SS THE EVENING STAR. WASHINGTON. THURSDAY . March —— CROSBY 8. NOYES.... Editor. — Zhe Evening Stor has a regular, perma- ment, bona fide daily circulation more than double that of any other daily paper published in Washington, and equal to that of all the other daily papers here added to- gether. —— ‘The Double-She et on Saturday. Advertisers and newsdealers will confer a favor by sending in their orders as early as practicable for next Saturday’s enlarged and extra edition. The number of mew advertise- ments thus far printed in March reaches 1,415. ‘The issue of last Saturday was the largest regular one ever printed, necessitating a second edition to fill increased orders. — ‘Tilden and the Solid South. It has been hinted that in the event of Til- den’s nomination at Cincinnati he would take a new departure in politics, and by throwing off the south, Attempt to secure his election trom the north. Even as ardent a bellever in Tildea as Montgomery Blair has openly advised this plan, in published letters, wherein he spoke of the southern democrats as “secessionists.” Now, the Utica Oserver, a confidential organ of ‘Tilden, and whose editor was the latter's blogra- pher, says: ‘We do not think it 13 safe to count on a solid south this year.” It considers it probable that Virginia, Texas, Louisiana and Florida may be carried for Grant. This declara tion 1s significant, taken in connection with previous hints in regard to the Project of strengthening Tilden in the orth, in case he gets the nomination, by turning the south, or part of it, against him. ‘This may account for Tilden’s apparent deter- mination to fight for the nomination tn spite of the hostile sentiment towards him in the south. He has been advised by candid and sincere dem- ocrats, who are not unfriendly to hiin, that he could not carry the solfd south. Still he per- sists in his candidacy, a course which indicates either that he is blind to southern opposition to aim or that he has some plan that promtses his election without the solid southern vote. The theory of the new departure, so far a3 it has ‘been developed, is that the very fact of a solid south supporting a democratic candidate weakens him in the aorth; that it keeps alive the sectional issues which always benefit the republican party; that to drive some of the southern states Into the opposition woul relieve the approaching canvass of all the questions which have been prominent in politics since the war, and result in forming new party alliances that would send saveral northern states into the democratic column. ‘Such a plan might, possibly, send all the south- ern states together over to the opposition, and though this would demolish the calculations of the new departure, it does not seem to have been considered. In the present state of politi- eal feeling in the south, any influence that ef- fects a change in one section is likely to operate Similarly all through those states. The feeling that jinterest bind them together still exists, and though it is diminishing, it Is not likely to grow weak enough. this year, to admit of a gen- eral break-up politically. ee ‘ One objection urged to the bill now pending in Congress to establish a territorial govern- ment tm Alaska is that there are not enough white male adult citizens there to fill the offices it is proposed to create, and at the same time carry on the other kinds of business that are essential to acommunity. Out of the two hun- dred and fifty white citizens of Alaska only fit- teen are entitled to vote. The pending bill pro- vides for a governor, a secretary, five judges, a delegate to Congress and other functionaries belonging to a territorial government. The salaries attaching to such offices are not high enough to induce men to leave the United States and live in Alaska, consequently those men now ocated there would have to run the govern- ment. They would be driven to the necessity of making the women citizens In order to get a jury to try a case. Otherwise, one or more of the judges would have to temporarily abandon the bench for the jurors’ box. A delegate to Congress could be elected by eight vot a his mileage bill, when he reached Washi! oO, would call fora round sum. It would bea pev- ernment in which every citizen could have an office, and while this sort of thing ts pleasing to many American citizens, it is doubtful if any great number would go all the way to Alaska to share in it. +e -—___ ‘The dead-lock in the House over reference 0 the Townshend tariff bill has been prolitic of personal disputes and unparliamentary passages between members. The Speaker has been se- verely criticised because of some of his rulings, and, in fact, bad blood has been stirred up all round. The best part of the session last night, however, was devoted to good-humored raillery, bat the actual business in hand had to be vir- tually laid aside before that state of feeling was reached. As far as any effect upon the political sentiment of the country 1s concerned, the democrats are the sufferers by this collision. ‘Theirfparty is divided and partially demoralized, while the republicans are solid aad harmonious. ‘The free-trade democrats will censure their party in Congress because of its failure to accomplish any tariff legislation, while the pro- tectionists will curse the folly of introducing the subject. There are free-traders among the republicans, but as their party is in the minor- ty, and therefore not responsible for legislation, they can afford to vote with the leaders on their ‘own side of the House to keep alive the question that divides the democracy. It is apparent that the free-traders are in the minority on this Question as it stands, and their ultimate defeat ‘will not be calculated to inspire any better fael- ing among the democratic brethren. re __. The English parliament has been dissolved and the lords and commons are devoting them- Selves exclusively to labor in the political field. The anxiety for re-election and party success ‘was so great that comparatively few waited for the dissolution to set about looking after a new lease upon their legislative seats. The Queen's Speech was full of congratulations upon *ae happy situation of national affairs ana the bright prospects surrounding Great #ritatn. She anticipates with confidence we early re- storation of prosperity to Ireladd. Herassertion that the worst aspects of che famine in that distressed country had teen assuaged is hardly borne out by the rcpurts daily received of the suffering and starvation. The local authorities have succumbed, and ‘agreed that telegraph poles may be erected for the purpose of carrying wires into Music Ball As usual, in all moves relating to the dem- Ocratic party, Tilden was charged with being at the bottom of it. If there is anything calculated to help along a presidential candidate in the fact of his name being continually kept before the country, then Tilden has all the advantages of this agency. His friends credit him with all the good, and his opponents with all the bad, that Is done or suggested in connection with the ———-r-_____ It goes very hard with an Englishman to have to own up beaten by anybody, and especially ‘by a foreigner. Lorillard’s horse Parole was placed second in the Lincolnshire races last ‘Week on the claim of a cross or foul in running, although he came in ahead of all competitors, and the majority of witneases thought he fairly ‘won the race, and at the Nottingham races on Monday an effort was made to displace Mr- ‘the ground of alleged “insufficient description;” but this scheme was overruled.
