THE EVENING STAR. WASHINGTON. MIONDAY... ..Febraary 23, 1890. CROSBY 8. NOYES....Editor. Zhe Evening Star has a regular, perma- ment, bona fide daily circulation mor than double that of any other daily paper gablished in Washington, and equal tothat of all the other daily papers here added to. getner. —_—_—_—_—_—_—oO ‘Tux Stan is connected with the wires of the Na- ean therefore be availed of in sending to THE Stan Sdvertisements, orders for the paper to be served, ews, or any information, at any hour of the day free of charge. These facilities are a great conve- niencé, and will be appreciated bythe customers of ‘Tue 87. Subscriptions will be received and duly,ac - Counted to the New York Herald Irish Famine Fund at the office of Tus Srar. A list, with name of contributor, former residence in Ire- land, present residence, and amount of subscrip~ tion, is now open. OO The Democratic Outlook. If the prominent democrats now gathered ia ‘this city from all parts of the country repre- Bent the feeling pervading that party with re- gard to the coming presidential election, then the republicans need not count upon meeting a disheartened foe in the coming contest. The lively degree of interest manifested in Jocating the convention is of itself an Indication of a _ spirit of hopefulness, and the expressions of the various delegations Mow here, betoken positive confidence in the Buccess of the party. These expressions Of confidence are not wildly uttered, nor based ‘upon a general sort of supposition that the party must win, because “it ought to.” On the con- trary, the leading democrats now in this city Seem totake a practical view of the political field, and they universally say their party can win if it ‘acts wisely.” It is apparent, from the Interest shown in locating the convention, and from the generai discussions with regard to democratic prospects, that the republicans will mot have a walk-over next fall. Thereis a Bpirit of determination in the democratic ranks to contest every inch of ground, and it can be Safely predicted that the democrats will take advantage of every mistake thelr opponents take. The democrats all agree that Grant is ‘the weakest candidate the republicans can nom- Anate, but the judgment of one political party as to what is best for its opponents never has any weight with the latter, and really cannot ‘be said to be entitled toany. The democrats believe they can derive considerable advantage from following in the wake of the republicans in the naming of a ticket and framing of a plat- form, and it appears fromthe general tenor of Conversation about democratic headquarters at ‘Willard’s that the course adopted by the repub- licans at Chicago will largely Influence the de- mocrats in the adoption of a policy. If the repub- licans shall nominate Grant then the democrats ‘will put up a civilian of good record and make the canvass in opposition to the third-term principle and in favor of maintaining the “ un- ‘written law of the constitution” and of adher- ing ‘to old land marks,” etc. Should Blaine be nominated some of the leading democrats express themselves in favor of putting Gen. Hancock at the head of their ticket and of “fighting the bloody shirt with a Union soldier.” Should Secretary Sherman get the nomi- nation it is possible that the democrats Would take a candidate from the west nd antagonize Sherman on his financial ideas. It isas plain as day, though, that the Gemocrats are full of courage and of hope, and republican leaders who anticipate an easy Nictory delude themselves. There is another leading sentiment that crops out in all the dem- Ocratic talk about Willard’s, and that is oppo- sition to Tilden. There is an evident disposition ‘among the democrats to watch the fleld care- fully, avoid blunders and take advantage of any Weak points of the opposition. The lesson taught by the present gathering of the clans Is ‘that the coming canvass will be a warm one. —--+_____ According to the Chicago Trivune Dr. D’Auger has found a specific for intemperance. The prescription is published so that everybody can have the benefit of it. Itis madeof red Peru- Vian bark (cinchona rubra) called by druggists “quill bark” because it is taken from the smali twigs about the size of a quill. One pound of this bark well pounded is soaked in a pint of diluted alcohol, and this fs reduced down to halt apint. For the first two or three daysa tea spoonful of this preparation is given to the patient every three hours, and after that the dose is reduced to a quarter-teaspoonfal, then to fifteen, ten and even five drops. Dr. D’Auger has cured, so it is claimed, 2,306 cases of intem- Perance, and has never failed in a single in- Stance. The cure is usually effected in from Seven to fifteen days, though thirty days are fequired in extreme cases. This remedy is said to remove the appetite for intoxicating drinks, and it is thus that the permanent cure is effected. This is certainly a very simple and cheap remedy, and one that can be tried with- Out any possibile harm being done to the patient, even if no good is accomplished. —_-++-_____ ‘The record of fires in 1879, as published in the Insurance Chronicle, shows such an increase in losses that it may compel the underwriters to increase premiums in order to protect them- Belves. This increase in the aggregate losses over the preceding year causes very general Surprise, as it was supposed that the numerous improvements in machinery and appliances for preventing and extinguishing fires would pro- duce a decrease in the record of destruction. $64,315,000 in 1878, an increase of $ 20 percent. The loss to the insurance compa- ies was $4,164,700, against 836, 35,300, or over 21 percent. Of the Whole number of fires, more than one-third ‘Were in structures such as are insured only upon special risks. - ‘The produce firms, farmers and butter makers ‘Benerally of the country are making a united effort to suppress the trade in oleomargarine. ‘Profit is made out of this counterfeit butter by Imposing it upon people as the genuine article. ‘To prevent this the various state legislatures are urged to enact laws requiring that all sem- Dlance of butter shall be labelled in distinct Jetters, describing its character. Then the pur- Chaser cannot be imposed upon, and if he wants oleomargarine it 1s his privilege to buy It. ———_—_--_____ ‘The discovery of rich petroleum deposits in Germany, Austria and Russia, threatens to de- Stroy the profitable foreign market for our American production of oi.
