THE —— STAR. ASHINGTON. THE usDAr August 12, 1880+ CROSBY 8. NOYES... Editor. The Evening Star has @ regular, perma- ment. bona fide daily circulation more than double that of any other daily paper published in Washington, and equal totha of all the other daily papers here added to- _otther. ——————————————————————— “Ta Straw ts connect! with the wiresjof the Na- tional Telephone Exchange and with the Western Union Telephone Exchange. Both these agencies ean therefore be availed of in sending to Taz STAR Sdvertisements, orders for the paper to be served, Dews, or any information, at any hour of the day free of charwe. These facilities are a creat conve- Bience, and will be spprecisted by the customers of ‘Tee Stan. "Fersous leaving town for the season, and Sum- mer travelers, can have Tae STAR mailed to them, pestraid, for fifty cents per month, the address being changed as often as desired. The moaey tvst scccmpany the order im all cases. ‘The Sonthern Census. and honesty of the census enu- the southern states are betag se of the unexpected Increase of population that ts reported. The report has e out from Washington that the census pau, In connection with the President, 1s g the question of having the returns cr of taking some steps, at least, by whieh the securacy of the enumerators’ reports ean be tested. It ts easy to see that if sucha preceeding be entered upon the census author- ities Will Involve themselves in an almost end- Work of revisal and rectification. The People of St. Louis, of Cincinnati, of Louis- ville and numerous other large cities not to mention smaller places, contend that their respective cities have recetved gross in- justice in the enumeration of population. St. Louls protested so vigorously that an agent was sent there to make some investigation, but he did not see the necessity of a new count, and the people as much dissatisfled as ever. Beyond this inspection, however, the census bureau apparently determined that nothing could be done, though the letter carriers, under rection of the postmaster, clalmed to have dis- covered about 25,000 persons who declared that their names were not included in the enumera- tion. Now, if census returns from any section or Iccality are to be reylsed or tested because el reasons or for any other cause, no be, then must the census $ mueh for every elty or town falr basis for complaint of It can easily be seen what such a course would involve. It wer almost double the expense a would ne rily delay the work a year or two od. entered into the selection of census officers It was pre- dicted that fault would be found with the works by both polltical parties, and this prediction 1s how verified. Democratic cittes, like St. Louts Which had republican supervisors, complain that their population was purposely gut down in the returns for political reasons, affd repud- Keans assert that democratic census official: bave made fraudulent returns tn order to help their party im certain localliies. When the census shall have been completed and the re- turns of all its various branches are compared, perhaps it will be discovered that there was not much reom after all for complalnt. SS ee During the fitteen years beginning in 1 and ending with the present month, the United States government has pald off 3659,000,000 of its public debt, and has made a reduction tn the annual interest account of $71,425,000. In other words, in that period of time we have paid off more than 25 per cent of our public debt, and Lave reduced our interest acceunt nearly 50 per cent. The history of the world does not fur- nish & parallel for this exhibit, or, indeed, any- thing approaching It. The recuperative powers of this great country are almost wonderful. Coming out of a four years’ civil war, which ap- peared to exhaust every resoured of the gov- ernment, In less than a year the country was in Such a condition that it could begin to reduce the debt created by that war, During the sea- son of business depression following the panic of isv3, the policy of reducing the debt was Maintained without any relaxation, and, for a Ume, it strained the resources of the country. But, now, that we have passed the dark days and hard times, and h: got back to hard money and general prosperity, the gradual Peyment of the debt can be continued without the people feeling the burden of taxation. + Gen. Walker, superintendent of the census answers the enquiries of a Sra reporter, {t will be seen, to the effect that he has no informa- Uon showing or leading to the belief that the census In the South has been fraudulently con- ducted. He says the tables of population which have been published, showing a large increase ip pepnlation In the South, are not from re- turns to the census office. and he does not know where they are from or how they are made up. Be has no reason whatever to suppose that the census has been taken dishonestly. If tt was fcund that a fraudulent count had been made in any district or section, steps would be Promptly taken to rectify it and to have another census taken by honest men. The law makes it 4 penitentiary cffence to make a false retura, d any enumerator suspected of fraud would ally prosecuted. H, Bulkley, of Hartford, for lieutenant governor. ‘Ihe result seems to inspire them with con- #iderable hope of carrying the state. —_——_---_____ It locks now as ff the recent Alabama election 4s to be made a leading ‘sue in the presidential canvass. The republicans maintain that the Gemecratic victory was obtained by the grossest frauds, and they have entered upon the work of demonstrating that In order to show the people ef the north Low southern elections are carried. ‘The democrats declare that the election was en- Urely free and fair, and they have dstermined €) Trevent evidence of that fact. This brings the issue of “a free ballot and a fair cont” to the t ont early in the canvass, each party claiming » te the special and only champion of that ous privilege of free men. ‘The few attentions bestowed by the dem> crate pational convention upon the delegation of women suffragists sent to Cincinnati have Jed the Jadies to believe that they can obtain sll further concessions from that party, and they are out for Hancock and English.
