TBE NEGRO ASSAILANT ARRESTED AND FULLY IDENTIFIED. The assault bya burly negro man upona school girl, near Arlington, Va., last Friday, following so close upon a similar outrage in Washington, has aroused a degree of popular indignation unusual even in cases of this char- acter. ‘The best of law-abiding citizens begin to talk of lynch lawas a remedy that must be adopted Unless some means of adequate protec- | Ulon are afforded. The Arlington case has been asubject of general comment since the fact that the assault had been made was given in Saturday's Star. Conflicting reports of the affair were circulated in this city yesterday, some alleging that the negro assailant had been captured, and others that he had escaped. 'To- day @ STak reporter obtained from Mr. J. H. ‘tevens, justice of the peace at Arlington, the facts as developed upon tse preliminary exami- nation before him. Saturday morning last, a complaint was filed before Esquire Stevens, charging Samuel Brown alias Perry with assault with intent to commit, rape upon the person of Miss Conkling, a school girl, aged fifteen years, and datighter of Mr. J.’ It Conkling, a farmer, residing near Arlington. A war- rant was issued for the arrest of Brown, and he was captured without difficulty, about 5 o'clock Saturday afternoon. From the moment that the complaint was made ‘Squire Stevens gave his entire attention to the matter, and while officers were seeking the ac- cused, ‘the Justice was hunting up tes'imony against him. After as thorough an investiza- tion of the case as could be made from all the Surroundings, Justice Stevens became con- vinced that Brown, alias Perry. was not the negro who had committed the assault. He became satisfied, aftew the arrest of Brown, that the guilty party was one Robert Twyman, a negro man living in that vicinity. The justice at Once authorized the sheriff to arrest Twy- man, and he adjourned the hearing of the case against Brown until the other party could be secured. The sheriff found T'wyman and about noon yesterday both the prisoners (Brown, alias Perry, and Twyman) were arraigned for exam nation, Mr. Conkling and his daughter being present, as well as many other citizens, bota white colored. Both the negroes’ were placed in a room, and the justice led Miss Conk- ling, accompanied by her father, into thelr presence. She at once {dentitied "Twyman as the man who had assaulted her, and also recog- nized a game-bag belonging to him as_one he wore over his shoulder at the time. It being pos‘tively ascertained that Brown was innocent e was discharged, and Twyman was arraigned for examination. Miss Conkling was, of course, the principal witness. She gave her ‘testimony with a great deal of reluctance, becanse of the embarrassment entailed by a description of the assault. Her father’s presence and assurance it was necessary for her to give details, in- duced her to describe the attack to ‘the justice. Her testimony was substantially as follows: Her father’s residence is about one mile from the Co'umbia pike, and in going and from the Columbia school she alw the most direct route, which was by a pa ning back of Mr. Graham’s res'dence. Friday afterncon when school was dismissed she took her usual route home. Somewhere about halt- way and in a retired spot a negro man, having a gun in his hand, sprang irom one side of the path and laid hold of her. By his superior strength he th 'o the ground and at- tempted to tear her clothes from her person. She resisted with a'l her strength and he threatened to shoot ber if she did not submit. His mother and father corroborated the latter part of this statement, and swore that Twyman was at home all day. The sheriff. however, gave testimony that exposed the statement of the defence and proved the three— father, mother and son—guilty of perjury. He testified that he went to Twyman’s house Fri- day night to arrest him, and both his father and mother then stated that the accused was not at home and had not been all day; that he took his gun and went out hunting early in the morping, and had not returned. This evidence confirmed, circumstantially, that of Miss Conk- Img to the effect that Twyman hada gun in his hand and a game hung across his shoulder when be assaulted her. The evidence was Conclusive, and Squire Stevens committed Twyman to jail to await his trial. Friday pight, while Brown was in custody, and before the arrest of Twyman a large number of citizens, both white and colored, collected around Squire Stevens’ house apparantly with the purpose of lynching the prisoner, but the Justice by tact and good management pre- vailed upon them to awalt further develop- ments. He was then satistied that Brown was not the guilty person. Since it has been proven that ‘Twyman was the assailant frequent threats of executing lynch law are heard in the neighborhood and y several men said significantly that OX: ould ‘not be strong enough to ner.” Mr. J. R. Conkling, father of the young lady who was assaulted, settled near Arlington last fall and engaged in farm- ing. He is held in high esteem by all his neigh- bors, and his family are refined and intelligent. When the negro threw Miss Conkling she fell into a mud-hole, and thus, probably, escaped severe bodily injury. She taxed her strength to the uttermost in resisting the wretch, and, as has been shown, succeeded by her efforts in escaping trom his clutches. _——{T__ Amusements, etc. NaTIONAL THEATER.—Mary Anderson ins her second week at the Nationa! this evening. Rev. Mr. Robinson said he was afratd of this resolution, for he believed that if the right man presented ‘himself he would be elected; and it might be regarded as drawing the color line. Rey. W. W. Foreman sald he was opposed to a color line, but he did not see how these resolu- tions drew such a line. Ever since these con- ferences had been 01 ized they had been charged with being under the white race. They had been told that when they had a man he would be elevated to that position.and now they had such a one. ev. R. O. Hilliard said he did not think the Methodist episcopal chureh to-day was prepar. ed for this step. He was willing to live and die under the good old rules they had lived under in the past. He was not ready to establish a color line. He believed that it would biing about a revolution in the church, notwithstanding the bishops and the ministers were ready for it. INFANTICIDE.—The neighborhood of Arlington, Alexandria county, was considerably excited ‘Thursday by the finding of a nude dead colored baby, about three weeks old, in a fodder stack on the Arlington estate. A coroner’s jury wa held, with Justice Robinson, colo! acting coroner, and the facts elicited were; That a negro woman named Milly Holmes, living in the county, had given birth to the child on the 4th of February, in Columbia Hospital, Wash- ington; that she left the hospital with the child on the 20th of the same month, and came back to her home; that she placed it in the fodder Stack and left it to die. The coroners tnquest rendered a verdict in accordance with the above evidence. The woman was arrested, and she ficknowledged the crime, giving as a reason for her unnatural conduct that she was unable to rovide for it. When found the little child had ts thumb in its mouth. The woman is now confined in the jail of this city to await the action of the id jury, and she will receive the full penalty of the law for the horrible crime’she has committed. ‘THE CENTENNIAL.—The celebration in honor of the one hundredth annivel of the for- mation of the municipal government, which takes place next Tuesday night, bids fair to be one of the greatest demonstrations that has ever taken place in this city. The committee having the matter in charge met last night aud a all arrangements for the parade and public meeting, which, they say, ‘will surpass apything ever witnessed here. The tary, the compantes and other organi- zations have all accepted the invitations to unite in the parade. Mr. George —— will furnish the banquet on the occasion. The Alexandria Musical Association has volunteered its services, and it is supposed other musical ascociations will do the same thing.
