THE EVENING STAR ONE PRICE WANTS. FOR RENT AND SALE: DOUELE SHEET. W ASHINGTON. SATURDAY --Miny 15, 1880. CROSRY S. NOYES... Editor. fhe Evening Star has a regular, perma” mont, bona fide daily circulation more than double that of any other daily paper Dublished in Washington, and equal to tha of all the other daily papers here added to- gether. “A Tale of Two Cites.” An intresting comparison of the paved streets Of Paris and those of Washington, made up from official data, will be found in another col- umn of fo-day’s paper. It will be seen that the experience of the Paristan authorities in this matter fully justifies the view expressed by ‘THE Stax some time ago tn commenting on Gen. Sherman's extraordinary letter to a friend im Chicago in regard to street pavements, viz: that the Macadam style of pavement fs only Suitable for suburban roads and park drives and cannot be used to advantage in the much traveled streets of cities on acéount of the great expense of repair and the mud and dust they Create. Another gratifying feature of this ex- hibit ts the fact that tn the matier of economy the advantage fs altogether with Washington. This ts contrary to the general Impression. It has been almost uniformly supposed that pave- ments of the same kind cost much more here than in Parts, watle in fact they cost more than twice as much there as they do In Washington. Nor fs this all. The pavements of Washington are suoother than those tn Paris, and probably better. At least the cost of keeping them In re- Pair fs considerably less. It ts also to be sald in favor of Washington, as against the French capital, that asa rule her streets that are pived with asphalt and stone blocks are kept cleaner than these of Paris paved with like material. In short,’where the new and better pavemen‘s are laid, Washington ts by odds the best paved and the cleanest ctty tn the world. ———_--+e —__ There is no doubt that the sentiment of the country fs favorable to a revision of the tariff. The slight steps taken by the ways and means committee to reduce the duties on certain articles and to enlarge the free list do not meet public expectation, even if they should take the form of law, which, with the proposed early ad- Jourpment, !s now hardly probable. Nor will she adoption of Mr. Eaton's plan, pending inthe Senate, to provide a commission to sit during the recess and discuss a revision, meet the pop- ular demand. Both parties have resorted to that expediency heretofore, and naught come Of it, No commission can adjust the absurdities and iniquities of the tari satisfactory to Con. gress and the country. The theortes and de- ta'ls Of tariff reform have been so thoroughly «iseussed In and out of Congress that the time inust be at hand when those who favor a tariff ‘Tor revenue and those who supgort one for pro- tection can meet on some common ground of compromise in the interest of the public good. With the public debt rerunded ata low rate of interest anda Treasury overilowing with revenue, it would seem that there was never a better time than now tocommence a reviston BOSTON PRY GOODS HOUSE. It 1s no longer a Party question. as the votes in the House have shown for many years past, though the repeated fail- ures to secure a reduction of taxation indicate that there fs a party of spectal interests whose Cohesiveness 1s almost equal to that which was Orgapized in Congress in other days for public plunder. In a purely party ight, the demo- crats, having control of both houses, are re- sponsible for any failure to reduce the high rates Of duties. The strongest plank in the St. Louis Platform demanded this reform, and promised Mt when they should get control. The acemnt Of twelve months of stewardship on this ques- tion when rendered at Cincinnatt, a little more than a month from now, will be interesting. The resolution of inquiry in regard to the Washington Monument, introduced in the Sen- ate, on the 7th inst., by Senator Jones of Florida, is a measure to be deplored in every healthy Point of view. Primarily its effect is to still further delay the work won thai !ong suffering Structure. That delay, and delay only, ts the Object of the resolution is apparent on Its face; Dut, without at all intending to reflect on the Motives of the gentleman who introduced it, it may safely be said that it was inspired in the interest of those who feel that they can prosit in some way by changes in the plan which they hope may yet be made. As a matter of fact, there is no need of such an inquiry at all, and Particularly is there no reason for asking to have the desired tnformation furnished “on the Second Monday of December The animus of the measure ts clearly disclosed by this require. ment. Every inquiry contatned in the resolu- Uon could be answered at once by the engineer im charge. Indeed. all the vital questions Propounded or suggested by it have already been practically answered by the memorial of the Moaument Association, now before Congress in House Mizceilaneous Document No. 37. It the members of the two houses would care- fully read and weigh that document and accom- panying papers, they would see that there isnct <nly no longer any good «xu e for delaying the Work on the monument, but that every reason exists for pushing {t forward to early comple- Won. This the country expects, and has a right toexpect. Tolonger keep the monument in its Present shape after so much money bas been expended on it, and especially since its founda- tion has been made perfectly secure, would be not only an insult tothe memory of Washing- ton, bat at once a disgrace to Congress and 10 the people of the United States. —— Col. A. Lowden Snowden, the superintendeat of the Philadelphia mint, and an active and in- Muential member of the republican party in that city, bas been indulging in some practical talk before the American Historical Soctety in which be earnestly advocated civil service re- form. The remedy for the evils of the present system he suggested should be “the removal by Jaw of the civil service of the country from unéer the control of partisan interference, and prevent tts subordinates from an active partie!- pation theretp.” —————~-____ The proposition that this government shall guarantee the interest on the bonds of a pro- posed inter-oceanic railway, 1s, of course, a Practical Subvention forthe whole road. Tats Step, while questionable enough in this country at this day, would be of still more doubtful pro- priety in foreign country, where unforseen complications are likely to arise at any time. ‘There ts an abundance of capital in the world to Dufid the ship-railway across the Isthmus or dig the canal, and once Its feasibility fs estab- shed it will need no financial endorsement from this or any other government. The fact that the Southern Pacific has been built over a thou- sand miles without the monied ald or guarantee of the government, and that the Texas Pacific 18 also gotng ahead without either. is proof enough that great enterprises do not, in this country, at least, need subsidies It will bea safe and wise rule to logically follow in this tastance the teachings of the Monroe doctrine, and neither nvite nor permit complications of that kind. — se Elsewhere ta to-day’s Stax will be found the full text of a bill for the assessment and tata ion Of property in the District of Columb‘a, Proposed by the citizens’ committse as a sub- Stitute for the assessment and taxation clauses AT CENTS, VERY GOUD VALUE.
