It is the only evening psper south of Philadelphia which re- ceives exclusively the Associated Press dispatches. ‘A Pledge That Has Not Been Kept. In Its efforts to recover political power the democratic party persistently denounced the protective tariff system and pledged itself to reform this “evil.” The St. Louis convention emphasized this pledge by making tariff reform one of the chief planks in the national demo- cratic platform. It denounced the presert tariff as “a master-piece of injustice, inequality and false pretense,” which “impoverished many industries to subsidize a few,” and declared that “reform is necessary.” Now the democratic papers are very pertinently asking their repre. sentatives in Congress what answer they pro- pose to make to the people when, In tne coming campaign, they shall ask why this pledge of reform has not been kept. Except to put qui- ine upon the free list and reduce the tax upon tobacco, the democrats, though controlling both branches of Congress, have done nothing with the tariff question. The party will, undouvt- edly be arraigned by its political oppo- nents before the country because of its failure to attack, in Congress what it had for Years, when in the minority, upon all occastons denounced as one of the principal evils inflicted by republican rule. The wide difference pe- tween democratic promise and performance will be made a prominent feature of the presidential campaign and how can the party explain or de- fend itself? Representative Cox, of New York, apparently concluding that there was no valid or plausible defense for the democratle party in Congress as a whole, has thought ft time for the :aembers to take care of their individual records. le has done this for himself in a book just pub- ished by him entitled “Free Land anda Free Trade.” He shows how the system is main- tained, in spite of democratic opposition by a continuation of the various tariff interests. The representative whose constituents are interested tm salt joins with him whose district contains sugar Interests and so on through all the list of tariff articles until the combination Is too stroag: to be overcome. This combination, aided by the speaker, with a ways and means committee formed with the purpose of preventing tariff legislature isso powerful, according to Mr. Cox, that representatives who favor tariff reform are even denied a hearing on the floor in advo- cacy of their tdeas. It ts quite probable that other members who, like Mr. Cox, realize that the democratic party will be called to account for its recreancy in regard to the tariff, will follow his example and take means to defend their individual records from the charge that rests against the party. There ts no way by which the party can escape from its responst- bility, and there ts no prospect of {ts carrying Out its oft-repeated pledge of tariff reform be- fore the presidential election. Even the hope of getting wood-pulp upon the free list at the present session has almost been abandoned by those who advocate {t. The Cincinnati conven- Uon will find itself in a dilemma, and It is@fi- cult to see how the smartest platform builders Will be able to get out of 1t. There was no un- certain sound about the utterance of the st. Louls convention, and the same denunci- ation of the tariff system cannot be repeated without virtually condeming the party. It will not do to make new Promises of reform, for that would have the ap- pearance of a deliberate attempt to hoodwink the American people. If executive opposition had prevented the enactment of tariff legisla- ton such promises could be legitimately re- Bewed, but the truth is, the democrats have not made any attempt, as a party, to revise the tariff. They have not passed a single bill for that purpose through either house of Congress. ‘The tariff reformers will, with the view of set- ting themselves right with their party and the country, probably make an united effort, before adjournment to force some measure for tariff Tevision to a vote. There 1s no question of mo- Ment upon which the democracy seems to be more hopeless!y divided than in regard to this One of tariff reform,and how to harmonize tt isa Problem for the national convention to solve. —__-+0--____ ‘Tilden’s Victory. ‘The fine Italian hand of Tilden was visible in every movement of the regular democratic con- vention at Syracuse, N. Y., yesterday, and even his enemies must admit that he steered the party through a stormy aud even dangerous Period with admirable adroitness. He realized that any appearance of violent opposition to him would be damaging to bis candidacy, and he knew, too, that there were men fn the con- vention anxiously watching the opportunity or even a pretext to declare tnetir hostility to him, and show that the feeling existed through- out the state. In this emergency the wily poll- Ucal manipulator of Gramercy Park simply toned down his aspirations somewhat, and con- Sented to accept halfa loaf in the way of in- dorsement rather than run the risk of getting Bo bread of that character atall. He, no doubt, Would have been cladto assert his former auto- cratic sway, and have the convention openly acknowledge his rule and instruct the delega- tion in his name. But that was just What his enemies wanted him to do, and he was too shrewd to gratify them. Any effort to committ the delegation to Tiden would have called forth bitter protests from the minority, accompanied with charges that the convention had been packed for that pur- Pose. Tilden wanted to avoid all discusston, because he wanted the proceedings to have the appearance of harmony. The state committee, Owned and controlled absolutely by Tilden, usurped the power of virtually dec! {ding contests for seats In the convention. Eyery Tilden dele- gation was admitted and every anti-Tilden delegation luded, without any regard to the circumstances of election or to right and just! Communities that had almost unanimou: chosen anti Tilden delegations saw the men ot thelr choice shut out, and others who had no Shadow of an election behind them admitted. ‘To have permitted any discussion that would have opened up this subject would have @ put on Yecord facts that Tilden did not want to have So recorded. Therfore his strikers were direc ed to say nothing «bout instructions, bat to enforce the unit r This commits the delegation to Tilden a3 surely as though {nstructions had been voted, bat it must be admitted that in pursuing the silent half-way policy he did, he confessed, in emect, the loss of his power and popularity Which is visible to everybody else. Convention, amid shouts ot applause and cheers, fent an instructed Tilden delegation to Cincin- atl, the effect would have been to revive the fast wavering prospects of the “Sage of Gra- mercy park.” As it 1s, the proceedings really Dear witness to his departing power.
