THE EVENING STAR. WASHINGTON, MONDAY February 16, L880. CHOSBY 8S. NOYES....Editor. The Evening Star has a regular, perma- ment, bona fide daily circulation more than double that of any other daily paper published in Washington, and equal to that of all the other daily papers here added to- getner. Subscriptions will be recelved and duly ac- counted to the New York vra/d Irish Famine Fund at the office of THE Stax. ’ A list, with ame of contributor, former residence in Ire- land, present residence, and amount of subscrip- tion, is now open. ——_—__+*. The Grant and other Booms. ‘The Grant sentiment Is asserting Itself much more vigorously in New York than it did in Pennsylvania. The selection of Grant deleza- tions to the coming state convention goes right along. and it 1s seldom the monotony is Intet rupted by the return of any other kind of dele- gates. In the Albany district {t was charged that a Grant delegation had been secured by unfair means. A new election was agreed to, and the same men were agaln chosen, thereby demonstrating that the Grant boom {s ahead of all others in that locality. The friends of the ex- President in New York have, apparently, learned something from the recent contest In Pennsyl- Vania. Theappearance In that state of a strong anti-Grant minority had a dampening effect upon the boom, for awhile. It was claimed for Gen. Grant that the movement in his behalf Was a popular one; that it was the people as- serting their preference in spite of politicians. But when the contest developed the politicians fighting on the side of the General it tended to deprive the boom of it’s spontaneity. If the third-termers of New York can succeed in con- trolling the coming state convention and in Sending a Grant delegation to Chicago without the necessity of making a fight for it, they will add tothe strength of theirman. This seems to be ther plan, and so far, they have met with success. They have yet, however, to strug- gle for those portions of the state in which the anti-Grant feeling is strongest. In New York city, for instance, it is known that Secretary Sherman has the support of very many of the most active and tnfluentlal repub- licans. The city delegation in point of numbers and influence, ‘will counter-balance those from numerous districts and thus at one blow the Grant boom may be staggered and the Sherman. movement may be put in the lead in that ‘state. Then will come the tug for Illinois; in which State the Blaine boom ts developing unexpected strength. If theGrant men go into the con- vention backed by New York, Pennsylvania and < _o LfMi0's, they will be apt to have things their own way. The survey fora site of a sea-level ship cana, by the Chagres river route has been complete! by the engizeers of De Lessep’s, and the ¢: mates submitted. The canal, according to these estimates, will cost about $162,000,000, and it will require eight years to complete the work. De Lesseps proposes to take American sub- ‘scriptions to the amount of one-half the capital Stock, and he doesn’t seem to have any doubt but that capitalists of this country will invest tothis extent. The original estimates of the Suez canal fixed the cost at $40,000,000. Subse- quently the amount was increased to $60,000,000, and when the work had been completed it was found to have cost $30,000,000, about double the first estimates. Upon this basisit is fair to sup- pose that the Panama canal will cost a great deal more if it is ever undertaken, than the en- gineers have calculated upon. According to the Baltimore Sun Mr. Parnell, before leaving that city for the west, stated that the New York Herald of Saturday, in an editorial, gave him the first information that he hhad been appointed on the committee to dis- tribute the Herald relief fund. He said he had previously refused to serve on the committee because of objection to Archbishop MeCabe, of Dublin, whom he considers as partial to the landlords. Mr. Parnell could not understand trom the editorial of the Hvratd that the name of the Archbishop had been dropped, but inti- Mmated that if it has been left off he will with- draw all opposition and become one of thé almo- ners of the Heraid fund. Mr, Parnell had bet- ter accept the place on -the Hera’d relief com- mittee without any “ifs” or “ buts,” unless he wants to be reckoned as caring more for per- sonal aggranizement than for the starving people of his country. —_—_-o-+—____ ‘The anti-Chinese agitation 1s in full blast in San Francisco again, and a feeling of uneasi- Thess pfevalls there. The sand-lot people are endeavoring to hasten the enforcement of the Clause In the new constitution prohibiting the employment of Chinese, and some of the cor- Pporations are inclined to resist. The legislature, with the object evidently of allaying the excite- ment, passed a bill authorizing the courts to } enforce the antl-Chinese Clause of the constitu- tion. This was such an apparent attempt to temporize with public feeling that {t excited more contempt than anything else. It is main- tained in some quarters that the clause of the constitution in dispute {sin contlict with the United States constitution. This is a question for the courts to decide, but no act of the legisla- ture was necessary to this end. SSS_S Measures coming before Congress now are tested in the light of their possible effect upon the approaching Presidential election, and when. the conclusion is reached that harm might come of a bill its fate, for the present, tssetuled. The democrats are anxious to avoid questions that Tay cause partisan debate, and this accounts for the unwillingness of the House to touch the Fitz John Porter bill. Democratic members say that Gen. Porter can wait until after the presidential election for the passage of his bill, and the indications now are that it will be per- Initted to rest quietly In committee untill then, ———-++e ___ ‘The accident which befel Hon. John Kelly in Stepping from a street car while in motion, in New York, the other day, will probably lead a good many persons to hereafter require that conveyance to be brought toa full stop before Jeaving it. Getting out of a moving horse car 4s of course not quite so hazardous as jumping from he platform of steam cars while they are under iv}l way, but still 1t ts somewhat danger- ous, as 3.°. Kelly’s severe amd painful injury shows. ‘.¢ dislocation of a shoulder is too high a pric to pay for the saving of two or three second. time. ‘The legisiatu: » of Rhode Island has taken the Jead in prohibiting the shooting of pigeons for sport or as a test of marksmanship. The same law ts being urged in other states where there is a sentiment opposed to the practice ot shooting pigeons. It is urged that glass balls or other inanimate objects can be made to do 28 well as the birds. ——————~+e-—___. Ex-Congressman Crittenden, of Missouri, is a Candidate for governor of that state, and one of the arguments being used against him is that he is a prohibitionist. In support of this it ts alleged that he made “two successful contests for Congress without touching liquor or enter- ing a drinking place.” This fact would seem to ‘be very much to the credit of a pubic man any- Where outside of Missourl. —-<re___. ‘Itis not thought that Mr. E. B. Washburae’s Geclination in favor of Grant takes him alto- gether out of the presidential field) On the contrary, it is considered in the light of a strong bid for the Grant vote in the convention, in Case the latter should fail of the nomination. ‘The women of New York have gained one step in the direction of suffrage. An act of the leg- jslature, Just approved by the governor gives them the right to vote for and to hold the posi- ‘Lien of school trustee, —~++e-—__ And because the country, which made him an admiral, would profit by the sale, he will not ‘ake twenty per cent more than itis worth for ‘@ few feet of ground than is ef no use to him.
