NOVES....Editor. he Evening Star has a regular, perma- ment, bona fide daily circulation more than double that of any other daily paper published in Washington, and equal to that of all the other daily papers here added to- getner. What might be styled the Indecent alacrity of Office-seekers has Been freshly and forcibly illus- trated in the scramble now going on for the governorship of Dakota territory. Hardly had the late incumbent of that place breatiaed his,— before his remains had been consigned to the tomb, as a matter of fact,—when the Prestdent’s house was beseiged by a crowd of men clamor- ing for the position. either for themselves in person or for some other aspirant to whom they ‘were under obligations of some sort. It is com- forting to know, however, that so far none of these pestilent beggars have been gratified. ‘The President, it {s said, has answered all appll- cants that the people of Dakota had asked to be heard from on the subject, and that the ap- pointment would nat be decided upon until sufficient time had elapsed to enable them to make the representations they desire. This {s the just and proper course to pursue, viewed from any point. Not only should thetr voice have weight in the matter, but If the Dakotans are able to agree upon and present for the place a thoroughly competent and every way unex- ceptionable man, who ts a fora file citt- zen of thelr territory, he ought to re- ceive the appointment. It would be bet- ter in every respect,—it would be far more creditable to the appointing power, and far better for the welfare of the territory to fill her executive office with such a person thus closely identified with her interests, than to confer it upon a repudiated politician from some other part of the country, whether he begs for the place as a mendicant or demands it as a reward. The people of the District of Columbia have learned by sad®experience the evils of having men appointed to high and responsible positions who e not only strangers to them, to their laws, cusioms, and special interests, but who, (rom various causes, could never hope to reach such places at home through the voice or vot of thetr neighbors and dally assoclutes who know them best. Without knowing anything of the several men seeking or proposed for this particular place, we therefore naturally sympa- thise with the people of apy section in their efforts to free themselves from the hard effects Of this anti-republican practice, and trust that the day ts not far distant when a policy so unwise in theory and generally so unfortunate in tts results will be abandoned entirely. The Case of })akota would make an excellent point for a new departure. —_—_—_~+--_______ The exportation of fresh meats from the Enited States has developed and expanded into an enormous business, involving many thousand dollars in capital, within the last few years. The growth of the trade has been almost re- markable, and each year adds to Its proportions. In 1575 the total exports of fresh beet were only 4,000,000 pounds, and in ISv9 they reached the amount of 54,000,000 pounds. The tnerease in the shipments abroad of live cattle has been equally as great, this trade growing from 31,593 head In 1576 to 20 in 1879. Every establish- ment in the country for the canning of beef for exportation has made enormous proti The business has been successful uniformly. Sev- eral years ago two men, with but a few hun- dred dollars capital, employed tive boys and girls, and with that iabor commenced can- ming beef for exportation in St. Louts. Now the establishment {s one of the largest In the city, and employs hundreds of hands, the whole having grown from the small beginning mentioned. The exportations of live stock and of canned meats since the first of January indicate that when the total for 1880 comes to be made up it will exceed that of any past year and show the continued pros- perity of the trade. For the first three months of the present year 1 pounds of beef, , and 452,465 pounds of mutton, , Were exported; also. 11,939 head Of cattle, worth #1.125,459, and head of sheep, worth 3: The coming summer months will record very much larger ship- ments, as that is the season whea the demand for our fresh meats is greatest in Europe. The American meats are not only sold cheaper in England home production, but they have come to bi rded by very many as supe- rior. These questions conld be adjusted in a short Ume by a conference. With regard to the pay of the police, the House was inclined to be the more Mberal, but this question would not cause any dispute.
