NOYES....Editor. double that of any other daily paper published in Washington, and equal to: ‘of all the other daily papers here added to- gether. ————— Our Police Force. ‘The bill reported by the Senate committee on the District of Columbia for an increase of the police of the District has a section repealing the law that all appointments upon the police force Shall be men who have served in the Union army or navy. Some of the Washington qer- respondents have attempted to make party capital out of this, by insinuating that the pur- pose of the repeal of the section was to open the way for the employment of ex-rebels on the police force. This plece of political clap-trap is unworthy of the intelligent correspondents who make use of it. They are in a position to see the urgent need there is that the police force of the District of Columbia should not only be imereased in numbers, but that it should be composed of the best and most useful material. ‘The act of Congress requiring that the appoint- ments to the police force here should be made from ex-soldiers is a piece of buakum such as Congressmen are too apt to avail them- selves of for home uses, to the disadvantage Of the people of this District. What reason is there why the authorities of Washington, more than those of Philadelphia, New York, Boston, Chicago, Cincinnati! or St. Louts, should be re- quired to make up their police force from a particular class? Certainly no city in the coun- try has more urgent need for a thoroughly effi- ¢lent police force than Washington, and our authorities, instead of being restricted, should have the fullest range to get the best material possible, in the way of vigor, intelligence and local knowledge. Our police department should not be maintained as an asylum for office-seek- ers from any part of the country, whethey they are ex-union or ex-confederate soldiers. —___++-_ Tilden’s Battle for Pennsyivania ‘To-morrow. To-morrow will decide the fate of Tilden as a candidate for the democratic presidential nom- iaation. The struggle for supremacy in Penn- sylvania between the Tilden and anti-Tilden factions is being conducted upon the war-to- the-knife principle, because it is believed on both sides that the vote of that state will de- termine the contest. The influence of all the great leaders is to be contentrated upon the state committee in fts meeting at Pittsburg, and if Tilden can be beaten his opponents be- leve that {t will drive him from the field. Speaker Randall, leader of the Tilden forces, has written to members of the state committee accusing Senator Wallace, the anti-Tilden leader, of having connived at the recent con- firmation of Mr. Kerns, for U.S. marshal at Phil- adelphia. The Speaker informs the committee that he protested against this confirmation, but was overruled by Senator Wallace,who was act- ing in conjunctioa with Senator Don Cameron. Marshal Kerns is made an important factor in the fight by the Tilden men with the view of breaking down Senator Wallace’s Influence with his partyin Pennsylvania. Wallace as chairman of a Senate committee investigated the last Congresstonal election in Philadelphia, and submitted a report to the effect that Mar- shal Kerns had appointed a large number of Political strikers of very bad character as deputy marshals at the polls. The Randall-Tilden party now allege that Senator Wallace connjved atthe confirmation of Keras upom his reap- potntment by the President recently, in conse- quence of a bargain made with Senator Cam- eron. In this way they attempt to make it ap- Pear that he is secretly plotting against the de- mocracy, and upon this charge they hope to de- stroy his power with the state committee. Sen- ator Wallace has met this charge by letters of bis to the Senate judiciary committee, urging the rejection of Kerns and giving reasons therefor. He has also been per- mitted to show why several democratic members of the committee voted for a favorable report upon Kerns in spite of his (Wallace's) opposition. Senators McDonald and Garland, who were members of the committee that in- vestigated Kerns, held that it was not shown that he knew of the bad character of some of his appointees as deputies, and that upon the whole his conduct had been that of a very fair Man, and therefore they saw no valld reason why he should be rejected. They, as members Of the judiciary committee, voted for a favorable Teport, and when the nomination came before the Senate their view was concurred in by other democrats, who voted for confirmation. if the anti-Tilden men are in the majority in the committee it is their purpose, so It is sald, to depose the chairman, a sworn Tildenite, and choose a new one. The chairman of the state committee makes up the list of delegates to the State convention, and in the exercise of this fuuction it is possible for him to give his side of the question a majority by entering contested delegations iriendly to his views. —_—__~-o-—____. ‘The recent decision of the United States Su- preme Court affirming the validity and consti- tationality of the Federal election laws has not, as the pending debate in the House of Repre- Sentatives shows, taken that question out of Politics. The democrats appear to be nearly as much determined to refuse to appropriates money for the pay of special deputy marshals as they were at theextra session. In this re- fusal they present a political issue which the republicans very readily take nold of, with the purpose, apparently, of making it appear that the majority in Congress are antagonizing the Supreme Court. Should the democrats, by the legislation of this session, refuse to recognize the validity of these election laws by refusing or neglecting to provide money to enforce them their action will be made one of the live issues of the coming presidential cam- paign. The republicans make no secret of their belief that this would be aquestion upon which they could fight with every assurance of success. There are influen- ential democrais, however, in both houses of Congress, who are not willing to see their party Placed in this position, and they are doing all in their power to prevent it. The number of these Conservative democrats is larger than in the extra session, and their policy is to amend the election laws in a manner that will be accepta- ble to the President and at the same time re- eve thera of some of the objections urged by the democrats. They are opposed by the major- ity of their 'y, who insist that, notwith- standing the Supreme Court decision, no legis- lation shall be enuted in recognition of the elec- tion laws, or provid'ng money to enforce them. It is noticeable, though, that the party press does not unanimously endorse this extreme ‘View, as was the case in the extra session. On ‘the contrary, very many of the most Influential Gemocratic papers advise Congress to recognize ‘the election laws and amend them, if they can, ‘but in no event to put the party in the position Of being arraigned as “revolutionists” against the executive and judicial departments of the government. —————~-____ Apropos of the story told by a London paper Of the death next morning of one of the thir- teen guests who happened to sit down ata din- ner party recently given in that city, Mr. White- Jaw Reid, of tho New York Zridune, tells of a dinner party he attended in Washington seve- Tal years ago, when the number of guests pres- ent happened tobe thesame “unlucky num- ber,” every one of whom is now alive and in Detter health than then.
