S. clreuit court has decided that the raflroad companies are not Mable for the bonds and cannot be held respon- sible, but that the state must pay them. This decision Enecks the low-tax men’s platform Tight from under them, and they must now ot or accept the title of re- vape the real issue responsibility in the face of the court’s decision. The state Is declared respon- sible for the bonds, and she must pay them or repudi: There 18 no other course.
