eee THE EVENING STAR. ENG TON: avespay 3! ay 1, 1890. "CROSBY 8S. NOYES....Editor. published in Washington, and equal totha of all the other datly payers here added to-~ gether. ————————————————— Tae Stan is connected with the wires of the Na- tional Telephone Exchange and with the Western Union Telephone Exchange. Both these agencies ean therefore be availed of in sending to Tag STAR Savertisements, orders for the paper to be served, news, or any information, at any hour of the day free of charwe. These facilities are a great conve- Rienoe, and will be appreciated by the customers of Tax Stan. Destroy ing the Ch hannel. ‘The foolishness of the unfortunate individual who sawed off the limb of the tree upon which he was sitting, between himseif and the trunk, Is proverbial, but It was by no means more re- markable than that which the authorities of the District of Columbia are now exhiolting by having all the mud taken from the harbor of that Pistrict dumped back again Into the Poto- mac at Roziers’ Bluff, where the channel of the river is narrowest. The whole harbors of both Washington and Georgetown, and the channels leading to them, have been, or are being. cleaned and deepened by mud machines, and the place of deposit of every particle of the mud taken from them Is the bed of the river a little below Jones’ Point, a short distance from this city. It fs nomina’ dumped on the Maryland flats there, but, of course, such a thing 1s im- possible, because the ‘heavy laden scows, and the heavy draught tugs that tow them, ean not go on the flats: ‘but, eveu if it were so, the con- Stant ebbing and flowing of the tid, to say nothing of the frequent currents In the riv will soon wash It into deeper water. where ft Will settle, and that, too, at a place where the channel is already narrower than at almost any other point on the river. What will be gained by having deep water in the harbor of Wash- ington ff the chann below be pass through it? And yet that ts ly the end to which the efforts of the District authorities in the matter referred to are tending. Alexandria will, of necessity, be even a greater sufferer by this obstruction of the channel of the Potomac, but she must be a passive sufferer, as her authorities are power. ‘ss in the premises, the dumping ground being beyond the limit of thelr furisdictuuon.—A/exan- OG We are inclined, from what we learn, to agree with our Alexandria cotemporary as to the « Meets of the dumping at Rozier’s Bluff, and we tear that {t fs a question of very short time when the U.S. <overnment will be oblized to appropriate money to clear out the channel at -Fones’ Point, caused by the very work the gov- ernment Is doing now. The Gize(te ts of course in error in stating that the District authorities have anything to do with this work. The truth 3 that when the contract was given out by the engineer department, the District authorities, as Well as very many of our leading business men, objected, and protested against dumping at this point as a suicidal policy; further than this they had no power In the premises. The facts are that there were two proposals advertised, one being for the present dumping ground, and the other for making the dump upon our river flats opposite the city, with the view ultimately o, reclaiming these flats, and this to form a nucleus tothatend. When the bids were opened !t was found that they stcod as follows: For the dump to be made as at present, at Rozier’s Bluff, 16 cents per cubic yard; and for the dump to be ade on the flats, as described. 26 cents per cubic yard. On the score of economy (’) the former bid was accepted, and the work has since been going on, and It Is the belief of good judges that thissaving of ten cents per eubdic yard will, in the end, prove to be, on the part of the engineer department, a penny wise and pound foolish Policy. ‘uy Post endorses the ad- nator Conkling to unite With the other republicans in renominating President Hayes The Post says the “ Hayes administration has accomplished the most im- portant work since the war—the restoration of the currency,” and that the opposition searches its record in vain for wrong-doing, and is obliged to fall back in its platforms upon the “great electoral fraud” of 1s7 Then the Post makes the point that Gen. Grant himself has testified to the success of President Hayes southern policy, and it thinks that upon the whole the best thing the republican party can do ts to continue this administration for four years more. While it is true that Mr. Hayes long ago announced that he would not be a candidate for re-elec- Uon, he would not be likely to refuse a renomination should his party tender it to him. It ts not improbable, either that the Chicago convention may turn to the present incumbent as its standard bearer. The votes in the con- vention may be so divided among Grant, Blaine and Sherman as to prevent either from getting the nomination. and then there would naturally follow some sort of compromise. In casting about for a dark horse with the best record and best running capacity, attention would be directed to the present administration, and the very fact that there is nothing to criticise or con- demn in its four years of government would constitute a strong point in favor of giving it avother trial. It 1s now asserted by members of both Houses that Congress will adjourn early in June, and there Is a general disposition among members to Work to that end. It requires no spirit of Prophecy to foretell the failure of the early ad- journment movement. Congress ts capable of crowding a great deal of work into the last few days of the session, but the business remaining undisposed of is more than can be transacted imamonth. Congressman Blackburn says that several weeks must be allowed for political Speeches after the national conventions shall have done their work, and In the end it will be found that he has put a low estimate upon the Period thus to be consumed. No progress has been made in the passage of private bills yet and the future political fate of many a member hangs upon bills of this character. Upon the whole It looks as if Congress wili remain with us until July, at least, The trial of Davell, for the murder of Van Houton. out of which grew the riot at Pater- Son, N. J., will necessarily involve the question as to how fara man may go tn protecting his Property against @respassers. The disposition of excursion parties from cities to pursue their Own pleasure without regard to the property Tights of suburban residents has long been a Subject of complaint. These pleasure-seekers frequently tgnore the sign of “trespass for- Didden.” and the general testimony goes to Show that a great deal of damage {s done to Suburban parks, orvnards and even gardens on Sundays. On that dy the law, and those who execute tt are taking a rest, and asa rule the trespassers are strangers to the tnjured prop- erty-Owner, and he cannot enforce the law against themon Monday. From atl accounts Dalzell warned the crowd off his property re- peatedly, threatening to shoot if they disre- garded bis warning. and while there ts nothing but condemnatipn for the bloody deed he com- mitted, yet the act may lead, not only to a Judicial determination of the rights of Property Owners as against trespassers, but also to addi- tonal legislation, if such be needed, for the Protection of these rights. —<——+-____ A rumor to the effect that Mr. Tilden had se* Apart $2,000,000 for the purchase of enough New York city aldermen to contirm nominations of Mayor Cooper, is agitating the politics of that City and state. Jobn Kelly had faith enough to the rumor to summon his Tammany braves to. gether and appoint a committee to take c! harge of the Tammany aldermen and keep them out Of the market. Republican leaders are excited Over tt because, they say, by such a maneuver, Tuden, through Mayor Cooper, could get con- trol of all the local political machinery. Outstde Of politics the report fs ridiculed on the ground ‘that the entire board of aldermen could be pur- Chased for one-tenth of $2,000,000, and that Til- @en never wastes his money by paying any more Shan the article purchased ts worth. ‘While Mr. King, of Louisiana, was addressing & Congressional inquiry to the President in re- gard to the expulsion of Israelites from St. Pe- tersburgh, why not have extended it (since “charity begins at home”) to incinde a request for information from Judge Hilton with regard to the dismissal of the same race trom the Grand Union Hotel, at Saratoga?
