ad THE EVENING STAR. WASHINGTON. TUESDA' February 17, 1890. __CROSBY 8.1 Se NOYES Editors The Eccning Star has a regular, perma- ment, bona fide daily circulation more than double that of any other daily paper published in Washington, and equal to that of all the other daily papers here added to- getner. Subscriptions will be recetved and duly ac- counted to the New York Herald Irish Famine Fund at the office of THE Star. A list, with ame of contributor, former residence in Ire- land, present residence, and amount of subscrip- tion, is now open. —___—_—_<+ss____ The enenecemciCe aS et Conven- The democrats of e mae ago have publicly ai- mitted that they are too poor to provide accom- modations for the national democratic conven- ton, and it is not likely that the committee will seriously consider that city as among the list of Applicants. Indianapolis ts pretty effectually barred because It has no suitable place for hold- ing the convention. The only hall large enough— and the one that bas been suggested—is in the exposition building, which is located in the suburbs, too far from the hotels and business centers for delegates and others attendant upon the convention to walk. St. Louts has an excel- lent hall, but 1s deticlent in hotel accommoda- tions, This deficiency was seriously felt in 1876, and since then the Southern, the largest hotel in the city, was destroyed by fire, and is only, now, partially rebuilt. Besides, never, in the history of this Country, have two successive conventions of a party been held in the same city. Saratoga has hotel accommoda- tions, but no hall of suffictent size. It is sald Row, too, that the people of that city do not ‘want the convention, as it may be held at a time of the year when the fashionable watering-place Visitors will monopolize the accommodations of the city. Cincinnati has a fine hall and fair hotel accommodations, but candidates for the presidency not favored In that city are so badly treated that there 1s little disposition to go there. Several other cities besides Washington have been mentioned, but only in the character of what might be termed in convention usage, dark horses. Therefore it appears that Cincin- natt is the only competitor that Washington has Teally to meet. All that can be said in favor of Cincinnati can be urged in favor of Washington, and much more can be added. Very few mem- bers of the National committee have arrived yet, but from a general survey of the fleld and an impartial consideration of the ciaims of the different cities, it is plain that Washington’s chances for securing the convention are first- rate. The letter of eight colored members of the Virginia legislature formally notifying Secre- tary Sherman of their intention to support him for the presidency sounds the death knell of the “Mahone plan” for the election of an inde- pendent electoral ticket in that state. Without the support of their colored allies the Virginia readjusters, taking the last election for a basis, will be left in the minority. The votes of these colored members, who now declare for Secretary Sherman, enabled the readjusters to control the legislature, and the Ma- hone plan was intended especially to embrace the colored republican allies. Of the four colored members who did not sign the Sherman letter it is said that three will probably eventually declare for the Secretary. The ex- ample set by the colored republicans of return- ing to old party allegiance for the presidential Contest, will, it can hardly be doubted, be fol- lowed by some of the democratic readjusters, and the result will be to narrow the canvass down to the two old parties. This early decla- Tation of the colored readjusters in favor of Sec- retary Sherman may, in the end, obtain for him the support of those white readjusters who re. fuse to again co-operate with the democracy, but the defection of the colored allies takes the new party, as an organization, out of the presi- dential contest. u All cities have been puzzled more or less over the question of the removal of street garbage, the best methods of disposing of 1t, and the ex- pense involved in the many different plans that have been incommon use. The city authorities Of Liverpool, who have had their share of trouble over this problem, are now engaged in an ex- Periment that will be watched with interest by municipal governments in this country as well as in Engiand. They are having built an iron Steamer in which they intend to remove garb- age. The intertor of the steamer, outside of the Space set apart for the machinery, is divided into ten compartments, or tanks, wider at bot- tom than at top. These tanks are opened and closed by a small steam engine operating on the several levers. The vessel 1s designed to carry @ dead weight of 350 tons, and has a speed of nine knots an hour. The purpose fs to have this vessel carry the garbage nine miles out to sea, and there dump it. After the dumping the tanks and vessel will be thoroughly washed by means of a steam pump. Should this experi- ment prove a success, there is no reason why vessels Of this character may not be used for this purpose in American sea-coast cities, +. —___—_ The latest reports of the parties who have so industriously devoted themselves to the work Of relieving distress in Ireland give a much more cheering account of the condition of the People. Money and provisions have been so rapidly distributed that all danger of famine, @ven in remote districts, is now past, and though many have been hungry, nobody has starved. This state of affairs has not been brought about by the agents of Mr. Parnell and his co-operators, though no doubt, they have contributed to the general result. The parties whom Parneli denounced have accomplished a great deal of good, and he ought to be able to See now, that his policy of having the funds for rellef all distributed through one channel Would have been a very unwise and perhaps a disastrous one. The suffering was too wide- spread and called too urgently for relief to admit of any delay; and while Mr. Parnell was discussing politics and devising a system for the distribution of his charitable fund, other laborers went towork in downright earnest with the good effect mentioned. ‘The bil! for the reclamation of the river flats, Tow before the House District committee, printed in another column, seems to afford the basis of a satistactory plan of making this much necded improvement. The question has now been ‘tly discussed; the respective merits of all the tlh. usand and one different projects have been we. ied; and {f definite action is ever to be taken 1. ~ the abatement of this disease-breed- ing nuisance. now ts the time. It would seem to be practic: dle under the plan proposed in the bill to conver. these pestilential flats, now so of- fensive to both the eye and the nose, into a place of beauty and ui‘lty. Itiseven probable that ‘When thus improved this disagreeable locality now shunned by every one as a plague spot will be one of the most attractive popular resorts about the city. The immediate problem, how- ever, is to make it healthful, and the matter of making it beautiful can be dealt with later. a ‘The total vote in the republican caucuses, at Tulca, N. Y., for the selection of delegates to the state convention was 1,751, of which the antl- Grant element cast 852, leaving Mr. Conkling a Dare majority of 47 at hisown home. The anti- Grant republicans insist that personal friend- ship for Senator Conkling induced numbers, who do not agree with him on tke third-term proposition, to vote his way, in order to save the Senator from defeat. Mr. Conxling was more directly connected with the resuli, than is usual at primaries too, because tickets were ‘Voted which were headed “For President, Roscoe Conkling.” It was a close shave for the Senator at best. Gov. Ludington, of Wisconsin, expresses his Preferences on the presidential question with- out reservation. He says,in the first place, ‘that he Is in favor of Blaine and against Grant; ‘that he would vote for the latter, if nominated, In preference to a democrat; that “Sherman is ‘well thought of, especially among the Germans ‘of Milwaukee, who are a unit in thetr opposition to Grant.’ All reports in regard to the feeling of German voters seem to agree in representing ‘athem as against Grant and in favor of Sher- map.
