Zhe Evening Star has a regular, perma- ment, bona fide daily circulation more than double that of any other daily paper published in Washington, and equal tothat Of all the other daily papers here added to- oether. ———————————— ‘THe Stax has a direct wire from its news room to the Western Union Telegraph office in New York city, from which wires radiate to all parts of the Blobe, and is therefore enabled to secure the latest ‘ews by its own operator from every quarter up to ‘within s few moments of going to press. It is the only evening paper south of Philadelphia which re- Geives exclusively the Associated Press dispatches. =—— The Program at Cincinnati. ‘The prime move of the anti-Tllden democrats 1m the coming Cincinnati convention, will be to control the organization. In order to beat Til- den it is regarded as all-important to maintain the two-thirds rule. The action of the St. Louts convention in calling upon states to instruct their delegations in 1830 with regard to the repeal of the two-thirds rule, brings the subject before the attention of the next convention, so the Tilden men will claim. A majority vote will Settle the question, and the tactics of the anti- ‘Tildenites will be to prevent a vote. Theonly safe method of accomplishing this 1s to secure a chairman who will interpose “ parliamen- tary” rulings to stave off the two-thirds question. If, however, Tilden has the sup- port of a majority of the convention it 1s difficult to conceive how he can be beaten atany point. His supporters will be too wide- awake to permit the organization to be wrested from them, and if they secure that, the majority Tule will be substituted for the two-thirds in Shortorder. Leading anti-Tilden democrats in Washington concede to him the delegations from the New England states, from New York, New Jersey, Colorado, [llinois, Iowa, Kansas, Michigan and Minnesota, with a good chance of securing some delegates from the south. The states named will have 296 delegates in the Cin- cinnati convention, lacking only 74 of a ma- jority. In addition to the states conceded, Til- den’s friends claim that he will have Pennsyl- Vania, with 58 delegates, Kentucky, with 24 Votes, Louisiana, with 16, and parts of delega- tons from other southern states, with the 44 ‘Votes of Ohio to support Tilden as second choice. This would give him a good working majority, ‘Dut there is doubt about several of the states claimed for him, particularly Kentucky and Illinois, the latter of which will probably instruct for Palmer or Davis. Should Tilden’s friends succeed in bringing the two-thirds ques- tion before the convention on a motion to repeal, then a fight will be opened against such mo- tion that may last one or twodays. It will be claimed that the Tilden men seek to repeal it in order that they may make a nomination by the votes of states which cannot contribute any- thing to the election of a democratic candidate ; that the “good old rule” has stood for many years to protect the party against nominations unacceptable to the states that must do the Voting for it, and it should be continued in force. ‘The argument of the Tildenites will be that majority rule is democratic doctrine, and that thé convention of 1si6 condemned the two- thirds rule, and prepared the way for its repeal. Each day’s development of democratic feeling makes it plainer that Tilden isa very unpopular candidate in the democratic States. Throughout the entire.south there is but one prominent journal that advocates his nomination, while the others, almost unani- mously, protest against it. Every effort will be put forth to have the southern states send solid antt-Tilden delegations, and then, it is suggest- qd by leading members of Congress from that Section, if the republican states attempt to force the nomination of Tilden, that the southern delegations shall! protest, for the reason that he Cannot carry all those states. This plan con- templates the enactment of the role fammany Played in the last New York democratic con- ‘vention, and, though it is extreme, there are any number of prominent democrats who favor it, if Tilden’s nomination cannot be prevented by milder methods. Editor. It is the opinion of some that the dictionaries and newspapers which attempt to reform our Spelling begin at the wrong end, and that the most they can properly do is to readily accept whatever innovations come authoritatively from above them. It is argued that the authors of real literature, those who attain such emi- nence that the dictionaries dare quote them, Should first show their faith by their works, and that we must assume that they have no faith untli they thus show it. The abstract merits of the reform are another thing. Every- ‘body knows that much change in our orthog- raphy is desirable. But if the recognized authors all seek a change, only bediam will come at first unless they confine themselv one definite step at a time and take it toge ‘The reformers must creep before they walk. One thing at a time, and that secured before another is attempted, should be their law. One writer, however, of good literary standing, takes the bull by the horns. Mr. Arthur Gil- man, in a recent review of Morley’s Macual of English Literature, while spelling lke the rest of us in all other respects, knocks all the eds off his words, or refrains from put- ting an ed on them, and writes exprest, demolisht, clast, condenst, lookt, embarrast, referd, escapt, &c. Clast for classed, referd for referred, escapt for escaped, are rather radical for immediate success. Mr. Gilman, however, starts the reform at the right end. He 13 con- nected with the Riverside Press of Cambridge, and is executive officer of the woman’s depart- ment of Harvard. Like Howells and Bayard Taylor, he never went to college, but he is an a@uthority in early English, a member of the English Chaucer Society, and best known as the €ditor of the latest and most satisfactory edition of Chaucer. Now, if all the rest of Cambridge will go exactly as far as he does, and no fur- ther, ull we get all our eds knocked off, and then take another step, something may be accomplished in due time. But other men of Cambridge, whether they desire to retain their eds or not, will perhaps have each his own par- ticular innovation—and then there {s ortho- Braphical bedlam instead of reform. Mr. Gilman 48 not a great man in letters, but so far as we have observed he is the highest in standing who has gone so far, and bearded Joseph Worcester in his own den. Yet we ought not to expect a ‘man to spell right after editing Chaucer. ‘The Virginia legislature has adjourned sine die without passing the regular appropriation bills. It appears, however, that this omtssion ‘Will not necessitate the calling of an extra ses- sion, as money for the expenses of the state government can be paid out, under the old Jaws, at the discretion of the governor. An ex- tra session could not be convened, even for a few days, at an expense of less than from $30,000 ‘to $50,000, and, as the state ts but poorly pro- ‘vided with funds, it is stated that Gov. Holll- @ay is of the opinion that this outlay should be avoided. He will, therefore, direct the disburse- ment of money for ordinary expenses, under the acts passed by the previous legislature. ‘The important point in Secretary Evarts’ let- ter to the President anent inter-oceanic com- Mounication is the fact that he differs with the administration in regard to the Monroe doc- trine and its enforcement.
