THE EVENING STAR. WASHINGTON, FRIDAY Febrenry 13, 1890. CHOSBY 8. NOYES. ... Editor. ——— The ing Star has a regular, perma- ment, bona fide daily circulation more than double that of any other daily paper published in Washington, and equal tothat of all the other daily papers here added to- getner. ————————— Subscriptions will be received and duly ac- counted to the New York Hrraid Irish Famine Fund at the office of Tas Stax. A Ifst, with name of contributor, former residence in Ire- land, present residence, and amount of subscrip- tion, is now open. ——~---—____ The Eight Page Star ‘To-morrow will be an interesting number. Advertisers and news dealers will please send in their orders as usual, at the earliest practicable moment. The orders of news dealers alone on Saturday last exceeded the daily circutation of any other Washington paper, and to this may be added the increased circulation of Taz STaR by carriers throughout the District. The ad- Vertisements for February—the dullest month Of the year—reach 586 for the ten publication days, being more for that time than all the other papers in the city added together print in a month. ——_-+« Necessity for School Buildings. The urgent necessity for additional and better School buildings has been represented by the school authorities year after year, and so far with little avail. At the present time out of a total of 368 school-rooms occupied, 130 are rented, and we have the guthority noi only of the school officers but also of the health officer Of the District for stating that a majority of them are ill-adapted, anda large number are totally unfit to be occupied by school-children. ‘Thus it will be seen that more than one-third of our school-children during the present year, or about 9,000 children, are compelled to attead School in these rented buildings or go unedu- cated. Looked at from a financial point of view we find .the following state of facts to exist:—The Commissioners have asked for $35,000 to pay for the rent of these wretched bulldings for the fiscal year ending June 30, 1881, and $20.000 for Tepairs—a considerable portion of which is to be expended in fitting up, and putting and keeping in order these rented buildings. Not- withstanding this state of things we understand that no item has been included in the school estimates for the fiscal yéar ending June 30,1531, for new school buildings—indicating that mat- ters rapidly go onfrom bad to worse. We think thisis a mistaken policy, and that a good appropriation should ke made annnally, out of the District funds for school bulldin; and we are glad to see that at least one of the legisla- tors for the District of Columbia holds and has expressed the same views. Ina recent debate in the House of Representatives on the bill for the construction of a bridge across the Potomac river, the Ilon. Mr. Cobb, of Indiana, said: “I call the attention of gentlemen to the fact that to- ay the District of Columbia and the people of the United States are paying $35,000 a year rent for public school buildings, and, at the same time, the superintendent 0: public instruction tells me that these school buildings are, many of them, totally unfit for children of the District to be taught in. Now, if we have to pay $35.000 a year rent for buildings for school purposes in this District, I ask how mueh money ought to be appropriated for the building of school-houses here? Would it not be well for this House to consider whether we ought not to build school- houses, and whether the necessity for building sSchool-houses for the education of the children Of this District is not ten-fold greater than the necessity for the construction of a bridge across the Potomac river when there are already factli- ties for crossing that river? It is better that for a few years they should pay pretty high tolls than that the children of this Dis- trict should go uneducated. I say to You that with the estimates of the taxa- ble property in this District, and the amount of revenue to be raised from the people during the present year, they will not be enabled to have their educational interests cared for as they should be, without borrowing money, or Without the government of the United States coming forward and through the Representa- tives of the people here appropriating the money of the people of the Untted States for the purpose of keeping up the public schools of tae District.” Mr. Cobb appreciates the importance and requirements of public schools. He comes from a state that has a school fund derived from lands donated to it by the United States government, amounting to $9,000,000. Indiana has taken good care of her school fund, and has ‘built up one of the most complete and extensive School systems in the Unitad States. 2: Washington is able to present so many in- ducements and attractions that it has come to be the most popular point in the country for the meeting place of national associations and organizations. The exceptions have been the Rational political conventions, which so far have met elsewhere than at the national capf tal From various causes the experiences of past conventions have not been satisfactory in the case of scarcely any city where they have ‘been held, and there 1s now a disposition mant- fested to listen favorably to the claims of Wash- ington as the meeting place. Among the ad- vantages presented by this city, are abundant hotel and boarding-house accommodations; a genial climate, sulted to visitors from all parts Of the country; a variety of objects of interest and attraction to make a visit here agreeable; @ relief from the pressure of a local lobby, in favor of a local presidential candidate; and a hearty disposition upon the part of our citizens to make the experiment of holding a national Party convention here so satisfactory and suc- cessful, that Washington shall come to be the recognized place of holding such conventions in future. —_.--______ ‘The well-circulated rumor of a difference of Opinion between the President and Secretary Evarts as to what ought to be done in regard to the subject of inter-oceanie communteatton turns out to have been the invention of some Sensation-loving correspondent. The President, it issald, will avail himself of the opportunity offered by the House resolution calling upon him for information, to send to Congress a mes- sage 1 the Inter-oceante subject and his views will be . harmony with those of the Secretary of State. There ts no lack of schemes or of per- Sons to en: ‘nse and urge them upon the atten- tion of Cong “ss. The lobbies are already be- Coming very i wmillar with discussions upon the Anter-oceanic «, 1estion, and the backers of each and every plan are anxious to have oficial ap- proval. Next to such approval some of them desire the namé of having ft, and therefore ‘various rumors are kept afloat. The President ‘Will, no doubt, advise a policy that will protect American interests and American rights, -__—_ One of the arguments being used in behalf Of Cincinnat! as the place for holding the ext national democratic convention fs that the ast democratic president who was elected was nominated in that city. This wa3in 1336, and Buchanan was the nominee. The advocates of St Louls claim that the man that nomi- mated was elected, but counted out; to which Cincinnati responds, “That’s not our fauit.” ‘While the quarrel between these two rival cities ‘progresses Washington stands ready to catch theplum, Ina published letter « explaining his Dill to re- imburse the colored depositors of the Freed- men’s bank for their losses by the collapse of that institution Representative O'Connor, of South Carolina, says that less than a million dollars will make up the deficiency left after Paying out the assets of the bank. He holis that as the name of the government was used ‘to Induce depositors to confide their money to the bank, it isthe duty of the government to Make good the losses sustained by those de- positors, —_--+__ Chief Justice Waite went to New Orleans to ‘witness the Mardi-Gras carnival, and he has ybeen awarded what the participants in those Zestivities consider a high honor. He was ‘waited upon by Rex, King of the Carnival, and ‘Lis Lord High Chamberlain, and presented with & patent of nobility as “Duke of Justice.” ° One ‘DAY FOR nd per ins "TUES!
