or were not willing to decide, and the question was determined by lot. Gen. Hunton won the toss and was elected, Tammany and anti-l’ammany have parceled out the positions of Congressmen and state legislators by lot, and will probably settle the local offices In the same manner. Upon the whole {t looks as if the toss of a coin for “ heads or tails” may supercede the ballot-box after awhile. ————<e-___ The Bosten ship convention has proved to be @ total faliure, asfaras any benefit to Ameri- can oceah commerce is concerned. It has missed {ts purpose entirely and fallen into the control of men interested in the coastwise trade and In building wooden vessels. The few mem- bers of the body who are desirous of doing Something in behalf of our foreign commerce are powerless, Under the influence of inter- ested parties the convention bids fair to be com- mitted in favor of government subsidies to sup- Port ship building and encourage the establish- Ment and maintenance of American lines of ‘Steamers. It has been demonstrated that the sentiment of this country ts opposed to this Plan of reviving American commerce. This Sentiment has been powerful enough to crush Subsidy schemes in the past two Congresses, ‘What is demanded Is free ships. If the people are tobe taxed to maintain the American flag On the ocean they will say let matters remain a8 at present and let the foreign ships do our carrying. The forelgn ship-owuers are ener- getically pushing their advantage over the United States, under present laws. Any south- rn port has but to let 1t be known that it has cotton to send out and will receive foreign goods back, to have ships provided. Au along the Southern Avantic and the Gulf coasts foreign vessels are increasing their carrying trade, and New Orleans ts month by month paying larger sums to vessels of other countries.
