NOYES Editor. fhe Evening Star has a regular, perma- ment, bona fide daily circulation more than double that of any other daily paper published in Washington, and equal to that of ail the other daily papers here added to- gether. ‘As in New York the efforts to harmonize de- Mocratie differences and heal dissenstons in Pennsylvania seem to have failed. The basis of harmony proposed in Pennsylvaula was that all contests for seats in the coming state con- vention be referred to Messrs. Ballilt, Dill and Welsh, three prominent party leaders. The effort to arrange the work of the ation ta advance, under the cover of a compromise, was Suspected to be a scheme of the de d faction to obtain by diplomacy what they failed to get by contest. ‘This suspicion iad very good Sround to rest upon, and that, perhaps, ac- counts for the fallure of the plan. It was under- stood that the merits of the case should nos be debated in caucus, but in the heat of a sprited discussion several Senators Intimatea in terms not to be misunderstood thal they regarded the question as res adjwticafa. Theretore the value us deliberations, na public point of , 48 in the indication that the present ma- jority will not reverse the former decistoa of the Senate. This may become a matter of const able moment after the fourth of next March. One seat may determine the political complexion of that body. Should the republicans maintain their hold upon the states they now have, then, with Kellogg, they will be able, and just able, to recover the Senate. Another element of doubt Is involvea in the new Senator trom Vir- ginia, whose political status is a problem. The Shrewdest democratic leaders are In favor of passing the Kellogg case by at this sessign and of letting the necessities of the party determine what shall be done with it next winter. If the Seat should be necessary in order to continue demoeratic aseendency, they say “take 1” Of course this policy ts not openly advocated.
