Editor. ee fhe Evening Star has a requiar, perma~ ment, bona fide daily circulation more than double that of any other daily paper oudlished in Washington, and equal to tha of all the other daily payers here added to- getner. ‘Tue Stan has a direct wire from its news room to the Western Union Telegraph office in New York city, from which wires radiate to all parts of the globe, and is therefore enabled to secure the latest news by its own operator from every quarter up to within a few moments of going to press. It is the only evening paper south of Philadelphia which re ceives exclusively the Associated Press dispatches. No matter which party may be successtul at the polis this fall, and whether the winners may be able to gather the fruits of victory in peace or not xather them at all, there should be nothing but defeat and enforced retirement in store for every member of either house of Congress who will consent to the adjournment + Of that body until it has passed a well consid- ered and perfectly just plan for counting the electoral votes. Men who are willing, either from a regard for personal comfort and conve- nience, or in the hope of gaining some mlsera- Die partisan advantage, to put the country to the risk of another such strain as it endured less than four years ago for the want of proper legislation on the subject, deserve nothing but Public scorn and disgraceful obscurity. And this, too, they are likely to get. Happily there 1s a rapidiy increasing element in both po- litical parties that Is growing more tm- Patient every year at the subordination of the public welfare to selfish or partisar con, Siderations. These intelligent and independent Clements are likely to make themselves felt more sensibly at the polls this fall than ever be- fore. They may be sald in fact to constitute the balange of power in the two parties at the pre- Sent time. Neither party, therefore, much less @ few weak ambitious and unserupulous tndi- viduals, Can afford to 1g1 Patriotic demand that every step possible shall be taken In advance to insure public peace and tranquility in future electoral counts. The country 1s !n no mood to have the scenes of repeated, either through trifling or treachery on the part of Its servants, and Congress will do Well to heed the warning before it 1s too late. One of the appellate courts of Massachusetts as just rendered a decision which fs of general interest as still farther tending to define the rights of passengers on public conveyances and the extent to which their owners and managers an limit or restrict travelers by the printing of rules on tickets. A passenger some time ht a Umited ticket from Boston to over the Old Colony ratlroad, for one dollar, According to the regulations printed ‘Oa this Ucket the passenger had no right tostop where on the route short of New York. He chose, however, to stop at Newport, to which Place the regular local fare trom Boston was one dollar and sixty cents. The officers of the company refused to allow him to stop there, however, unless he pald sixty cents, the differ- ence in price between his Itmited through ticket and the local fare. For this he brought suit against the company. The lower court decided against him, but he appealed the case, and Judge Bacon, of the superior civil court, re- versed the judgment of the lower court and awarded the passenger $75 and costs, amount- ing altogether to about #200. According to this decision, it seems that a railroad or steamboat company cannot lawfully prevent a passenger from leaving the cars or boat at any station where a regular stop is made for the exchange of passengers. The company may, however, demand the difference tn fare between the local and the through rate, and, if payment 1s re- fused, recover the same ia a clvil action, but have no other remedy. ———~+..-____. ‘The most rellable census figures show that New York city has a voting population of 245,000, and that there are at least 50,000 aliens there who are entitled to naturalization, but have not yet claimed it. In the presidential election of isi6 there were nearly 60,000 men in that city having the right of suffrage who did not exercise it. In the election of 1s77 over 195,000 men did not vote, and iast year, 1579, with the eciting state contest to Inspire them, 30,008 of her voters staid away from the polls. It ts probably fair to assume that proportion- ately as many voters neglect to exercise their franchise throughout the country as in New York city. The polls there are easily accessible, while in the country they are not. Now, if, in an important and exciting contest for state officers in New York, over 30 percent. of the voters in the metropolis refuse or neglect to de- posit their ballots, is it not reasonable to calcu- late that fully that proportion throughout the country generally do not vote?
