The Evening Star has a regular, perma- ment, bona fide daily circulation more than double that of any other daily paper published in Washington, and equal tothat of all the other daily papers here added to- gether. The Double Sheet To-morrow. Advertisers and newsdealers will confer a favor by sending in their orders as early as Possible for to-morrow’s enlarged and extra edition. The number of new advertisements printed in March thus far is 1,095, which is a decided increase over the corresponding period Jast year. ———_<re-__ A Bad Day for Tilden. The Tilaen forces were routed horse, foot and dragoons, in Pennsylvania yesterday, and there is no longer any room te doubt that the delegation from that state to the Cincinnaty convention will be overwhelmingly against the Gramercy park candidate. There are not a few leading democrats who believe that the action of the Pennsylvania committee will con- vince Tilden that he cannot get the nomina- tion and willinduce him to abandon the con- test. A prominent democratic Senator from the east remarked, with a knowing air, to-day, that “Tilden would not be in the way of democratic plans much longer.’ He is a man who has been well-informed all along as to Tilden’s plans, and the impression be intended to convey was that the latter would retire before the opposition that is manifested to his nomination. There was no expression by the Pennsylvania state commit- tee as to its choice for the nomination, but as Gen. Hancock ts the only citizen of that state prominently mentioned as a candidate it is gen- erally understood that the convention will de- clare for him. This is made more probable by the indications that Louisiana will instruct for Hancock. His native state cannot very well re- fuse to back him after other states have taken himup. And in this connection {t may be Stated that while there is nothing like a Han- cock boom, the interests of that gentlemanas a candidate are apparently in the hands of some industrious and enterprising politicians. Pam- Pphlets containing Hancock’s record as military governor of Louisiana and Texas, just after the war, and showing his desire to have civil law predominate, have been extensively circulated together with other documents calculated to produce a good impression upon the democratic mind. —————~-—___. ‘The New York Times unsparingly denounces the scheme to divide the New York city pat- ronage between the republican machine and Tammany by means of a new charter. It says: “If the republican legislature and governor are prepared to seize upon the offices of New York city as partisan spoil, let them do it frankly and openly, and not in the sneaking, underhand Way proposed by the new charter.” The Times further predicts that the consummation, of what it terms the bargain between the republican machine and Tammany, will defeat the republi- can partyat the polls next November. There has been a growing suspicion for some time, in ‘New York, that a secret understanding, exists between Tammany and certain leading republi- can managers, by which the latter were to re- ward the former with what it must have in order to maintain its organization and power— official patronage. For the republican legisla- ture to pass the new charter bill would be to confirm this suspicion, and the effect would be damaging to the machine. The charter plan is to invest John Kelly and John J. Morris, a ma- chine republican, with entire power over the appointments to city offices until January ist, 1881. The bitter opposition developing within the republican party to the scheme may induce the machine managers to call a halt and abandon it. ————-o+e-___ So vast is the empire of Russia that it is al- most impossible to conceive its great size by merely studying a map showing it8 widely sepa- rated boundaries. Hardly anything, indeed, short of personal observation in travel through the country, enables one to fairly comprehend its magnitude and the varlety and character of those who Inhabit its numerous provinces, of which little is now known to the outside world. This is shown by the experience of Prof. Nor- denskjold, the celebrated Arctic explorer, who, in the course of his travels, had occasion to ‘spend considerable time on the northern coast of Russia, Here he found astrange people liv- ing on the extreme confines of Siberia, calied the Cinckl—a comparatively unknown race, ‘Without religion, without government and with- out crime; their passions are subdued by the cold and their wants extremely limited, their principal efforts being directed to combat with the tee. They Ike, however, brandy and to- bacco. Prof. Nordenskjold also found in one of the remote provinces a Russian official, whom he styles “‘a kind of governor,” who was not even aware of the existence of St. Petersburg! After this, those who prate so boastfully of the immense extent of the great American repubiic ‘Will do well to do so in a low ki Mr. Plimsoll, who is known as the sailor's friend, has a “reform” measure before the British Parliament that is of interest to this country, as its enactment into a law would affect the cost of the exportation of grain from the United States. He proposes to require ves- sels, in loading grain, to put it in sacks instead of loading it in bulk as now. The custom of loading in bulk, he says, causes a good many disasters, because when, in a storm, the vessel Pitches to one side the grain shifts that way and prevents the ship from righting herself. ‘This could be avoided, according to Mr. Plim- ‘soll, by putting the grain in sacks. It fs con- tended by vessel owners and others engaged in handling grain that simply putting it in sacks Would not prevent its shifting any more than in bulk, unless the sacks are confined in bins. To enforce Plimsoll’s idea would increase the cost of transporting grain across the ocean, and in ‘that aspect It becomes of interest in this coun- try. At present, though, there does not appear to be much Lionas fed the passage of this bill. It ts not often that a long established and once prosperous newspaper is compelied to suspend for want of patronage, but such things do occur Occasionally. A striking instance of the kind {s furnished by the Greenock (Scotland) Advertiser, Which, after having been published for seventy- @ight years, and a large part of the time as a dally journal, found itself obliged to cease pub- Ucation last month, to avoid further loss.
