For the week ending on Saturday last, Feb- ruary 14th, Tuk Stak printed 114,004 copies, the largest regular edition ever published for any corresponding period at a time when there is no unusual spurt in the news market. The number of advertisements printed thus far in February, is 1,@07. For the year thus far, 2,689. These figures cannot be exceeded by more than two paperssouth of New York, and but by few in the country. Advertisers and newsdealers will confer a favor by sending in their orders early. —___---_____ About the 21st Rule. = The contest in the House over th: rule terminated yesterday In a victory for the aemo- crats over the combined opposition. This result Was more a surprise to the victors themselves than to anybody else, and was accomplished more through d mistake of the opposition than by the good management or skili of the demo- crats. The democrats, with the exception of © half a dozen, insisted upon retaining in the Tule that provision which permits extraneous legislation, commonly known as riders, to be in- serted in appropriation bills. In the preliminary struggles the opposition had been successful, and it was believed they would be able to adopt the rule in the shape they contended for. The chief point in dispute was the right or propriety of permitting the House to repeal or alter ex- isting laws by means of riders upon appropria- tion bills. The republicans wanted a rule that ‘would compel the passage of appropriation bilis pure andsimple. Their few domocratic allies, however, desired to allow upon these bills Iegislation that would reduce public expendi- tures, but to confine it to this purpose specially. ‘This was the rock upon which the opposition * split. The republicans, in seeking to put in force their theory, drove their demoera' Mies to the other side, and the democrats, taking advantage of this moment of dissatisfaction, submitted a substitute embodying their idea, and it was adopted. The substitute is sub- Stantlally the same as the old rule, in its pro- y vision regulating the placing of legislation upon appropriation bills. It forbids legislation changing existing law except such as being ger- mane to the subject-matter of the appropriation bill, shall retrench expenditures. It was this provision in the old rule which enabled the democrats to make their fight of the extra session, and there is nothing In the new Tule to prevent repetitions of that contest. » Whena party matority destres to enact certain legislation, it 1s easy enough to make it ger- mane to some of the appropriation bills, and nothing is easier than to give It the appear- ance of retrenching expenditures, All the laws that are liable to meet with objection from any political party require appropriations to carry them out, and thus any legislation affecting them can be made germane to the appropria- tion bills. For instance, take the federal election laws. They cannot be enforced except by the ex- Penditure of money and all expenditures must be prcvided for by appropriation bills. At the extra session the repeal of these laws was in- corporated in the judicial appropriation, and it was “germane.” Then it was held that to abolish offices requiring the expenditure of money Was retrenchment, and there the entire Plan of the majority was made to conform to the rule. The new rule, therefore, is no im- provement upon the old in respect to limiting the power of a majority to legislate for party purposes upon appropriation bills. The dem- Ocrats are very much elated at their success now, but in the event that they become the minority in the next Congress or a suceeeding one, and when they are writhing under the effects of their present victory, they may not feel so happy. —___-+e-- —____ Delegations from various cities are reported to be moving upon Washington to urge upon the democratic committee the advantages of their various localities as the meeting place of the national convention. It appears that Chi- cago puts in a strong bid in a subscription of $15,000, which considerably overtops Cincin- natt’s lean offering of $46.5 to the sum guaranteed the business citizens of Washington; notwithstanding Chicago claims a population four or five times larger than Washington. Boston, which has a name for doing the big thing in the way of entertaining visitors, is, however, to send a delegation here headed ‘by Mayor Prince; and the western cities may count upon having to raise thelr bids very ma- terlally if they mean to contest with “the Hub” in offering premiums. The Bostonians will doubtless undertake to entertain the convention in Hub style, and at the same time will hold out the sunny fdea that by going there, Massa- chusetts may be won for the democratic ticket in 1880. Now whatever bidsmay be put in by Boston, Chicago or any other locality, it is easy toshow that no city can offer more induce- ments than Washington. It has ample hotel and boarding house accommodations, a mild climate, clean well-paved streets, abundant facilities for getting about the city, unrivalled attractions for visitors, and a thorough deter- mination upon the part of our citizens to treat ‘the delegates so well that they will all waat to come again. ~ a Reports of the Blaine meeting held at Colum- ‘bus, Ohio, last night indicate that, though largely attended, it did not show a marked pre- ponderance in numbers over the recent Sher- Man meeting there. It has had the effect, how- ever, of stirring up the triends of Secretar Sherman, and they now announce that they in- tena t» get up a Sherman meeting in Ohio that Will o\.rwhcim his opponents and leave no further durbt as to the choice of that state for the presiden +.
