a THE EVENING STAR. WASHINGTON. MONDAY March CROSBY S. NOYES....Editor. Zhe Evening Star has a regular, perma- ment, bona fide daily circulation mor than double that of any other daily paper published in Washington, and equal to that Of all the other daily papers here added to- gether. —_—_—_—_—————————— ‘The scratching movement against a third term is receiving accessions from a good many quarters, and ft 1s evident that In the event of Gen. Grant's nominatien there will be a consid- erable defection from the republican ticket. The seratchers of the Curtis stripe are in dead earnest, aid may be counted upon to vote as they talk. They cannot be whipped into the traces of the party machine. The tissues, in fact, between the republicans and the democrats are not distinctive enough this year to cause independent voters on elther side to feel any compulsion to vote for an objectionable cand- didate “for the good of the party.” Whether the Tepublicans would suffer any fatal loss of voters from the nomination of Grant would depend a goed deal upon the character of the nomination made by the democrats. Should the latter re- nominate Tilden it is hard to say which party would suffer most from the scratchers. Unless John Kelly should be conciliated before elec- tion day it ts probable that Tilden would lose more than Grant, because while the republican bolters are fastidious gentlemen, who, abhoring the gutter scramble of active poiltics, would Probably content themselves with refusing to vote for Grant, the Tammany enemies of Til- den are the stalwarts of the democracy, who would make it a war to the death against Til- den. Altogether, it Is likely to be a pretty good year for scratchers. ———~+-—__. The use of money by candidates for ‘election expenses” has grown to be a recognized custom in this country, but it does not prevail to such anextent asin England. A candidate for a seat in Parliament is expected to disburse thou- sands of dollars, and unless he meets this ex- Ppectation he finds himseif sadly in the minority when the votes are counted. Ata recent elec- tion in Durham each of four candidates spent to obtain votes $35,000, In another borough an aspirant for a seat in Parliament spent $65,000 ana was defeated in spite of this outlay. An Official investigation developed the fact that in the year is74 in England over $2,000,000 were ex- pended upon voters by candidates. A member of the present Congress remarked, a day or two ago, when asked why he did not bring his fam- ily with him to Washington: “I can’t afford it. It cost me nearly $10,000 to obtain my nomina- tion and election, and, as{I borrowed most of- the money, I am saving all I can in order to pay it back.” At this rate {t will not be many years until the Fnglish figures of election expenses are reached in this country An organization called the Democratic Union in New York has undertaken the herculean task of re-uniting the party in that state. A part of their program was to induce Mr. Titden and Mr. Kelly toretire from the tield. Thesage of Gramercy Park was approached on the sub- ject and gave a flat refusal to be dictated to by anybody. He is reported to have said in this connection that: “If anybody must retreat, it should be Mr. John Kelly, but whether he re- treats or not is nothing to me, and it can be of very little consequence to the party at large. ‘The cause which I represent fs a national cause, andthe principle which would necessarily be embodied in my renomination would be the Principle that the will of the people, as ex- pressed at the ballot-box, is supreme, and must be respected. There can be no retreat from nor any compromising of these positions; and, so far as Iam concerned, they will be maintained atall hazards. As for Kelly, he 1s but a gross type of a ward politician, and but for iis asso- clation with my name at St. Louls, he would never have been heard of beyond the purlieus of the East Side.” ‘The New York correspondent of the Philadel- Pphia Ledger, who is usually well-informed in re- gard to New York politics, says in reference to this phase of the situation: “The spirit which ts evinced by these declarations is certainly not one that will give the Democratic Union Com- mittee much encouragement, but will have to be borne with, nevertheless. The effect on Mr. Kelly’s temper may easily be divined. It will make him mor implacable than ever, and inten- sity his desire for anything or anybody ‘to beat Tilden.” Thoughtful men of the democratic party deplore the bitter personal aspects with which the campaign Is thus opening, and they realize perfectly well that unless there Is a change for the better soon, a great disaster to the party is inevitable, and yet they are ata loss to know what can be done to bring it about, es- pecially as so many emlsent democrats from other States have tried their hands at it without success. —_—_—_—_+--___ The Theodore-Thomas-Nichois-College-of-Mu- sic imbroglio in Cincinnati has given a great impetus to the recently-organized Society for the Suppression of Music in that city. It amounts to quite a boom, in fact. New mem- bers are flocking in by the score, money contri- butions are offered in profusion by persons who do not care to become active members, and the prospect now fs that an indignant and long-sut- fering people will shortly destroy ali vestiges of the college and kill off everybody connect With it. As might be supposed, the infection is spreading outside of Cincinnati, and if the stuff continues to have the same prominence in the papers it has had for a week or so past, the Probability 1s very strong that every city in the country will be sending delegations to aid the Suppression Society in its praiseworthy work. ——___+e2-______ There ts a bill before the Towa legislature to muke “treating” an offense punishable by fine and imprisonment. The author of the bill urges in its favor that if a man will make a “hog” of himself he ought to be prohibited from drag- ging others down to the same low estate. This legislator wants to establish by law what is known as the “Arkansas treat”—every man pay for his own refreshment. ‘The withdrawal of the nomination of John F. Smyth to be insurance superintendent in New York has not quieted the stir created by the opposition to him. The report that the gover- hor intends to keep Smyth in office by simply refusing to nominate a successor has aroused such adegree of indignation that if this were really intended. the plan will probably have to beabandoned. ‘This ts one instance tn which ‘the republican party refuses to be driven by the meahine. ‘The upshot of the musical row at Cincinnati is that Theodore Thomas leaves the College of Music there and wil! probably return east. This is where he should be. It was a Quixotic mis- sion of his, anyhow, to attempt to establish classical music amongst the pork-packers of Cincinnati. It was quite literally repeating the proverbially unsuccessful attempt to make a Whistle out of a pig’s ear. When he comes back we may hope to see him wielding the baton again at the head of his re-organized coacert ‘troupe. —__-+ Tammany Hall at its meeting Friday night declared that it would go into the convention at ‘Cincinnati, and afterwards support the ticket if it was satisfactory, but that it would bolt if Til- den was nominated. This disposes of the state- ment lately made that a compromise had been effected between Kelly and Tilden, under which ‘Tammany would fall into line if Tilden was nominated. There seems, in fact, to be no more Probability now of Tilden and Tammany com- ing to terms than there has been at any timein he history of their bitter feud. ———-+e--—__. In the possibility that there may be need for ‘tic Interference of the federal authority at San feracesy vie the maintenance of law and or- der, Gen. McDowell has been directed to get his ayailable troops into position for service. This measure will probably prevent precautionary pny disorder. —————__ ++ __. And now itis said that General Butler de- clines to commit himself to the democracy of ‘Massachusetts, or to admit that he is a demo- erat. It seems that he still has hopes of organ- zing a third-party based upon the greenback theory, A COMING ART SALE oF THR FIRST IMPORTANCE. THE HARPER COLLECTION PAINTINGS.
