The annnal cost of maintaining a single Soldier in this country 1s reckoned at a little more than $1,000. In England the expense per man per year ts about $700. In Austria- Hungary the cost ts about $250 per soldier; in France and Germany, each, about $215; and in Russia and Italy avout $2). In several of these countries, If not in a majority of them, ‘the soldier ts as well clothed as here, if not Detter, and as well equipped. He ts not $9 well Bor so expensively fed as the American soldier, Dut the difference in that item cannot come any where near offsetting the wide differenee im the annual cost of support. The inevitable inference 1s that there 13 elther tnefliclency or Waste In the administration of our military affairs. The thing for Congress to do, there- fore, is to devise some way to reduce he expense of keeping up the army, instead of reducing its numbers. It 1s none too large for the requirements of the country, but its cost is out of ali proportion to its tm- portance and the service performed. Tien, too, there are too many fancy and extravagant- ly paid officers in proportion to the number of gun-carriers. These should be freely lopped off, and the mill for grinding them out at Weat Potnt might be shut down for a while, just as other mills are stopped when the supply of thelr product exceeds the demand. ——__~-+e ____ Philadelphia has a promise of that millental period which we fear ts destined never to dawn. We refer to the era of cheap carriage fares in American cities. An application has been filed for acharter fora transportation company in that city which proposes to establish a line of small coaches to carry passengers to any point ‘within her limits for ten centseach. The capt- tal of the company is placed at 2,000,000, and ‘Its ‘plan is to put on the streets not now occu- Pied by horse cars not less than one thousand Of their vehicles, which are to have seats on the sides, for four or six persons, and to be drawn by one horse each. It 1s likely that the fare is Dxed at too low a point to be profitable; but there is no reason why passengers should not be carried in all American cities much cheaper than they now are. In London andin nearly all the cities in Europe, where at least the cost Of horses and the expense of them are ery much greater than here, it does not cost on &n average more than half what it does to ride Im 4 corresponding style for a given time or dis- tance tn the larger cities of the United States. ‘There is no need of this, and there is no reason for it Dut the greed of those who now control such conveyances, and who, by reason of their extravagant charges, seriously diminish the Profits on their capital invested.
