NOYES....Editor. — = The Evening Star has a regular, perma: nent, bona fide daily circulation more than double that of any other daily paper published in Washington, and equat to that of all the other daily papers here added to- getner. ‘Subscriptions will be received and counted to the New York Herald Irish Famine Fund at the office of Tus Star. A Ifst, with mame of contributor, former residence tn Ire- land, present residence, and amount of subserip- ton, is now open. _S The Eight Page Star To-morrow will be an interesting number. Advertisers and news dealers will please send in their orders as usual, at the earliest practicable moment. The orders of news dealers alone on Saturday last exceeded the daily circulation of any other Washington paper, and to this may be added the increased circulation of Tag STAR by carriers throughout the District. The ad- vertisements for February—the dullest month Of the year—reach 5S6 for the ten publication days, being more for that time than all the other papers in the city added together print in a month. ——_—_-+ee-____ Necessity for School Buildings, The urgent necessity for additional and better School buildings has been represented by the school authorities year after year, and so far with little avail. At the present time out of a total of 65 school-rooms occupied, 130 are rented, and we have the @uthority noi only of ‘the schoo! officers but also of the health officer Of the District for stating that a majority of them are tll-adapted, anda large number are totally unfit to be occupied by school-children. ‘Thus it will be seen that more than one-third of our school-children during the present year, or about 9,000 children, are compelled to attead School in these rented buildings or go unedu- cated. Looked at froma financial point of view we find the following state of facts to ex -The Commissioners have asked for $35,000 to pay for the rent of these wretched buildings for the fiscal year ending June 30, 18S1, and $20,009 for Tepairs—a considerable portion of which is to be expended in fitting up, and putting and keeping in order these rented buildings. Not- withstanding this state of things we understand that no item has been included in the school estimates for the fiscal y¢ar ending June 30,1581, for new school buildings—indicating that mat- ters Will rapidiy go on from bad to worse. We think thists a mistaken pol: and that a good appropriation should te made: annnaliy, out of the District funds for school 1d and we are glad to see that at least = of the legisla- tors for the District of Co holds and has expressed the same views. In a recent debate in the House of Representatives on the bill for the construction of a bridge across the Potomac river, the Hon. Mr. Cobb, of Indiana, said: “I call the attention of gentlemen to the fact that to- day the District of Columbia and the people of the United States are paying $35,000 a year rent for public school butldings, and, at the same time, the superintendent 0° public instruction tells me that these school butidings are, many of them, totally unfit for children of the Disirict to be taught in. Now, if we have to pay $35.000 a year rent for buildings for school purposes in this District, I ask how mueh money ought to be appropriated for the bullding of school-houses here? Would it not be well for this House to consider whether we ought not to build school- houses, and whether the necessity for building School-houses for the education of the children of this District is not ten-fold greater than the necessity for the construction of a bridge across the Potomac river when there are already facili- tes for crossing that river? It is better that for a few years they should pay pretty high tolls than that the children of this Dis- trict should go uneducated. I say to you that with the estimates of the taxa- ble property in this District, and the amount of revenue to be raised from the people during the present year, they will not be enabied to have their educational interests cared for as they should be, without borrowing money, or without the government of the United States ‘coming forward and through the Representa- tives of the people here appropriating the money of the people of the United States for the purpose of keeping up the public schools of the District.” Mr. Cobb appreciates the importance and requirements of pubile schools. He comes Trom a state that has a school fund derived from lands donated to it by the United States government, amounting to $9,000,000. Indiana has taken good care of her school fund, and has built up one of the most compiete and extensive School systems in the United States. = Washington is able to present so many in- ducements and attractions that it has come to be the most popular point in the country for the meeting place of national associations and organizations. The exceptions have been the Rational political conventions, which so far hhave met elsewhere than at the national capf- tal From various causes the experiences of past conventions have not been satisfactory in the case of scarcely any city where they have ‘been held, and there ts now a disposition mant- fested to listen favorably to the claims of Wash- ington as the meeting place. Among the ad- Yantages presented by this city, are abundant hotel and boarding-house accommodations; a genial climate, sulted to visitors from all parts Of the country; a variety of objects of interest and attraction to make a visit here agreeable; @ relief from the pressure of a local lobby, in favor of a local presidential candidate; and a hearty disposition upon the part of our citizens to make the experiment of holding a national Party convention here so satisfactory and suc- cessful, that Washington shall come to be the recognized place of holding such conventions in future. —_—_—_~+--_____ The well-cireulated rumor of a difference of Opinion between the President and Secretary Evarts as to what ought to be done in regard to the subject of inter-oceanie communteation turns out to have been the invention of some Sensation-loving correspondent.
