Since the adjournment of Congress the Dis- trict Ccmmissioners have been making every Possible effort to induce our tax-payers to re- duce the large sums charged against them as delinquent taxes. The Commissioners state that tn their efforts before the congresstonal committees for District appropriations they have frequently been met with the argument that the citizens and property holders here strive to avold the payment of all taxes, and to throw the whole expenses of running the Dis- trict government upon the United states. In Support of this statement, members point to our list of delinquent taxes; and it was under this impression that the proviso was added to the 2d section of the act of June 4, 1539, making appropriations to provide for the expenses of the District government for the fiscal year end- ing June 30, 1851, as follows: “That the sald Commissioners shall not make requisitions upon the appropri: from the ‘Treas- ury of the United amount during said fis they make on the appropriations arising from the revenues of sald District.” ‘The Commission- ers state that they desire at the coming session to go before Congress with as clear a tax sheet as possible, and tnus defeat the force of tats old argument against making appropriations for District expenses. The effect of tals proviso to the Jaw is fairly presented fn the letter of Mr. Dent, published fn Tas Srar of July 10th, In relation to the appropriations a lable for street work the current year, showing that without regard to the estimates of the Comm! Stoners, or the appropriations made by Con- gress for District expenditures, not a dollar of the money of the United States, ta excess of the revenues of the District deposited in the U.S Treasury, can be drawn on account of such ex- Penditure. The recent opinion of Attorney Riddle upon the construction of the act of June 7, 1880, fh relation to the remission of penalties, in which he includes the fitty per cent penalty for non-return of personal property, has had the effect of reducivg the d: yeat tax st a larger very materially. Collector Cook states that many of our citizens against whom delin- quent taxes have been standing for several years, have already come up and squared ac- counts, and a very different showing will be ready to lay before Congress at the next session than formerly. It is manifestly a public duty under the circumstances, for tax-payers to promptly come forward and pay their dues. ———<-e—_____. Republican im Chances le The republican managers, it appears, do not ‘intend to permit the democrats to have every- thing their own way in the present canvass in the southern states. While repubiican leaders do not evince much hope of being able t6ob- tain any electoral votes in the south, they re- gard it wise policy to encourage the mainte- nance of party organization in that section and to attempt to regain a few Congressional dis- fricts, The states of North Carolina and Flor- ida appear to have been selected as the most hopeful fighting ground for the republicans, and Feturbs of the latest elections in both do not contain figures that warrant the democrats in Claiming them as abeolutely safe for their party. In 1876 North Carolina gaye Tilden a majority Of 17,010 over Hayes, and, as is well remem- bered, the result in Florida was contested, it Was so close. In the first district, in 157s, the democrats got @ majority of 3, whieh, added to the 13 in the other district, would give them, in the state, @ majority of 3,244. The national contest, though, will bring out a much larger vote than Was Cast in Is7S, and it is claimed that this in- Crease will be in favor of the republicans, The legislature to be elected will choose a U. S. Senator to succeed Mr. Jones. No more substantial proof of con- tinued prosperity and confidence could be offered than this. The classes who deposit their savings in small sums are generally the last aftera panic Or season of depression to regain confidence in the stability of flnancial affairs and Institutions, and the figures here given show that they are not only full of confidence, but that they are prospering. ————~--—____. ‘The utra prohibitionists of Matne are endeav- oring to rally support enough to nominate a state ticket with Joshua Nye, of Augusta, for governor. They also want to nominate & Stone, of Kennebunk, for Congress in the first district. In New Hampshire there is a move- Meat on foot to put a prohibition state ticket in the field headed by W. H.
