It is the Only evening paper south of Philadelphia which re- Ceives exclusively the Associated Press dispatches. —— What the Country Wants, Occasionally something is sald in Congress about providing some rule for the count of the electoral vote, but our law-makers generally seem toregard the subject with Indifference, and the prospect of any legislation of this character at the present session is very slight. This is a question in which the people of the country feel a great deal of interest, and if their wishes could influence Congress the matter would not be neglected any longer They do not want to be kept upon the ragged edge of suspense and anxiety over the settlement of another electoral controversy. The experience of 1576-77 demon- strated not only the importance but the vital necessity for some definite rule for the count of the y<ts for President and Vice President. Such a rule, In order to be fair, must be made in advance of the election. Partisanship sways Congress in the determination of all political questions, and the temptation to gain an ad- Vantage in psidential election by putting a favorable construction upon the language of the Constitution in relation to the count is more than any party majority can resist. A plain, practicable and just law for the regulation of the count and the government of all proceed- ing connected with it would relieve the coun- try of anxiety In the event of a close election, and it 1s the duty of Congress to enact such a law before It adjourns the present session. ——_—<$. The Republican Muddle in Illinois. The anti-Grant republicans of Chicago have now, when it 13 too late to repair the error, discovered that they committed a grevious mts- take in denying to the third-termers their pro- portion of the delegation from Cook county to the Illinois state convention. Senator Logan, as the leader of the Grant forces, claimed only forty-one of the county delegation, and conceded the remaintog fifty-one to the opposition. This, Of Itself, was a virtual admission of defeat, as they bac p<: sistently claimed before the primary election tat they would have at least two- thirds of the delegation. Had the anti-Grant managers been content to conduct the convention under the ordinary party usages they could have outvoted their Opponents on every proposition, and thus prove to the country that the third-term proposition had been condemned tn the great metropolis of Illinois. Besides, they could have controlled the Cook county delegation to the state convention, and have made use of it to defeat a Grant dele- gation from that state toChicago. The bolters were shrewd enough to elect 'n theirconvention at the Palmer House only the number of dele- gates they had claimed from the regular con- vention. They could as easily have appointed a full delegation of ninety-two, but they preferred to go to the state convention im the guise of an injured and out- Faged minority, seeking from that body only their rights which had been dented them by the local convention. The great advantage gained by the Grant forces from the bolt ts that it in- sures them control of the state convention. The anti-Grant delegates from Cook county will not have a voice in the temporary organiza- ton, and, leaving out that delegation, ail ac- counts agree that the third-termers will have a Majority. After getting the organization they will probably neutralize the Cook county dele gation by dividing it equally between the two factions, and then its admission cannot have any effect towards preventing Grant instruc- tons. It fs quite clear that the Washburne and Blaine managers at Chicago suffered them- selves to be outgenerald by the Grant minority, and it may be regarded as equally clear that both factions will be made to suffer for their Tashness in the event that Grant ts withdrawn —_—+s=-_____ Whatever the Methodists may think of Col Ingersoll’s theology or want of theology, they cannot but admit that he shows pluck in the advocacy of his theories. This fact,in connection with the handsome pile of greenbacks brought away, must have been a great comfort to the gallant Jecturer, whether he made any converts or not. caesar nmeees Democratic members of Congress are daily receiving written protests from the prominent men of their party throughout the country against the adoption of the Randall plan of €arly adjournment. These protests are coming from the north and the south, and the wisest men of the party join in advising against any- thing like hasty legislation. A letter received to-day by a member, from a democratic gov- ernor of a state. says Congress had better re- Main in session all the year than to neglect the public interests or let them suffer by a hasty adjournment; that a hurried adjournment means Lasty and ill-considered legislation, for Which the democratic party will be held to a Strict responsibility. This writer thinks no better scheme to benefit the republican party could be devised, and hopes the democratic party will not bedrawn into It. ————— The general conference of the M. E. church. now in session at C!ncinnatt, agreed upon to- day for the election o: bishops, and the proceed- ings will be Invested wih unusual Interest be- cause of the proposition to elect one colored man to the Episcopacy. At least three and probably four new bishops are to be chosen, and the colored delegates have been urging their right to one out of the number. The Proposition was received with due consideration by the conference, and no decided objection has been made to it provided a colored man with Sufficient qualifications for the exalted position €an be found. The names of several eninent colored divines have been suggested to the con- ference, and it ts highly probable that one of them will be invested with the honor and dig- ity of a bishop in the church. The annual May thaw, which came toa close ‘ast evening, in this locality, at least, seems to have occurred this year rather earlier than ‘usual, as it has also been more severe and try- Ang. It appears, too, to have extended all over wnearly the whoie country, and in many locall- ties the heat was more oppressive than here, In a number of places the mercury touched the nineties, and in St. Louts several severe sun Strokes occurred.
