THE BOAT RACE IN THE PATAPSCO YESTERDAY. ‘The four-oared shell race between crews of the Vesper Boat Ciub, of Philadelphia, and the Ariel and L'Hirondelle Clubs, of Ba Itimore came off in the Patapsco river, over a two-mile course, opposite the Spring Garden shore, yes- terday afternoon, and was won by L’Hirondelle crew in 13 minutes ands seconds. The Ves} were second. The starting potnt was opposite the boat-houses, the course belng one mile out to the Long Bridge and return. The contest was for asetof colors given by L’Hirondelle Club. ‘The evening, though @ little cloudy, was propi- tous, the course. which was marked by buoys, being quite smooth. The river bank from the ‘st ig point to Long Bridge was crowded with spectators, including many ladies, and the waters of the river were alive with tugs, yachts and numerous small craft. THE SCULLING RACE ON THE ANACOSTIA. There was a sculling race on the Anacostia yesterday evening about 7 o'clock. The start was at Ani tia bildge with a pull up the river 1g milesand then return. It was a dou- ble seculirace. The boat manned by P. Mans- field and H. Lewis came tn ahead, that of F. Hodgson and A. Birmingham second, while N. Fowler and J.T. Roberts were third. THE INCREASE OF DISTRICT REVENUES trom licenses is a matter of considerable interest anda matter of pride to the Commissioners, showing as it does the results of vigilance ou tke part of the collectors. For several years prior to 1575 the receipts from licenses had been annually falling off, from severai causes, but malnly from the need of a more thorough’ sys- tem of enforcing the license laws. The prac lice of evasion of license taxes had become so common that Assessor Dodge in his annual re. Whittield agt. R. W. Thompson, of the Navy, filed February 6th last by J. W. and G. L. Doug- las, Attorney General Devens and Assistant Attorney General J. S. Blair have entered their appearance for Tespondent, been certified to the Gens application fora mandamus directing the re- spondenc to advance the relator stx numbers on the list of ensigns in the U. S. navy, and the felator complains that his standing was re- duced by respondent’s predecessor, and it Will delay all his future promotions— bis next promotion from four to six months. ‘The facts as developed by the relation and an- swer are, that Whitfield, on leaving the Naval Academy in 18t4 for two years’s sea-service, at- tained a certain relative standing in his class on the graduating merit roll, and that at the customary examination in the fall of 1S76 others of his class surpassed him. The President, in nominating the members of the clas3 to the position of ensign, adopted the order fixed by the examination of 1576, and the Senate re talned that order fn the vote of contirmation. Respondent's predecessors numbered the com- missions pursuant to this order, and the mem- bers of the class retain this order on the Nav Register. The brief of respondent says:—i.
