The woman, who seemed to have no idea of the serious nature of her offense, screamed and swooned when made to under- stand what had happened. DEATH OF Hon. THE COLUMBIA RaiLRoAD Company has ad- dressed a communication to Chairman Harrls, of the Senate District committee, in reply to his letter regarding the taxation of street railroads. ‘The communication states that there are two charges against the company, one of $1,490.63, for laying improvements adjacent to its tracks, which the company is inclined to be- Heve correct, aad, if it ts, will not hesitate to y it. The other charge, amounting to 11,665.04, is for the revision of assessments st the several street railroad compantes tor the pavement of the carriage way. Each ae of this “charge” 1s examined separately, ey, questioned, stress being laid on the i the company never asked any revision and the Commissioners in making it clearly vio- jated the law. On_ these points the company Says: “If the facts as we have presented them are correct, It is certain that the assessments or ‘revision’ are not only egal, but without any Justification or excuse; ant is impossible for us to concelve how the Commissioners in their communication of February 14, 1880, could re Tesent the assessments as die or truthfully represent them as ‘revision.’” Ri ng the Second question, the reply states: “It is difficult to conceive how, in view of the provisions of the law, any question can exist as to the power to collect i assessments and taxes, It Is only when these are arbitrary and unauthorized that difficnities can arise in their collection. At the session of this conference, in the 9th street M. P. church, yesterday afternoon, the president, Rev. D. W. Bates, submitted his re- port, showing that he had during the year traveled 6,000 miles, and visited seventy-eight | charges. Reports from forty-five charges showed an increase of 2,000 members. Two ministerial members of the conference, Revs. T. M. Bryan and William C. Li ean died during the year. A memorial chapel built. corner Lafayette avenue oa Gilmor street, Baltimore, and dedi- cated Jast September, and two new churches ere. built of the Caroline circuit. “Certain minor changes were suggested in several cir- cuits. The subscriptions to the Western Mary- Jand college fund have reached $25,000. At the conclusion of the reading the question “Shall the president's character pass?” was asked, to which Rev. J. T. Murray, of Georgetown, re- plied that a charge affecting the official charac- tr of the president had M filed with the standing District committee. This question was not acted on and the election of a president was postponed until to-day. Rev. J. J. Murray was called to the chair temporarily and the standing committees were announced. This morning the conference reassembled, (enter devotional Chen conducted by Rev. A. Crouse), Rev. S. Hammond, president pro tem, and Reva | B. F. Benson ‘aud J. M. Holmes, ecretaries. Rev. Dr. J. T. Murray, from the standing dis- trict committee, submitted a - rt on the charges against Rev. Dr. D. W. Bates’ (presi- dent) official character, that. they’ were without foundation, having originated from a misunder- standing and mere rumor, and recommended that all’ references thereto be expunged from the records. The report was adopted by a rising vote, and the character of Dr. Bates passed by a similar vote. Dr. Bates then resumed the chair. Rev. Drs. Domer, of St. Paul’s Church, aud Rev. Mr. Baker, of Altoona, Pa, were intro- duced, a8 also Rey. Judson Swift, of Michigan. The committee on the claim of W. F. Penta for $5,199.48 for work done on the Starr chureh, Baltimore, made a report that they find that the conference is not nsible, the work havin ii done by Mr, Pentz on his own re- y ‘sion followed, in which it was stated macy Bro. A number of resolutions on this subject were offered and referred to Revs. W. M. Strayer, J. W. Chariton and J. W. Jones. Rey. J. R. Nichols offered a resolution looking to a division of the churches—making two con- ferences over the present territory—and ap- pointing a committee of three members and tw jaymen to consider the subject. Mr. Nichols spoke of the necessity of such action, stating that now there was too much work for one president, there being more changes than Sap- aths, and the time spent in each charge by the resident was so short that his visit wasscarc ly felt. THEIR Rates oF WaGes.—The Journeymen Union held a meeting last night at. of sth and E streets, the president, ME. B. T. ‘Webb, in the chair, and Mr. J. T. Chri sec- ro tem., and a full representation of the retary journeymen plasterer’s present. The roll of the union was opened and quite a large number signed it. Mr. Hamill, pee the committee on hail made a rt, also the committee on the books and records of the old union, both of le were adopted. The union then proceeded to elect a recording secretary, and Mr. Brook N. Edmonston was chosen, and Mr. Powell Graham was elected treasurer. The subject of fixing the rates of wages for the ensuing season was brought up as Unfinished business and quite a lively discussion followed, the general tenor of the remarks tter to fix the standard pe to govern the season, at Mr. ionston moved that the wages ed at $2.50 per day to take effect on the first of April and afterwards. This would give time for bosses who have unfinished con- tracts on hand, based upon the low rate of es last year, an opportunity to work up, at the same time give them a basis on which to make future estimates. Mr. Keenan made a stirring speech in favor of taking the bull by the horns at once. The present condi- tion of the plasterers of this District is truly lamentable, and frem the reluctance of many of them to come forward and join this union it did not look as if they were quite up to the sticking point of agreeing upon a fair price for their labor. He hoped none would swerve from Sey after it was once named and adopted. dmonston said there is a general dispesi- tien on the part of the plasterers of this Dis- trict to have a strong and powerful union. The meeting was hot a fair sample of what they can do when once organized, and they all mean to stick to the rates a upon. Mr. Keefe thought $2.50 rather much to expect at the present time. Before the season is over they can command more than now. Mr. Parkinson was in favor of $2.50 for wages of journeymen. It would not do to let the bosses ed the old rates now, but adopt what they leem to be just, and then all stick solid for their rights. Mr. Rosenberry thought the pres- ent moment the right time for fixing the rate of pay. Considerable discussion followed, and a motion was made by Mr. McGlue to put the price at $2.50 per day from the preseft time; lost. Mr. Keefe withdrew his amendment to put the price at $2 per day frora the Ist of April. The original motion offered by Mr. Edmonston, fixing the price at $2.50 from April ist, was agreed to unanimously. Messrs. Webb, Ed- monston and Webster were elected delegates to pent the unionin the Workingmen’s As- sembly.
