MONOLOGUE” at Lincoln Hall last night was an entertainment as enjoyable as It Was novel, and the large audi- ence present expressed tbeir approbation by frequent laughter and applause. It 1s really a bright and humorous lecture on the queer things and people she saw in London, inter- spersed with Songs and with laughable fllustra- lions of the English language as spoken by Englishmen. ‘The London tan’s dinner specch, and the imitation of the British Cheap John, show her to be a clever mimic, while the mule- teers song and the operatic burlesque prove her to be a good vocalist with a keen eye and ear for the Tudicro ——_.—_—_. The issue of drawback certificates will be commenced on Monday, and thereafter. The report of Butiding Inspeetor Entwisle for the month of April shows 91 permits for new buildings, 124 for repairs, 2i for awnings, and | for 58 lineal feet of vaults. The receipts were $453, which has been turned over to the District | treasurer. In answer to the protest of James E. The depart- ment cannot anticipate @ nuisance, but will as soon as anything offensive is found take prompt action. THE LIQUOR LICENSE QUESTION. Mr. Francis Miller, assistant attorney for the District, has rendered an opinion to the Dis- | ict Commissioners as to the proper course to | + be pursued in the case of applications for liquor | licenses from. who have been tried in the Police Court, convicted and fined there, and who have appealed their cases to the Criminal Court, and refusing to pay their fines, tender the amount of their license fees and continue to sell without a license. He says that persons who sell without license should be prosecuted for every such offense that can be established by proof, and fined every week if necessary. Ove conviction for a given time does not stand in the way of conviction for a subsequent offense, and tbe appeal does not in any way affeet suteequent trials for new offenses. Noth- ing would have a greater effect towards discouraging appeals from the Police Court than a rule rigidly enforced that no person shall obtain a license so long asa conviction in the Police Court remained unreversed and the fine unpaid. He states that he would hesitate to recommend the refusal to issue a license under Such circumstances, if {t were not for the fact that the Commissioners are authorized by law to use their discretion in [Soon | or refusing such Ueenses. While this discretion should not be exercised arbitrarily, he states that he thinks the fact that a fair trial before a compe- tent tribunal has resulted in a conviction of a violation of the license law, is quite sufficient ground for the Commissioners to withhold a license until the applicant is relieved irom that conviction by a jus ent of the appellate court.
