THE EVENING STAR. Wooowann, DOUBLE SHEET. WASHINGTON. SATURDAY...00000.. 002. May 1, 1889, CROSBY 8. NOYES....Editor. Of all the other daily papers here added to- gether. ‘Tux Sax has a direct wire from its news room to the Western Union Telegraph office in New York city, from which wires radiate to all parts of the globe, and is therefore enabled to secure the latest news by its own operator from every quarter up to within a few moments of going to press. It is the only evening paper south of Philadelphia which re- ceives exclusively the Associated Press dispatches. Ti m and Tammany at Cincinnati All efforts within the state to harmonize the New York democracy having falled, that duty now devolves upon the national convention. The Cincinnat! convention cannot escape or sbun the responsibility, however disagreeable itmay be. There will be two delegations claim ing admission, and a decision of some kind mus berendered. The indications now point toa Tecognition of Tammany, at Cincinnatt, and its readmission to the party in full fellowship. Outside of New York the natural desire of the democracy {s that the party {n that state shail be reunited. Upon this depends the demo- cratic prospect for success in the election The Cincinnati! convention will, it 1s reasonable to suppose, be moved by a desire to pave the way to party success, and it cannot afford to snub Tammany or reject it’s application for readmission to the party. The disposition to crush Tammany is only manifested by the clique of Tilden democrats. ‘There is, no doubt, within the democracy a wide-spread feeling that John Kelly, by his bolt last fall, conftaitted a grave offense, and were the party in a position to discipline him and his followers, it would be done. But the democrats realize thelr dependence upon Tammany, and therein Mes the secret of the power the latter will have at Cincinnati The convention will, in all probability, give the Tammany party a representation in the New York delegation in Proportion to the number of votes cast for John Kelly last year. This will, no doubt be unsatisfactory to the Tilden- ites, but they will be preciuded from making any fuss over it by reason of the fact that their leader was once a bolter and got ba into the party upon the same terms now sug- Sted for the admission of Tammany. The na- sional democratic convention of 1356 was con- “ranted by the same questton from New York “zat now calls for settlement. Two tull sets of ciclegates, one representing the “softs or barn- urners,” and the other the “hards’ —opposing factions of the party—claimed admission. Til- den was a leader of the “softs,” and had put ‘nimself outside the pale of party association by cis bolt against Cass in 1548 Both sets of dele- Hates were admitted, the vote of the state being | PARASOLS— ‘divided equally between them. This action was taken in the interest of harmony, and secured it. Therefore have that example and precedent to Guide it. It is true that at that con- vention Tilden was with the faction that fontrolied the state organization, as he is now, wut he had bolted, and was reminded of his bolt when he undertook to protest against the Compretise. Tammany will get sympathy and support M.0m the strong anti-Tilden sentiment tm the convention, and it 1s said that ex-Gov- rnor Seymour lll recommend that it be al- Jowed its proportion, °f delegates. Tae Tilden Clique may resent such Action and sulk through the campaign because of ny, but there does not seem tobe any other way o,? of the dilemma for the convention. ——_—_--___. ‘The Repudiation Craze in the »_."™*2- Repudiation has taken a strong hoid upon ."2 ‘South since the close of the ctvil war. There & @ popular idea prevailing in many of these States that the shortest and easiest way to get rid of a burdensome publite debt is to repudiate it. The common argument in favor of this sum- mary Manner of dealiug with creditors is that the debts were fastened upon these states by “carpetbaggers” and aliens, and therefore the eitizens and tax-payers ought not to be respon- sible for them. This specious plea has bred thousands into the ranks of the repudiators, ana ‘USS proved powerful enough to disrupt politica ‘organizations. In Virginia the repuadiationists, under the name of readjusters, drew voters enough from the democratic and republican par- ties to carry the state, and it Is said that inTen- essee no man who Lopes for political preferment. dares to come out boldly against repudiation ‘The desire of leading men to sail smoothly with the popular current accounts, to a very great extent for the rapid growth of repudiation in | QEALED PHO the south. There fs no question but that some of those states bave heavy burdens, in the shape of public debts fo carry, but these debts were contracted in a legitimate manner and by legal state governments. The repudiationist; | tn Arkansas have become strong enough to take the fleld openly in favor of thal “ioctrine, and those who have the state, taterosts at prosperity a blow from “ynich it cannot recover. Senator Garland 1s written a letter to his eon- stituents 10 “/nich he denounces repudiation in all Its foTms, and warns the people of the state against being tempted Into relieving themselves ofa part of the debt by dishonest means. A constitutional amendment prohibiting any future legislature from appropriating money t> pay interest or principal on bonds tssued since tue war to ald Jn the construction of ratiroais 3 Low before the people to be voted upon and the indications are that the majority favor it In bis leYer Senator Garland employs an argnment which applies with equa! force to the repudiationist’s theories tn the other States. It ts urged that these bonds were ille- gally issued and therefore the people were not honorably bound to pay them. Senator Gar- ‘and advises his constituents not to be deluded nto voting for a measure that will forever stlg- matize the state, and destroy its credit by any such argument. He tells them that ff the bonds are illegal the courts will give the people retet from the payment thereof, and that relief ob- tained In this manner will be tn keeping with public honor and fairness; that there Is no need to repudiate an illegal debt, because It is vold by reason of its Mlegality. The bold stand against repudiation taken by Senator Garland may hot only check tts tide in Arkansas, but it may lead other prominent men from.the south to raise their voices and lend their influence tn favor of an honest payment of such state debts as the courts may decide to be legal. Mr. Robinson, one of the delegates from the 6th Pennsylvania district to the Chicago con- vention, has been required by his constituents to givea written pledge that he will “obey the wishes of the people of his district, and vote for and support” Blaine for President, in spite of the instruc tions of the state convention. eS eenaenaaaat Some dissatisfaction 1s being expressed at the manper in which admission tickets to the coming Chicago convention are being distribu- ted. It ischarged that the committee having charge of the tickets intend to pack the hal with third-termers; but then this charge may come only from those who have been dis- appointed in getting tickets, —_~o-_____. An ant!-Grant republican paper calls atten- tion to the fact that Gen. Grant, in bis recent ‘Speeches, has certified to the “complete success” ot President Hayes’ southern policy, and it hinks the ex-President ought to rather go for a econd term =m ot ‘the present Mmeumbent. oe ‘There are 151 new advertisoments in T: Stak to-day, making six and one-half columns, Or equal nearly to one entire page of the paper. ‘The total number of advertisements in April was 1,936.
