The En- quirer will have to produce some better arga- ment than fs here quoted to affect the Bayard boom. His friends argue that {* 1s absurd to take the west into the calculatioa at all, be- cause, outside of Indiana, there is not tie least chance of the party carrying any western state. They maintain that the democracy of Indiana cannot set its wishes and theories up In oppost- tion to those of the other democratic states and of the democracy of states that may be carried for the ticket. The indications are that the influence of the eastern democracy will be ex- erted with as much effect upon the coming con- Yention as in those of the past in spite of pro- test and growls from the western democrats. Senator Logan’s minority report from the Senate mill- tary committee maintains the justice of the verdict of the court-martial which dismissed Porter from the army, and argues that it would be areflection upon the honor and integrity of the officers who composed that court to reverse what they did. It isstated, upon good authority, too, that General Garfield, who was a member of the court-martial, will deliver in the House a speech defending its course and verdict and as- sailing Porter. The latter's friends cannot reply to Logan’s report or to Gartield’s speech without attacking the court-martial, and this will open up one of the most bitter partisan dis- cussions that has been heard tn Congress for a long time. A Senator who Is a warm friend o General Porter remarked, only a few days ago, thal he was anxious to avoid all discussion, be- cause “if we are forced into one,” said he, “it will be so bitter. —__ +<-______ ‘The plan of choosing presidential electors by congressional districts was in force in New York up to 1529, when it was abolished and that now in general use was adopted. In the presi- dential contest of 1823 the power of the state was destroyed by the district plan of election, and that led to its abolishment. In that year the state had 34 members of the House of Rep. resentatives, and was entitled to cast 35 el toral votes.
