These do the same duty as the full sergeants and have the proud satisfaction of being called “acting sergeant,” without the additional pay. SUGGESTED REVORMS. The general sentiment among friends of the force 1s that the mounted men should be dis- mounted, and permanent details should be dis- allowed except for the prevention of crime, and that there should be a restoration and equaliza- tion of pay (which can be done by doing away with mounted men in the city; that every man should have the same pay as other men doing the same duty; that the amount proposed to b? paid the new men ($60 per month) will not se- cure first-class men as a rule; that details to wharves and railroad depots should be discon- tinued and filled by private parties and be paid by the screens or companies who receive their services; and finally, that the government of the force should be under a board of eommals: sioners, as formerly.
