The aciton of that congention, however, assures Gen. Grant the 58 delegates from Pennsylvania, if he shall want them, and that {3 certainly a good start. Tas Tepublican national convention will consist Of 756 delegates, and a majority, ently, is required tonominate. ‘Two delesates are allywel for each Representative and or in Congrass and two from each territory and the District of Columbia. There are 293 Represzatatty Senators, 8 territories and the Di number doubled makes 156. ‘Tho «> national convention consists of oniy 7. gates who are entitled to vote. The District of Columbla delegates and those from territories are merely honorary; they are not psralttet to vote. The rule now in force in holding demo- cratic conveations requires a two-thirds vote to nominate candidates for President and Vice President, but {t will be within the power of the coming convention to abolish it an sabstitate the majority rule tf tt sees fit. Taere has been objection urged to the tivo-tuirts raie in every convention for years. The coayn- tion of 1876 adopted a resolution favoring the adoption of the majority rule in future and left the matter for the next convention to take up and enforce. It 1s more than likely, thouwzh, that the same txfluences which have heretofore Operated against the change will be potent enough tn the coming convention to prevent its being made. Hitherto, whenever a proposition to substitute the majority for th two-thirds rule has been submitted, the cry has been ralsed that it was tn the Interest of some candidate, and the effect has invariably been to kill {t at ,aad the start. At the St, Louts convention the re- port was circulated that Tilden’s friends wanted to abolish the rule ause they could not command two-thirds. The result Was that, though they favored a majority rule, they did not dare urge it. Therefore the co! vention contented itself with the adoption of a resolution, after the ticket had been nominated, recommending that the next convention return to the democratic doctrine of majority rule. In the republican convention at Chicago it will require to nominate, while in the demo- cratic—uniless the rule shall be changed—it will require 492. Counting Pennsylvania for Grant, he has to get 321 delegates from the states yet to choose to assure him the nomination. Present appearances indicate that he will get 70 of these in New York, as the party managers there are no less determined than was Senator Cameron, to compel instructions for Grant, It is more than probable that Illinols, too, wil! instruct for the General. He lives in that state, and, added to his great popularity there, ne has the influence of Senator Logan, which will be considerable in the convention. This would aid 42 delegates, making a total from the thre States of Pennsylvania, New York aud Illiaois of 170. The general, in fact almost universal, opinion among the best informed pollifcians of the south is that at least half, and perhaps two-thirds, of the delegates from those states will be for Grant. This sort of calculation puts the General in advance of all competitors for the republican nomination; but as he has not yet been heard from “offically” in candidacy. it is possible that he may spoil the Plans of some of the managers by declining to run. As for the democratic nomt ion, it ts not easy to make any calculation. Senator Bayard evidently has a better support than any other man named for the position. He Is the choice of a majority of eastern democrats and of tae most influential men of the south—such mon, for tpstance, as Lamar, Gordon, Hampton, But- ler, Jones of Florida, Gibson of Loulslana, and many others. Bayard’s friends only hesitate to organize and push him aggressively for the nom- ination, because of one thing. His state has been classed among those of the “south,” and some of Mr. Bayard’s most ardent friends fear this might hurt him in the north. Northern democrats who favor Mr. Bayard insist that this fear 1s groundless, and say that the independent conservative voters of the north have more confidence in the Senator from Delaware than in any other public man. Tilden is still prominently mentioned in connection with the nomination, but if the democratic Members of Congress retlect the sentiment of their party on this subject he is the weakest man spoken of. The agitation of s name developed the fact that he was a favorite, ‘Dut his recent emphatle declaration that he Would not accept the nomination if tendered to hhim seems to remove hin from the race. Should the convention return to the majority rule it is quite robable that Senator Bayard will have th enough to give him the nomination early {n the action. Should the two-thirds rule be retatoed, however, there will, very probably, bea long and perhaps bitter struggle over the nomination. The democrats who favor Mr. Bayard «re honest and earnest in the bdeltet that he is the best and the strongest man that an be chosen. In this belief they will stick together, and that will give him, possibly, an advantage over other candidates. Mr. Parnell undoubtedly has the right to en- tertain sud express his opinions tn rega-d to men and “ings. just as other people d, bat we imagine be will have pretty hard work to con- vince the S.arving people of Ireland that the giver of $10: 000 for thelr relief ts their enemy. ‘This seemed to be the aim of his speech in the Congregationa! church, in this city, las ing, if he is reported correctly. In critical times those futerested are less concerned with methods than with results, and as between the man who extends ald and he who stands by questioning motives and finding fault with the manner {n which it {3 done, it will not take ‘those in distress.long to decide which ts t true friend. ‘The discussion 1a the House over the new code of rules drags slowly along, and, so far, com- paratively little progress has been made. Those Who a few weeks ago were predicting a short Session perhaps are able, now, to see thetr error. ‘The dispute that has arisen between the various commitrees with regard to the jurisdtetion of each over d ferent matters of appropriation, will, oubdtless, run for some time. There Is a deep- Beated jeilousy of the committee on appropria- tions, and stong efforts will be made to curtall its power. Meantime the public business is Progressing slowly, and the session will run into dude, possibly July. ———-+e-____. Of the twelve repubiican members of the House of Representatives from Illinois nine are for Grant and three for Washburne, but with the former out of the way, the Chicago T.-idune Fays, the delegation would be solid for Wash- burne.
