\wF ‘“‘—. £ Rg THE EVENING STAR. WASHINGTON. TUESDAY . -March 23, 1890. CROSBY 8S. NOYES.... Editor. fhe Evening Star has a regular, perma- ment, bana fide daily circulation more than double that of any other daily paper published in Washington, and equal tothat of all the other daily papers here added to- gether. ————— ‘Tax Stax has a direct wire from its news room to the Western Union Telegraph office in New York city, from which wires radiate to all parts of the @lobe, and is therefore enabled to secure the latest news by its own operator from every quarter up to within a few moments of going to press. It is the only evening paper south of Philadelphia which re ceives excinaively the Associated Press dispatch What To De With Tildeu. Ex-Governors Seymour and Robinson repre- Sent opposing elements of the New York democ- racy. Though the former has not, for some years past taken an active part in politics, it is Well known that he is, by no means, an admirer of Tilden. He was very willing to retire from politics when Tilden came to the front as the leader of his party. Ex-Governor Kobinson, on the other hand, 1s one of the chiefs of the Tilden faction. He was made-governor through Til- den’s Influence and ran for re-election last fal! as the latter's representative. These two promt- nent democrats, though holding widely differ- ent views as to party policy, agree upon one very important point. In recent interviews both of them expressed the opinion that party harmony in New York could not be restored by means of conferences, called for that. purpose. Mr. Seymour said that in nine cases out of ten plans for harmonizing party differences excite ill-will rather than good-will, because they “always have a suspicious look of contrivance for personal or special objects.” Mr. Rob- inson said “the effect of all conventions or conferences, outside of those of the regular organization of the party for the Purpose of harmonizing the differences of the party would be simply to bring ruin to the party and satisfaction to its opponents.” Inas- much as New York is regarded as the pivotal state of the presidential election, and it being conceded that the democrats cannot indulge a hope of carrying it unless they enter the con- ‘test with a united and harmonious party, these utterances of two of the men whose advice Is likely to have great weight, are of importance. In the face of the opposition of such men, it ts not probabie that the project of calling a state conference in the interest of harmony will be carried out, or that it will be seriously thought of any longer. It will then devolve upon the regular organization—the state committee--to determine the fate of the party. This commit- tee will meet next Friday to call a state conven- tion. Tammény and its adherents have laid down their ultimatum—that Tilden must be ruled off the presidential track. The general Supposition is that the state committee are ready f0 do Tilden’s bidding, and will, there- fore, refuse, no matter what results may fol- low, to consider any plan that does not contem- plate his nomination. Should this estimate ot the committee’s status prove the correct one, there will be two democratic state con- ventions held in New York, and each will send a delegation to Cincinnati, thus bringing their contest before the national convention. But there are very good reasons to believe that since the state election last fall the feeling in the state committee with regard to Tilden has undergone a very material change, and that members who then believed he was the best and strongest man to head the presidential ticket are now convinced he could not be elected. It is apparent that a very determined effort to reunite the party through the action of the state committee will be made, and upon the result very largely depends the fate of the party in the coming election. The opinion that new light has broken upon the state commit- tee with regard to Tilden’s weakness as a can- » didate is not confined to his opponents. Such a Conservative democrat as ex-Congressman Mayham, who was until recently an ardent ‘Tilden man, believes it 1s necessary to shelve Tilden. and that the committee will take that view of it. The action of Tammany, however, in engaging 260 rooms at principal hotels in’ Cincinnati, is a pretty fair indication that Jonn Kelly and his followers donot hope to Kill Til-" den off short of the national convention. ‘The supreme court of California has deciied that the law prohibiting the employment of Cni- nese by corporations is unconstitutional, op- posed’ to public policy and in violation of the United States authority. This law was recently passed by the legislature in obedience to the behest of Kearney and his followers, and the haste that was displayed in getting it upon tne Statutes was severely criticised at the time. ‘The decision of the supreme court is just what was expected by all who took a reasonable and legal view of the law. Kearney and Kalloch are bitterly disappointed because the court has Consulted the requirements of the constitu- tion instead of the Wishes of the sand- lotters. The decision has furnished Kear- mey with a pretext to renew his ravings, and his disappointment is all the more bitter because some of the supreme judges were elected upon the workingmens’ ticket. In the Meeting of the Kearneyites yesterday, in San Francisco, talk of using rifles to put down the Chinese difficulty was indulged in and loudly applauded. The display of this sort of temper among his followers seems to have inspired Kearney with a little fresh courage, or rather to have prompted him to an assumption of cour- age. He has resumed his threatening language, but, admonished by his recent sentence, makes it general instead of applying it to individuals. Meantime, the citizens’ protective union is quiet, ‘but in good working order, and unless Kearney and Kalloch change their tone very much it is quite likely they will be called to a sudden ac- Count, within a few days. Under instructions from Judge Rives the jury in the first case against a county judge in Vir Ginla, for having refused or neglected to put negroes on juries, returned a veréjct of not guilty. In his charge Judge Rives stated that the government must prove that the names of DO hegroe€s were selected and put into the box by the county judge, and it must further prove that the pames were left off the list and ex- Cluded because of prejudice against them on ac- countof their race, color, or previous condition Of servitude. This would requtre not only the hs ft of a motive but the character of it, and ler Such ruling 1t looks as if the power to ex- ice hegroes from juries has not been curtatled by the Supreme Court decision. The position laid down by Judge Riyes may, however, be cor- rect from the law stand-point. —_—_-<+e--___ A prominent New Eagland democrat, amem- ber of the national democratic committee, ac- cording to the Boston Herald, confirms the in. ormation recently given to Tae Stak by a lead - ing democratic Senator from the east that Til- @en had abandoned all hope of securing the presidential nomination, and would, ere long, make known his determination to withdraw Mronithe race. While this may be true, the ac- tive contest going on dally in Pen isyivania to Secure Tilden delegates to the state conveation, 4m the face of the recent unfriendly action of the state committee, makes it appear as if the Old man was inclined to hang on for awhile Jonger. ———~_-+-—____. In a case brought before a United States com- missioner in Chicago to punish an employer for having intimidated his employés by threats of discharge into remaining away from the polis, in a local election, a decision was rendereft to theeffect that the fifteenth amendment does Not apply to white men, nor do the statutes made to enforce it.
