DOUBLE SHEET. WASHINGTON. .-- October 9, ¥ CROSBY 8S. NOYES....Editor. SATURDAY than double that of any other daily vaper published in Washington, and equal totha of all the other daily payers here added to- gether. SSS ‘Tue Brar office ts connected with the Telephone Exchange. Advertisements, orders for the paper by mail and otherwise, news, or any information or business can be sent dsy or night, free of charge. Next Tuesday. Only two more days intervene until the great political battle In the west. One of these days is Sunday, but If anybody supposes that th> commanding officers of both political armtes will cease their activity to attend religious services, they are Hable to be badly mistaken. The reports from ladiana are conilicting, in- varfably colored to accord with the political opinion of the writer or sender. Upon the whole, however, the fnformation ts favorable to the democrats, and they will {n all probability carry the state, possibly by a somewhat re- duced majority. There are reasons for the assertion that Mr. Porter 1s stronger than his party in Indiana, but to offset these it must be remembered that the presidential election is brought to the front in Indiana; democrats are admon- ished that in voting agatost Landers, or even in refusing to vote for him, they are striking a blow at Hancock, who !s confessedly very popu- Jar with the democracy of that state. There- fore it is likely that many democrats who would rather see Porter governor than Landers will be iuduced to vote for the latter rather than weaken the prospetts of their presidential ticket. In Ohio the drift of the last few days has been decidedly toward the republicans, and they Will, no doubt, carry the state by a safe ma- jority. The democrats are as determined and aggressive in that state as the republl- cans are in Indiana This ts aczounted for by the fact that the majority party in each state considers It tmportant to keep the enemy epgaged across the border, in order tha’ no democratic force may be spared from Indiana to help Obio and that no republican ald may be spared from Ohio to reverse things In Indiana. In both states the cry of fraud can be heard above the din of the contending forces. Each Side charges the other with the importation ot voters, schemes to brite and corrupt election Cflicers, and in faet everything that 1s out- Tageous. Sharpers and roughs from Phila- delphia and other cities have been carried Into Indiana and Ohio by the managers of both parties, each contending that the purpose of this ement 18 to watch the other and prevent frauds. If managers on both sides want a falr election they can obtain it, and wherever attempts to corrupt the ballot-box may be made it 13 to be hoped the Partles engaging in it and those who encourage it may be discovered and punished, no matter What mnay be their politics. All good citizens ate willing to submit to the result of a fair election: all are opposed to fraud, no matter by whom perpretrated. With Indiana democratic and Obio republican next Tuesday, the October elections will settle nothing, but the decisive * battle will remain to be fought in New York. —_—_—_<--—____ From 4 sentimental point of view, there 13 undoubtedly a great deal to be satd against the infliction of fogging or other simtlar corporeal punishment for violations of the laws. Oa the other hand, experience has shown tha" there 4s no form of punishment so much dreaded by criminals, and that there is therefore probably no other agency equally effective in repressing crime. A curious illustration of-the latter point was recently furnished fn the trial in London of the brute Perry, who robbed and tried to kill a fellow passenger in a compart- ment Of one of the underground railway cars of that city. Hissentence of penal servitude for twenty years falled to bring from the prisoner say look or expression indicating the sligatest feeling, but when the judge concluded by say- ing that he was to have thirty lashes in addi- ton the bardened wretch gave such a blended ery-and-groan of terror that, inarticulate though it was, left no doubt on the minds o those present as to how much more he dreaded the bodily punishment than the other portion Of the sentence, which at the worst meant oniy an enforced absence from the couatry, with comparatively light labor, plenty of food, and comfortable clothing. Another fliustration in the same direction was afforded by the professional experience of a distinguished English barrister, who had all his Iie been opposed to the infliction of flogging in any case, Dut who became a convert to that form of puntshment as a deterrent of crime un- der the follcwing circumstances: He was de- fending a big. bull-necked man for burglary, and in the middle of the trial a note was pat into his hand from the prisoner, asking: “Can they flog me, sir?” He looked across at him and shook his bead, whereupon the geatleman in the dock, with a sigh of relief, exclaimed, “Then i don’t care.” There is,as we sald above, a good deal of sentimental objection to tlogging, and Perhaps some based on a broader foundation: but, in view of such facts a3 these, it becomes Worth while for society to decide whether itis hot wise and necessary to walve these c»asider- &tlons for {fs own protection. Its first duty 1s tocare for itself, not to study the wishes and comfort of criminals It in the discharge of thls duty bard lines are made for the law- breakers, so much the worse for the law-break- ers. But meantime the: e the remedy in their own hands. They can cease to be law- breakers. mship line 1s about to be eatab- Ished to run bet New York and Bord2aux, with special reference to facilitating the wine trade, and to encourage di i in. tercourse between this country and the south Of France.
