THE EVENING STAR. eSNG LON: ‘TUESD. h 9, 1880. ee CROSBY 8, NOYES....Editor. es Zhe Evening Star has a regular, perma- ment, bona fide daily circulation mor than double that of any other daily paper published in Washington, and equal to that of all the other daily papers here added to- gether. ‘Tux STAn has a direct wire from its news room to the Western Union Telesraph office in New York city, from which wires radiate to all parts of the globe, and is therefore enabled to secure the latest news by its own operator from every quarter up to within a few moments of going to press. It is the only evening paper south of Philadelphia which re- Ceives exclusively the Associated Proaa dispatchos. The Political Situation. Both the republican and democratic parties, on the eve of the national campaiga, are handl- capped with an internal contest against what is popularly known as the machine. In the democratic ranks the fight between Tilden and his opponents is engaging all the attention usually, at this stage of a canvass, bestowed upon political opponents, and the republican party ts equally as badly torn up by the war- fare between the Grant men and the antt-third termers. The leading organs of both parties have joined in the war of factions,and the strong language employed by some of them will play animportant partin the campaign. The New York Whrid, for instance, is as merciless in Its criticisms of Tilden as the Tribune, It has de- nounced him as a “railroad wrecker,” a “cipher States@an.” etc., and has frequently accused him of attempts, in 1876, to bribe the South Carolina and Florida returning boards. The Tribune has not gone quite so far In its opposi- tion to Grant, but it has indulged tn criticisms that would furnish the democrats with excellent campaign material in the event the ex-Presi- dent should be nominated by the republicans. ‘The Cincinnat! Commercial, should Grant be the republican candidate, will have to revolt, or retract very mnch that it has sald. Mean- time, the machine in each party works right along, performing its funetions in spite of oppo- siffion. In the democratic party Tilden directs this silent, almost mysterious political system Known as the machine, and he ts evidently making it effective. The democratic leaders of recognized ability and standing are nearly all opposed to him, but in their whispered con- sultations they confess that they have but little hope of defeating him for the nomination. Tilden has played adeep game with his party, and his opponents have found it out too late, they fear. For two years past he has whispered into the ears ot prominent democrats that he was seriously thinking of retiring from politics; that he was too old, or had too much private business, to engage in another presidential race, and he had about determined to abandon the field. He only whispered this, however, to men whom he knew to be against him. At the same time that he was keeping alive the impression that he Would not be a candidate, he had agents ac- tively at work in some of the states arranging to secure for him the delegations to the national convention. His plan has been to secure the delegations from the republican _ states, and in carrying it out he has gen, erally ignored the democratic states. In Iowa, where the republicans have a majority of thousands, it Is mueh easter for a wily poli- tician like Tilden to obtain an instructed dele- gation than in a state that ts democratic or even doubtful. The minority party is usually disorganized, to a greater or less degree, and the state committee 1s permitted to exercise a great deal of power. Tilden kas been quietly, ®ut most effectively working to secure the dele- gations from republican states, and the great fear of the democracy now is that he may obtain the nomination by the votes of Such delegations, added to the vote of New York, New Jersey and Connecticut, which, it is conceded, he will get. The anti-Tilden democrats are directing thelr energies, Just now, to a defeat of the Tilden plan, and to this end every effort is being made to prevent him from getting the democratic delegation from Pennsylvania. Senator Wallace has taken charge of the anti-Tilden canvass in that state, while the Tilden forces are led by Speaker Ran- dall and Scott, member of the national demo- cratic committee. Of the delegates elected so far, a majority ts against Tilden, but in the counties yet to elect the figat fs being bitterly waged. The calculation is that Ohio and Indiana will choose anti-Tilden deiegations, and, it Pennsylvania can be added to the Ist, it is believed he can be prevented from capturing the nomination. In the republican party the fear that Grant May be nominated by the democratic states creates as mi uneasiness ag the Tilden scheme does in democratic ranks. The machine Managers, in both parties, want votes and they are not particular as to what states they come from. Up tothe present the machine in both parties appears to be ahead, but the large ma- jority of states are yet to choose delegates to the national conventions and the tide n turn. Should the machine win, in the end, and noml- nate Grant and Tilden as the opposing candl- dates, the former would be elected. no doubt, ‘because he ts a much more acceptable candidate to his party than Tilden Is to the democrats. As between the two, large numbers of dissatis- fied democrats would vote for Grant, while but comparatively few republicans would carry their dissatisfaction with the nomination o their party to the extent of voting for Tilden. ———~-____ The attempt of the Virginia readjusters to pass their repudiation bill over the governor’s Yeto, yesterday, failed by a vote of 19 ayes to 16 mays. The senate then adopted a joint resolu- ‘ton to submit the readjusters bill and the Ham- Alton substitute to a vote of the people at the general election next fall The house will, no doubt, concur in this, as it is the policy of the readjusters to keep the debt question before the people. That Is the only means by which they can preserve thelr party organization. The regular democrats (conservatives) are destrous of getting this question out of the way in order that the presi- dential canvass in the state may be fought upon Bational issues. With the debt issue removed ‘they feel confident that a large majority of the Teadjusters would support the electoral tcket of the democrats. The next legislature will not be chosen until the fall of 1831, and the demo- €rats take the ground that it will then be the Proper time to have a vote upon the settlement Of the state debt. Therefore, it is quite probable that the joint resolution will be vetoed. <—__ ‘The announcement by the Beaconsfleld cabl- Ret of a dissolution of Parliament took every- body by surprise. The supposition 1s that Beaconsfield, who has been feeling the pulse of the English people, concluded from the result at ‘the late elections in Southwark and Liverpool, ‘where the conservatives were victorious, that it ‘would be a good time to go before the country im ageneral election. Beaconsfield has made a good many mistakes in his administration, but it is evident that his aggressive war-like policy is more acceptable to the people of England than the peace policy of the liberals. ——_—_+ee___ It was all right, in the eyes of curiosity hunt- ers, etc., in the Khedive of Egypt to allow Cleopatra’s Needle to be taken down and floated Of to New York, but when it comes to carting ‘away stones from the pyramids with which to Duild a mosque in Cairo, it is all wrong.
