THE EVENING STAR. DOUBLE SHEET. WASHINGTON. SATURDAY............ March 27, 1880. CROSBY 8. NOYES....Editor. The Evening Stor has a regular, perma- ment, bona fide daily circulation more than double that of any other daily paper published in Washington, and equal tothat of all the other daily papers here added to- gether. The ossie Move Against the Wash- ington Monument, We hope there ts no truth in the report that the committee on public buildings and grounds Propose to bring ina bill to appoint a joint com- mittee, to sit during the recess of Congress, for the purpose of seleciing a plan and mattog ar- rangement~ for the completion of the Washing- ton monumeni. A step of this character is hostile to the construction of this long-delayed work, is a reflection upon the committee for the District of Columbia in the House, now charged by the House with this matter, and means a Sus- pension of present operations, and a plunge into the sea of rival designs and most cos*ly monu- ments, with the hopes of bringing up from the eep some other design to take the place of this imposing obelisk. It means that no effort 1s to be spared to prevent the completion of the present, monument, or of any monument, what- ever; for from the well-known excessive cost of the architectural designs suggested,—from three to five million dollars,—it is quite certain none of them will be adopted. :The determination to complete the national * Washington monument was settled by Congress in the act of August 2d, 1876, and not one of the numerous reports, by special or regular commit- tees in elther branch of Congress, from the time the corner-stone of the existing structure was taid to the present moment, has been adverse to its completion. We have personally examined the work now going on upon the monument, and are convinced that every obstacle to the successful ccmpletion of the obelisk has been overcome by the joint commission having the work in charge; and we feel sure if the general sentiment of the people of the country could be consulted it would insist upon pushing the shaft to completion with as little delay as possible. Certainly the people who selected the design for, and have built what is now existing of this monument, would not be inclined to stultify themselves by pulling down their work, or by covering it with an Italian campaniie, —_-+-—___ The action of the regular democratic state committee of New York yesterday shows that “filden’s hold upon itisas firm asever. Only ‘three members manifested any sort of opposi- tion to the carrying out of Tilden’s plans. By its course in referring the entire duty for which it was Called together—the selection of time and place for holding a state convention—to a sub-committee the committee betrayed Its fear of the antl-Tilden sentiment. This was an un- usual proceeding, and it was done to prevent ‘Tammany from carrying out its threat of hold- ing astate convention atthe same time and place. If Tilden has the grip upon his party in New York that 1s claimed .by his friends why need he fear an opposition convention? The call must be made public, and no doubt John Kelly will follow it immediately with a call for the assembling of his friends, “They nfanage these things better in France.” In Paris, the moment the surface of a street is broken workmen are set to work repairing it, almost before it has become fairly noticable to passers by. In tact, repairers are kept con- Stantly in the fleld there, generally doing a jarge part of their work at night. Thus it is that the streets of that city are made the stand- ing admiration of the world, and kept so, too, at a minimum of cost in money as well as at a minimum of inconventence to trave! and busi- ness. In Washington, on the other hand, the rule seems to be to let a break in the street sur- face get about as bad as it well ean before tak- ing it in hand. A forcible illustration of this policy may be seen at the turn from Pennsylva- ‘ia avenue into Fifteenth street, and dlong that street to New Yorkavenue. There is no telling how many carnage springs have been iujured or how many wheels wrenched in this particu- lar much-traveled locality, but the damage of that sort must already be considerable; and the repair to the street itself; which at first would have required little or no outlay, will presently cost quite a round sum. Other places in the city may be nearly or quite as bad as this spot, but it ts referred to as an easily seen specimen ot what is complained of. Whether the authorities or the street contrac- tors are directly to blame for this state of things, we do not know. Nor ts tt material, But what is apparent and material ts the fact that this practice fs not good administration nor true economy. Layin aside all questions of how the comforts and rights of the people are affected in the matter, there is no branch of public or private economy where the old adage that “a stitch in time saves nine” applies with 0 much force asit does to the care of streets and roads. —__-++e-___— ‘The Cincinnati Commercial says that Stanley Matthews and Judge Taft are the ‘‘great Grant Men” in that corner of the state, but it does not think they will work well enough together to carry Hamilton county for their candidate. Itsays: “We understand perfectly the opposi- tion to Sherman here. It isin the ring that has been fastened upon us for some years, and 1s composed of members of both political parties allied for the purpose of making personal profit out of public affairs.” It says, further, that the democrats are “Grant men until he is nomina- ted,” and they will aid in helping along the boom. The Commercta/ flatters itself, however, that the exposure of the scheme will assure its defeat. ae ‘There is no prospect of an alliance between the democrats and greenbackers in Connecti- eut. The latter refuse to listen to any proposi- ton of the kind, even from their own party. They have deposed Alex. Troup, about the ablest greenbacker in the state, from their State committee, because he advised a union with the democrats tn the approaching elec- tion. The greenback-labor party seems deter- mined to playa lone hand in the presidential game, and the rapid manner in which their numbers have declined during the last year or ‘So indicates that there will be but few mourn- ers over their fate. It will strain the party machinery to find followers enough to compose electoral tickets In all the states. An attempt will be made to bring the inter- state commerce question before the House next week. Mr. Reagan intends to offer his bill as a substitute for the Henderson bill, providing for a commission to investigate the subject, and he (Reagan) believes his bill will be passed, not- withstanding the adverse action of the com- merce committee.
