A list, with Mame of contributor, former residence in Ire- land, present residence, and amount of subscrip- tion, is now open. —__—_--______ The Two-Thirds Rule. ‘The national democratic executive committ3e have, in accordance with the instructions of the St. Louis convention, inserted in the call for the Cincinnati convention a request that state dele- gations be instructed with regard to the abol- Asbment of the two-thirds rule. This request has brought the question of doing away with the rule squarly before the democratic party of the country, and it 1s already apparent that a Very great change of sentiment has taken place nthe subject since the adjournment of the coyention in 1376. That convention, in the form of a resolution, pronounced the rule re- quiring a two-thirds vote to nominate a ticket as “unwise and unnecessary,” and, though there was some opposition to this resolution, it ‘was feeble. It was argued, and generally agreed to, that majority rule was one of the tenets of democratic faith, and that the national Convocations of the party ought to adhere to tt. ‘Mr. Tilden’s friends urged the adoption of the resolution, and it went through with a rush- It has been an unwritten rule of national demo- cratic conventions to nominate a candidate When he developed a majority of strength, but of course, there is nothing compulsory in this, Under the two-thirds rule it would be entirely Jegitimate for a convention to defeat a candi- date with a majority voting for him, and it is because this very use may be required of the rule that it finds advocates now in men who advised and voted for its abolishment in 1876, And, right on thisrule, or rather on the subject Of instructing state delegations to the national convention how they shall vote, it is probable that Tilden will make his preliminary fight for the nomination. It ts the anti Tilden demo- crats who are now insisting upon the matn- tenance of therule. They say that with a ma- jority rule established for the coming conven- ton Tilden can obtain the nomination by the ‘Votes of states which would not be able to give the democratic ticket a single electoral vote. ‘This ts, and has been for some time, a source of grave apprehension to a large proportion of the democrats. Tilden is strong in the republican States. He has been directing his energies, so it 1s alleged, to securing the committees in Wisconsin, Michigan, Massachusetts and other reliably republican states, with the object of having those states send Tilden delegations to the national convention. Tilden is said to be Weakest in the strongest democractic states, and if the Congressmen trom these states rep- resent the sentiment of their constituents, with regard to Tilden, thisis true. The disastrous effec’ upon the party of having an unaccept- able candidate forced upon those states which are expected to elect him, if that be possible, by States that cannot contribute a single electoral Vote towards that result can easily be appre- Clated. The indications are that the demo- cratic states will, for self-protection, instruct their delegations to vote against abolishing the Tule, but whether those states not belonging in the democratic column will endeavor to abol- ish it or not, the discussion has not yet pre- Sressed far enough to determine. It is plain however, that the anti-Tilden democrats every- where will stand by the old rule, and if Tilden ‘Wants to ascertain his precise strength before Tisking his name before the convention, he can do so by making this an issue. His opponents have already taken their stand in favor of re- taining the two-thirds rule; if he can marshal delegates enough to beat them he can take the prize he so eagerly seeks. A resolution to abol- ish the rule would come before the convention precisely as any other resolution or motion, and @ majority vote can adopt it. The two-thirds rule applies to nominations only. So that if ‘Tilden can secure a majority of the delegates no matter whether they are from democratic or republican states, he will have the nomination in bis own hand. The Cincinnati Enjwirer haz demonstrated that Mr. Tilden is the second choice of the dem ocrats of Ohio and Indiana as a presidential candidate. Of Ohio democrats interviewed, 1,846 expressed themselves for Thurman, and 1,138 for Tilden. In In sentative democrats interviewed, 1, for Hendricks, and the remainder for Tilden. ‘This would indicate a growth of Tilden strength for in that year up to the nomination ‘tes here named were very hostile to s! him. Indeed, this opposition was so unrelent- ing that it was used as an argument why TI- den should not be nominated. It was Claimed that the democracy of Ohfo and Indi- ana would never overcome their hostility to- Wards him sufliciently to give him a united Support at the polls) Now he appearsin each Of these states as second only, in democratic estimation, to the “favorite sons,” respective- 4y,—Thurman and Hendricks. This showing of Tilden strength in Ohio ts of more importance than ever since Cincinnati has been chosen as the place for holding the convention. It isa support that can make itself felt in the nomina- ton of a ticket, and, backed by the Tilden influ- nce from the adjoining state of Indiana, it may be powerful enough to direct the nomination. ‘The New York Times, though a stalwart Grant. paper, warns the alled leaders” of the republican party in New York against follow- ing the example set tn Pennsylvania, and not oniy pledging the delegates to give their united Support to Grant, and to act together upon all Questions In obedience to the behest of the ma- jority of their number, but securing unanimity of sentiment by taking the choice of district delegates from the representatives of the several districts, and appointing them by the general Voice of the convention.
