The agriculturists, with the exception of sugar Planters, want free trade, The manufacturers are protectionists because that policy 13 to their interest. Self-interest Is the great motive Which governs the people in matters of govern- mental pol and the few whose interests are Subserved by protection must in the end be over- come by the many whose interests would be ad- vanced by free trade. There 1s a safe middle course possible, and some of the prominent pro- tectionists in Congress are beginning to see that they will have to compromise or iose all. These nen are tn favor of tariff reform. That Is, ofa Policy that will relieve the tariff of its worst features, and still protect, reasonably at least, American industries. At the next session of Congress, after the members shall have been among their constituents, the tariff reformers Will be more numerous and more courageous than now. ————~-___ It fs within the power of a single man tn Con- §ress to sometimes do more harm than can be cured by all the good the other members can do. Yesterday morning in the Senate, Mr. Jones, of Florida, reported from the naval com- mittee a resolution authorizing the Secretary ot the Navy to secure adequate naval stations and harbors for the use of naval forces of the United States along the Central American coasts and the coasts of the American Isthmus. The pur- Pose of the resolution was to provide for the adequate protection of American {aoterests in the Isthmus and inter-oceanle co:nmunication. The government had, some tlme ago, determ- ‘ned to establish a proper supervision over the isthmus, and for this purpose war vessels Were sent there. The Secretary of the Navy urged Congress to give him authority to secure the means uevessary to maintain the United States vessels, and this was the object of the Tesolution. Senator Jones urged the tmport- ance of the measure earnestly, and presented the subject tm its nationalimportance. Senator Cockrell, of Missourl, objected to considera- tion of the resolution, and by the exercise of this prerogative prevented its consideration. He was urged and pleaded with by other Sena- tors, personaily, to withdraw his objection, but he doggedly refused.
