Editor. fhe Evening Star has a regular, perma- ment, bona fide daily circulation more than double that of any other daily paper Dublished in Washington, and equal to that of all the other daily papers here added to- gether. ‘Tue Stan is connected with the wires of the Na- onal Telephone Exchange and with the Western Union Telephone Exchange. Both these agencies yan therefore be availed of in sending to THE STAR advertisements, orders for the paper to be served, news, or any information, at any hour of the day free of charwe. These facilities are a great conve- ience, and will be appreciated by the customers of Tax Star. What General Sherman Doesn Kuow About Pavements. General Sherman declares, in a published let- ter to a gentleman of Chicago,—after first tell ing him that he has ~seen the strevts of Pom- Fell and drives along the Appian Way at Fome,”—that in his judgment “the only pave- ments which will endure are the Belgian and the Macadam,” and he furthermore confidently expresses the opinion that these will yet tak the place of the excellent asphalt pavements now laid In the streets of Washington. What the eminent soldier probably meant to say was that the two pavements named will last longer with less cost of repairs than any others; for it Inay be taken for granted that no pavement will ndure,”—the primary meaning of which term 4s “to continue In the same state without perish- ing."—under constant and hard usag’ it ts promptly repaired when broken, and prop- erly cared for at all times. If such was his meaning, @eneral Sherman is undoubted!y correct In his first proposition. But fs endurance or durability the only quality to be taken ito account, or the only element to be considered in the selection of a street pave- ment? Ifso, why does not Genera! bimself wear iron hats and woode: and recommend them for the soldiers under his command? And ts the pavement which ts best adapted for one locality or purpos# necessarily the best for all localities, and for all purposes? No person of common sense, not ev Sherman, himself, we take it, would claim that. For acommerctal or manvfactur- ing city. where heavy hauling 1s the rule, the Belgian block pavement ts undoubtedly the best, Or atleast as good as any, and for suburban roads and park drives the Macadam, If properly constructed and cared for, probably has no s rior, if an equal. But for a city made up iarg of private residences, where smoothness, clean- Wimess and silence are essential, and whose ‘Streets are used mostly for light driving,—such a city as Washington, for example—the first named f= too rough and nosy, and the latter ts too dusty or muddy, according as the weather may be dry or wet. It is too late a day in the world’s civilization to sacrifice everything else to the mere reduction of expenditure in dollars and cents. The rights, feelings and comtort of those living in the near vicinity of streets and roadways, and of those having to use them, are entitled to consideration not less than the mere question of economy and durability of material, just as the soldiers have a right to be protected from the use of iron hats and wooden shoes, because they happen to be cheap and lasting. It will deeply pain the citizens of Washington to be obliged to differ with General Sherman fn apy matters involving opinions or judgment, but It is nevertheless safe to assure the world and his Chicago friend tn particular that they do very widely differ with him on the points he has ralsed. In the face of his having seen the streets of Pompeli and driven along the Appian way at Rome, ninety-five out of every hundred Of her citizens consider the best asphalt pave- Maent now laid in Washington as the very best for their uses, all things considered, that has yet been devised; and In spite, also, of his conti- ent prediction, they will never consent to ex- change it for either the Belgian orthe Macadam asasubstitute. These, however, are only mat- ters of opinion, and Gen. Sherman has the same right to his views that other people have to theirs, and the same right. furtheraore, to ex- press them as freely and as loosely as he Sees fit. But when he comes to state ments of facts he should be more ex- Plicit and careful. Further along in his let terhe assures his correspondent that “ most of the asphaits in Washington have cost from 10 to 30 percent a year for repairs.” This is neither Intell:gible nor true. Had he contined his re- Marks to the old coal tar mixtures formerly used here there might have been some ground for them, but they de not apply in any sense or in any degree to the asphalt pavement lately laid down. With its foundation constructed as it now Is that part oP the work is good for a hundred years or more; hence all the repair needed is a little smoothing over of the surface when broken, and this, it Is safe to say, can be done when promptly attended to at an expense Bot exceeding two per cent per annum onthe original cost of the work. The asphalt pave- ment On some of our streets has been in use now for seven years, with {ts surface is firm and as smooth as when first laid, and in that time mot a cent has been expended for repairson It. ————~+e-—___ The mutilation of the colored cadet, Whitta- ker, at the West Point Military Academy, is the most revoiting of the many outrages committed by our festive military cadets. The enstom ot hazing has been kept up, in defiance of lawand of orders, but the assault upon Whittaker indl- cates a want of all the restraints that usually exist in civilized institutions The motive, no doubt, was to so humiliate the colored cadet as to drive lim from the academy anid deter others Of his race from seeking admission thereto. The authorities cannot afford to rest a moment wattl the perpetrators of this outrage shall b: discovered and properly punished. The man Was assaulted and overpowered In his owa room: and it is not likely that any enemies from out- Side the academy could have gained such ea: and quiet access to his chataber. One of the rea sons Invariably assigned by those reformers who advocate the abolishment of the West Point Academy is that the cadets acquire, along with thetr military education, a disregard for or even contempt of the civil Institutions and laws Of the laud. If there 1s any ground for thls assertion, the cowardly assault upon this cadet furnishes an excellent opportunity for maxing such an €xample of the perpetrators as will awaken a whe!esome regard for civil law among the cadets. i The result of the parliamentary elections in the Gladstone's victory, aid yet there are grave Goubts as to whether that gentleman will take the position tn the new government that vic- tory assigns to him. In regard to his inten- tions Mr. Gladstone has been, since a liberal triumph was assured, non-committal, and this rather implies tnat he 1s not unwilling to form the new ministry. After the defeat of his party and his retirement in 1s74, Mr. Gladstone did formally step down from the leadershtp of t Wberals and announce that while he had un- bounded faith in the future triumph of his po- litical principles, he had no desire to ever again Share the burdens and responsibilities of oftice. Lord Hartington became the chosen head of the party, and though he occuptes that Position now, all the honor and glory of the sweeping party victory belong to Mr. Gladstone. When the latter expressed his dis- taste for public office the prospect of hi being able to command one was very remote. It was just after his defeat, and he probably feels quite differently on the subject now. In this coun- try there ts an evident desire tosee Mr. Giad- ‘stone assume the consequences of the political Fevolution he has created and take the heim of government.
