NOYES....Editore Zhe Evening Star has a regular, perma- ment, bona fide daily circulation more than double that of any other daily paper published in Washington, and equal to that Of all the other daily papers here added to- gether. ——_—_—_—_————— ‘The Shadow of the Coming Count. ‘The apprehension that disputes may arise Over the count of the electoral votes, next Feb- Tuary, unless some law or rule to regulate the whole proceeding shall be enacted in advance, is felt in Congress, as well as outside of it, but the democrats are apparently puzzled as to ‘What they ought to do. Any new lawon this gubject would be regarded with suspicion and, probably, condemned as a partisan measure. In the last Congress the Senate—then repub- lican—passed a Dill to regulate the electoral count, but it was permitted to die in committee in the House. This created a suspicion among republicans that their political opponents were ‘Waiting until they should have a majority in both branches in order that they might Provide a law to sult democratic interests. ‘The democrats, however, then claimed, that that very bill was a Trojan horse filled with ingenious republican schemes to control the count in the interests of the minori- ty. This feeling of party jealousy and suspicion seems to have increased since then until every move made in the direction of regulating the count of votes for President and Vice President hhas come to be regarded as a scheme in the Interest of one party or the other. This has led ‘to the serious consideration of the proposition to revive the twenty-second joint rule. The democrats who favor this course do so upon the ground that as the rule was originated and en- forced in the presidential counts of 1865, 1869 and 1873 by the republicans, the latter cannot consistently object to it; that the revival of a republican rule would relieve the democratic majority of the imputation of seeking to take any partisan advantage in the ap- Pproaching count. This argument has had Aa great deal of weight, and the indications are that If any positive action is taken by the ma- jority it will be to revive this rule. Those who ‘object to this plan have not yet suggested any- thing better, but the objectors, as a rule, con- sist of Congressmen who are in favor of simply doing nothing at allin the premises. They ad- vise that the count be left to the two houses, as it was in 1si7. There appears, though, to be & majority sentiment in favor of relieving the public apprehension of dispute and disagree- Ment by providing some definite system of counting. In view of the probable revival of the twenty-second joint rule, its provisions are Of considerable interest. It was adopted on February 6, 1565, and requires the count to be Made on the second Wednesday tn February, Succeeding the presidential election. The two houses must meet in the hall of the House of Representatives at 1 p. m.; the president of the Senate to occupy the chair and the speaker to be provided with a chair immedi- ately upon the left of the former. One teller is appointed by the Senate and two by the House, ‘to whom shall be handed as they are opened by the president of the Senate the certificates of the electoral votes.” After Teading the certificates the tellers must make a Uist of the votes as they appear, and when the Votes are countei the result is handed to the president of the Senate, who announces it, “which announcement shall be deemed a suf. ficient declaration of the persons elected Prest- dent and Vice-President,” and together with the list of votes must be entered upon the Journals of the two houses. When a question arises in regard to the count of a vote the Sen- ate must withdraw, and the question must be Submitted to each house for its decision sepa- Tately. No vote that is objected to can be counted, except by the concurrent vote of the two houses. In other words: both houses must agree that the vote of a state is all right before itcan be counted. The chief objection heard from democratic sources so far, to the rule, is that it confers too much power upon the presi- dent of the Senate, in making his announce- ment of the count “a sufficient declaration of the persons elected.” ——_<+e-___. ‘The bill in relation to tramps, street-beggars and vagrants generally, yesterday introduced in the Senate by Mr. Rollins, is the same that Is in force in New Hampshire, where its operation hhas given very general satisfaction. Mr. Rol- Mins is a member of the Senate District commit tee, and, after a careful study of the condition of affairs in Washington with regard to the large idle population here, he is satisfied that a Tigid law 1s necessary to relieve the community Of the tramp and street-begging nuisance. The Capitol grounds are infested daily with beg- gars of all ages and colors, and members of Con- gress as well asothers are importuned at al- Most every step for alms. Mr. Rollins’ bill will, at any rate, bring this subject before Congress, and as members are no more exempt from the annoyances of the vagrant classes than other Tesidents of the city they will probably feel called upon to relieve themselves and others by the enactment of a wholesome law. ‘Talmage is nothing, if not a rambler and jumbler in the pulpit, but he occasionally man- ages to hit a protruding nail pretty squarely on the head for all that, Witness the following from his last Sundav’s sermon: “Thate your perfect men. I tell you a roaring, roistering, bouncing sinner tsn’t so repulsive tome as one Of that sort of higher-life men.” Since in the order of nature railroad accidents Must happen, the one which befel the West Chester road near Philadelphia yesterday, and chronicled in our news columns elsewhere, may be set down as about the correct thing. The train which suffered most in the meeting was A special one, used by the president and direc- tors of the company in a so-called tour of in- Spection, and it was these gentlemen who Mainly had to stand the racket of the collision. After this experience it 1s safe to say that an accident of this sort is not likely to happen again on this road, at least during the official term of the present board of directors. There 4s nothing like knowing how it is yourself. It comes to light now that the pilot of the Bteamer Montana was below and asleep when that vessel stranded a few days ago in the Irish channel. The narrow escape from an awful preset made imminent by the paralysis of the pilot on a new York ferry boat, while cross- ing North river some time since, has led to having two pilots constantly on duty in that Service now. The loss of the Montana ought to Jead to a similar precaution on sea going ‘vessels, specially when they are in what are known to de dangerous localities. —_-—___ “Whether he gets to be President or not, Sec- Yetary Sherman can draw consolation from the fact that he has won both good will and Iriendly comments by his recent letter, stating Ibis position before the country as a candidate for nomination.
